Resource Revolution”
Waste-to-Wealth India 2047:
“No Waste Left Behind as an Unmanaged Resource.”
National Resource Security Policy
Organic matter + Plastic + Paper + Metals + Glass + Textiles + E-waste + Other recoverable materials
High-value material → Low-value mixed waste
Resource → Landfill
2. प्रस्तावित नीति बदलाव: “Tonnes of Waste” से “₹ Value of Resources”
National Resource Recovery Value — NRRV
Waste Generated
minus
Unrecoverable Residual
= Recoverable Resource
Recoverable Resource × Market/Industrial Value
=
India's Annual Resource Recovery Potential
Recycled Material = Secondary Raw Material
India's Secondary Raw Material Industry
4. “India Material Recovery Mission 2047”
IMRM 2047 — India Material Recovery Mission
इसके पांच strategic pillars:
① MATERIAL IDENTIFICATION
② SOURCE SEGREGATION
③ RESOURCE RECOVERY
Advanced sorting और recycling।
④ SECONDARY RAW MATERIAL MARKETS
Recovered materials के लिए assured demand।
⑤ CIRCULAR MANUFACTURING
Swachh Bharat
Sampann Bharat
Material Passport”
Digital Material Passport
Product
- steel
- aluminium
- copper
- plastic
- battery material
- electronic component
Material Passport → Recovery → Recycling → Secondary Raw Material
The more you recover, the more you earn.
यदि कोई ULB:
- landfill diversion बढ़ाता है,
- recycling बढ़ाता है,
- organic recovery बढ़ाता है,
Performance-linked Circular Economy Grant
Road + Drainage + Garbage Collection
Urban Resource Management Utility
User charges
EPR payments
Recyclable material
Compost
Biogas/Bio-CNG
Carbon finance
Circular procurement
PPP
Waste budget → Waste business model
9. India Waste Exchange: “Waste का Stock Exchange”
INDIA WASTE EXCHANGE
एक national digital marketplace जहाँ verified:
- plastic
- paper
- metals
- textile
- e-waste
- C&D materials
- organic resources
की:
Quantity + Quality + Location + Price + Certification
available हो।
Delhi का certified recycled plastic processor
↓
Gujarat का manufacturer
Mumbai का recovered metal
↓
Tamil Nadu का engineering manufacturer
Construction waste
↓
Nearby infrastructure project
Waste logistics → Resource logistics
10. “Waste Miles”
District Circularity Map
Waste generation
Processing capacity
Industrial demand
Transport distance
Resource value
Circular Manufacturing”
Recycled Aluminium
Recycled Aluminium → Components → Machinery → Finished Products → Export
“Recycle in India”
“Recycle + Manufacture in India”
India is not only a market for waste-treatment technology; India can become the world's large-scale circular manufacturing hub.
FDI opportunities:
- advanced recycling
- battery materials
- critical minerals recovery
- electronic components recovery
- recycled polymers
- recycled metals
- waste robotics
- AI sorting
- circular packaging
- remanufacturing
- industrial symbiosis
13. Critical Minerals: Waste Policy का Geopolitical Dimension
Lithium
Cobalt
Nickel
Copper
Rare/critical materials
“Urban Mines”
E-waste + Battery Recycling = India's Resource Security Policy
Energy Security + Manufacturing Security + Strategic Autonomy
14. “Circularity by Design” — Product
- repairability
- recyclability
- modularity
- durability
- material identification
- disassembly
Circular Product Design Standards
Minimum Recycled Content
Roads
Railways
Buildings
Urban infrastructure
Furniture
Packaging
Office products
Principle:
Government regulation creates supply; Government procurement creates demand.
Impact assessment
Resource substitution
Imported virgin raw material
Manufacturing
Energy
Employment
Productivity
Fiscal
Municipal waste-management cost
Waste-to-Wealth Economic Impact Account
Waste Management Department
Urban Material Management System
18. Vision 2047 के लिए 12 National Policy Reforms
01 — National Waste-to-Wealth Mission 2047
02 — National Resource Recovery Value

12 — India Circularity Index
Material Circularity Rate
Economic Value Recovered per Tonne
2026–2030
CLEAN & SEGREGATE
Collection + source segregation + digital tracking + dumpsite remediation
2030–2035
RECOVER & RECYCLE
MRFs + organic processing + recycling markets + EPR strengthening
2035–2040
CIRCULAR MANUFACTURE
Secondary raw materials + circular industrial clusters + urban mining
2040–2047
RESOURCE-EFFICIENT INDIA
Waste becomes an integrated part of India's:
Manufacturing + Energy + Materials + Employment + Investment strategy
Policy Ask

🇮🇳 1. Manufacturing Competitiveness
सस्ता और reliable secondary raw material।
🇮🇳 2. Resource Security
🇮🇳 3. Employment
Green और circular jobs।
🇮🇳 4. FDI
Global circular-economy investment
🇮🇳 5. Developed India 2047
Waste-to-Wealth India 2047
From Swachh Bharat → Resource-Efficient Bharat → Circular Bharat → Developed Bharat
