India–EU FTA केवल tariff reduction का agreement नहीं है। यह भारत और यूरोप के बीच manufacturing, technology, services, green economy, skills, standards, digital economy और resilient supply chains की नई partnership बनाने का अवसर हो सकता है।


 


1. India–EU FTA: अभी स्थिति क्या है?

महत्वपूर्ण स्थिति — 30 September 2026

भारत और European Union ने 27 January 2026 को Free Trade Agreement (FTA) negotiations conclude कर ली थीं। इसका अर्थ है कि negotiating stage पूरी हो चुकी है; लेकिन conclusion, formal signature और entry into force/implementation अलग-अलग चरण हैं।

European Commission ने 11 September 2026 को FTA को Council के समक्ष signature और conclusion के लिए प्रस्तावित किया है। Agreement legally binding तभी होगा जब दोनों पक्ष अपनी आवश्यक internal legal procedures पूरी कर लें।

इसलिए इस लेख में:

“Negotiations concluded” ≠ “FTA already implemented”

कहना अधिक सटीक है।

2. India–EU economic relationship इतना महत्वपूर्ण क्यों है?

EU के अनुसार 2024 में India–EU goods trade लगभग €120 billion था। EU भारत के goods trade का लगभग 11.5% हिस्सा था और भारत EU का 9th-largest trading partner था। 2023 में bilateral services trade लगभग €59.7 billion था।

2025 में goods trade लगभग €118 billion रहा, जो भारत के कुल trade का लगभग 11.1% था।

FTA में proposed market access

European Commission के chapter summary के अनुसार:

  • EU भारत से आने वाले goods पर tariffs को व्यापक रूप से कम करेगा।
  • EU over 90% tariff lines को eliminate करेगा और लगभग 91% value के हिसाब से coverage बताए गए हैं।
  • India 86% tariff lines और लगभग 93% value के हिसाब से tariffs eliminate करेगा।
  • Additional partial liberalisation के साथ overall trade-liberalisation coverage लगभग 96.6% India और 99.3% EU तक पहुँचती है।

यहाँ ध्यान देना जरूरी है कि tariff reduction का अर्थ automatic export growth नहीं होता। Competitiveness, quality, logistics, standards, finance, skills, certification और demand भी निर्णायक होंगे।


3. India–EU FTA का बड़ा अवसर: Tariff से आगे

एक सफल FTA को केवल इस प्रश्न से नहीं देखना चाहिए:

“कितना tariff कम हुआ?”

बल्कि:

“क्या भारत और EU मिलकर ऐसी नई economic value chain बना सकते हैं जो दोनों क्षेत्रों में investment, jobs, technology और productivity बढ़ाए?”

यहीं से Global Lessons का महत्व शुरू होता है।


4. EU Model क्या है?

European Union का सबसे बड़ा institutional lesson केवल free trade नहीं है।

यह एक combination है:

Common Market + Common Standards + Rules + Infrastructure + Skills + Competition + Regional Development + Consumer Protection + Green Transition

EU Single Market लगभग 450 million people और 26 million businesses का shared economic space है। European Commission के अनुसार इसका GDP लगभग €18 trillion है और Single Market ने EU GDP को estimated 3–4% बढ़ाया तथा 3.6 million jobs create किए हैं।

इन आंकड़ों को भारत पर सीधे लागू नहीं किया जा सकता, क्योंकि institutional structure और economies अलग हैं। लेकिन underlying principles से भारत महत्वपूर्ण lessons ले सकता है।

Model 1 — Single Market + Seamless Interstate Trade

EU ने क्या किया?

EU ने member states के बीच goods, services, capital और people की movement को अधिक seamless बनाने के लिए common rules और institutions विकसित किए।

भारत की चुनौती

भारत का domestic market बड़ा है, लेकिन logistics, regulations, permissions, state-level compliance और standards में friction अभी भी business cost बढ़ा सकता है।

India क्या अपनाए?

World Engineer Proposal

2027–30: 100 high-volume product categories में state-level regulatory interoperability pilot.

2030 target — प्रस्तावित: selected sectors में interstate compliance duplication को measurable रूप से कम करना।

2047 target — प्रस्तावित: India में “One Product–One Compliance Framework” का व्यापक implementation।

Estimated cost: ₹10,000–25,000 crore over multiple years.

