PRECAUTION BEFORE TAKING THE POSSESSION OF THE FLAT

·         Doors and windows: Ensure your apartment is provided with required doors and windows for proper ventilation in all rooms, including bathroom and kitchen. Improper ventilation can cause numerous problems in future. Ensure all the sliding door/windows work smoothly.

·         Measure size of room: Some builders or developers divert from the sanction planned resulting in reduction in the size of rooms and bathrooms. Ensure that all rooms are provided enough space. Measure the hall, kitchen, bathroom and bedroom sizes. We can ask for compensation for less / difference area.

·         Wall Painting: Wall painting need to be checked before taking possession of home or flat from the builder or developer. Some builders or developers provide single coat wall painting in some rooms instead of double coat. Check if all walls have double coat. Exterior painting should be complete along with window and balcony grills.

·         Cracks on the wall: Look for cracks in the foundation, ceilings and walls, which indicate movement of the structure caused by settling, soil expansion. Check for cracks on the walls, especially between electrical sockets.

·         Checking the tile work: It is also important if there is any crack, hole or damage then it can be replaced but after moving in it is very difficult to do tile work which smokes a lot of dust while removing. Also check the all tiles have proper grouting between the floor tiles and border of walls (No space between the two adjacent tiles) it causes the sippages issue in the floor and wall.

·         Electrical fittings: It is better to ensure the electrical fitting are as specified and the switches and plugs are connected to the main supply line. Extra points are provided are not as per your requirements.

·         Drainage outlets: This is one of the important things you need to check before taking the possession of flat or home. Clogged outlets are a menace if not rectified before you move in. Water collects in bathrooms, kitchen and balconies and creates a mess. Check if all Drainage outlets such as balcony, bathroom, kitchen, utility, etc. are working and not clogged.

·         Check for Leakages: Check if all bathroom fittings are as per specification. Check the working of taps and bathroom fittings. Ensure there are no leakages when opening or switching on taps. Make sure the granite platform in the kitchen is not leaking. Pour a bucket of water on the granite platform and observe for any leakage below it. Check the hot and cold mixer. Also check for water flow from kitchen, bedrooms, and hall. Slope should be towards bathrooms or the terrace. Make sure water is completely draining out and not accumulating at one place. Observe if any leakages are seen in your bathroom. These leakages can cause major headaches later.

·         Check switches and plug-points: Make sure that all the sockets, plugs and bulb holder are connected to the main supply. Also check if main fuse in the house is controlling complete current supply. If you have an inverter, ensure the supply shift to the inverter if the main switch is switched off. Check if all switches and plug-points are working. Check if the extra electrical sockets/switches you had asked for are provided as per requirement.

·         Safety measures: Ensure that your building is constructed according to safety rules provided by the fire department and National building code. Check if your gas leak detector is working by burning a piece of paper and allowing the smoke to fill the kitchen.

·         Check for safety equipments: Like firefighting instruments that are compulsory for every building today. Whether the builder has followed the safety measures or not as per the government rules and regulations. If there is gas pipeline system then check whether the gas leak detector is working properly or not.

·         Parking Space: One very important thing is to check the parking lot which is allotted to you as it is usually not clear on paper. Ensure that it is enough to accommodate a big sized car and easily accessible otherwise it will be difficult for you to adjust the big car in small space.

·         Kitchen Granite slope: Make sure the kitchen granite slope is towards the sink or else you may have to keep cleaning the stagnant water on the granite daily.

·         Chimney: Decide whether you are going for chimney or ventilator fan for kitchen and get the provision done for the same.

·         Wiring: It will be the worst thing in most of the apartments. Ensure that you get the best company switches and MCBs and that they provide separate wiring for geysers, fridge, washing machine, microwave oven etc so that you will not face any difficulty in case you prefer to install Inverter.

·         Possession letter: If your building or apartment is provided with all amenities, size of rooms is as per approval provided and you have checked all things in your apartment, it is time for taking possession of your flat or home. While taking possession of the flat or home, ensure that you have received all documents from the builder. Possession letter, Blue print, No-Objection Certificate, Development agreement, Power of Attorney, Commencement Certificate, Search Report of the Builder’s Advocate, Receipts of payments made to the builder, Letter of allotment etc are some of the important documents required from the builder or developer during possession of the apartment.