यह लागत World Engineer Proposal का प्रारंभिक अनुमान है, सरकारी estimate नहीं।


6. Model 2 — EU Harmonised Standards

EU में harmonised standards products की safety, performance और interoperability को support करते हैं। European Commission के अनुसार standards costs कम करने, interoperability बढ़ाने और value-chain integration को facilitate कर सकते हैं।

India की समस्या

एक Indian manufacturer को अलग-अलग markets के लिए testing/certification दोहरानी पड़ सकती है। हर राज्य के लिए अलग GST।

India क्या कर सकता है?

Bharat Standards Passport

एक digital record जिसमें:

  • product specifications
  • testing
  • conformity assessment
  • safety
  • environmental data
  • export certificates

एक integrated system में हों।

2030 प्रस्तावित लक्ष्य

Top 1,000 export-oriented product categories के लिए digital standards passport.


7. Model 3 — CE-type Conformity Assessment Ecosystem

EU में CE marking यह demonstrate करती है कि applicable EU requirements के अनुसार conformity assessment किया गया है। इससे compliant products को EEA market में circulation की सुविधा मिलती है।

India के लिए lesson

भारत को केवल “certificate” नहीं बल्कि:

Design → Testing → Certification → Traceability → Market Surveillance

का end-to-end ecosystem मजबूत करना चाहिए।

जैसी व्यवस्था पर काम किया जा सकता है।

India के लिए lesson

Digital economy जितनी बड़ी होगी, trust infrastructure उतना महत्वपूर्ण होगा।

भारत को:

AI + Data + Privacy + Cybersecurity

को एक integrated economic competitiveness framework के रूप में देखना चाहिए।

India–EU opportunity

India और EU:

  • privacy-preserving AI
  • cybersecurity
  • trusted digital identity
  • cross-border digital services

में joint programmes बना सकते हैं।


10. Model 6 — EU Regional Cohesion Model

EU Cohesion Policy का उद्देश्य regions के बीच economic और social disparities कम करने के लिए infrastructure और development investment को support करना है।

उदाहरण के लिए 2021–27 period में European Regional Development Fund का budget लगभग €226.05 billion है।

India की चुनौती

India में metropolitan regions और less-developed districts के बीच infrastructure, productivity और employment gaps बने हुए हैं।

India क्या अपनाए?

District Productivity & Infrastructure Fund

Funds को केवल expenditure के आधार पर नहीं बल्कि:

Output → Jobs → Private Investment → Productivity → Tax Base

के आधार पर measure किया जाए।

2030 तक selected 100 districts में outcome-based regional development pilots.


11. Model 7 — EU Green Transition + Carbon Accounting

European market में carbon-related requirements global exporters के लिए increasingly important हैं।

India की चुनौती

Indian exporters को:

जैसे requirements के लिए तैयार होना होगा।

PLI केवल production incentive तक सीमित न हो।

एक complete value chain चाहिए:

India का UPI population-scale digital payment infrastructure बन चुका है।

NPCI के अनुसार August 2026 में UPI पर लगभग:

24.51 billion transactions

हुए, जिनका value लगभग:

₹29.82 lakh crore

था।

का अध्ययन किया जा सकता है।

India का lesson:

Digital infrastructure को केवल government website नहीं, बल्कि reusable public infrastructure बनाया जा सकता है।

EU regulatory expertise + Indian population-scale implementation expertise

का combination AI, health, education और government services में useful हो सकता है।


19. India Model 5 — Frugal Engineering

भारत का बड़ा market constraint अक्सर रहा है:

High volume + price sensitivity + reliability

इसने low-cost engineering solutions के लिए ecosystem बनाया है।

EU–India cooperation

EU की:

और India की:

FTA का असर केवल बड़ी कंपनियों तक सीमित नहीं रहेगा।

Consumer

संभावित प्रभाव:

  • कुछ imported products की कीमतों पर downward pressure
  • quality competition

लेकिन actual consumer price effect exchange rate, logistics, taxes, domestic competition और tariff phase-out पर निर्भर करेगा।

Worker

Export-oriented sectors में demand बढ़ने की संभावना हो सकती है, लेकिन import competition से कुछ industries को adjustment की आवश्यकता हो सकती है।

MSME

Opportunity:

European market access

Challenge:

European standards और compliance

इसलिए MSME support ecosystem critical होगा।


29. FTA और Indian Jobs

World Bank ने India के लिए trade को jobs और growth के महत्वपूर्ण channels में माना है और कहा है कि trade costs कम करना, trade barriers घटाना और global value chains में integration India के export ambitions में मदद कर सकते हैं।

इसलिए policy objective केवल:

“Exports बढ़ाओ”

नहीं होना चाहिए।

बल्कि:

Export → Manufacturing → Skills → Jobs → Productivity → Higher Income

का पूरा cycle बनाना चाहिए।