·         List of amenities: Builders offer or promise a list of amenities for an apartment you are buying. They include amenities such as playground, lift, swimming pool etc. After completion of construction, buyers or investors find that builder has not provided all amenities as per promised or agreed. Check your agreement to see the list of amenities and make sure each one is provided as per specification.

·         GDA / Nagar Palika will issue Occupancy Certificate (OC), if and only if the building has been constructed according to the Sanctioned Plan and meets all bye-laws. GDA / Nagar Palika has rights to allow up to a maximum of 5% deviations (but that too subjected to certain conditions). If deviations are more than 5% GDA / Nagar Palika  will not issue OC.  Without OC, you will not get Khata (so called ‘A’ Khata). Still you can pay property tax etc, but you will not get your ‘A’ Khata (I mean Khata Certificate and Khata Extract).  Without ‘A’ Khata, neither you can sell your property nor you can get mortgage loan from the bank.

·         And last but not the least, do not pay the entire amount for the flat before you take over possession of the flat. Keep atleast 10-15% of the total money with you and pay only during handing over of keys. Many people pay the whole amount before hand and builders turn a deaf ear to their requests for completion of work.

हर घर गैस पाइपलाइन  - घर की लक्ष्मी  खुश  तभी  तो देश भी खुश 
सभी इंडीविसुअल  परिवार  के लिए गैस पाइप कनेक्शन अनिवार्य  यदि नहीं चाहते तो लिखित में एप्लीकेशन देनी पड़ेगी। 
अगर कोई सोसाइटी गैस पाइप कनेक्शन नहीं  चाहती तो 51% फ्लैट ओनर के साथ  लिखित में  होगा। 
गैस पाइप लाइन  डालने की परमिशन 15 दिन के भीतर  देने की अनिवार्यता हो। 

अगर  किसी बिल्डर सरकारी  संस्था  को आपत्ति हो तो लिखित में देना होगा 

टूटी रोड  जो की  गैस पाइप लाइन  डालते  समय टूटती है  तो रोड रिपेयर  का 60%  भार  नगर निगम  राज्य सरकार  और केंद्र सरकार  उठाए  और 40%   पैसा  गैस  पाइप लाइन कंपनी  से वसूला  जाए  और एक अलग से रोड रिपेयर डिपार्टमेंट  (mini PWD) बनाए    जिसका काम 15 दिन में इस तरह की टूटी  रोड रिपेयर ( लगभग  १ फुट  x  लम्बाई) करना होगा क्युकी प्राइवेट  लोग तो  काम करके टूटी रोड  छोड़  कर  भाग जाए है।  अतः जिम्मेदारी तय होना  अति आवश्यक है।  15 दिन में रिपेयर रोड ना  

गैस लाइन  कम्पनीज  के भी टारगेट तय हो  अचीवे ना  कर पाने पर पेनलिटी  लगाई जाए. 

अभी तो 25 लाख की पापुलेशन में  HCG  ने 25000  कनेक्शन किये है  १० साल मे। 
ऐसा ही कुछ  IGL कभी हाल  है। 

नई कनेक्शन लेते समय कस्टमर से कुछ भी पैसा न लिया जाए  तथा  मंथली  बिल में किस्तों में सिक्योरिटी  का पैसा लिया जाए। एक  बार  इंस्टालेशन  और रोड रिपेयर (सिर्फ सीमेंटेड रोड बनाई जाए )में खर्च पैसा भी एन्ड कस्टमर से 5 सालो में किस्तों में  लिया जाए।  

सभी सोसाइटीज में  गैस पाइप लाइन  डालने से यदि कोई इंटरनल  रोड टूटी है  तो उसे भी सेमेंटरीकरण  कर ठीक  किया जाए.  ( लगभग  १ फुट  x  लम्बाई)

केंद्र सरकार इन दिनों डिजिटल इंडिया वीक मना रही है। सरकार ने फरवरी में डिजिटल इंडिया प्रोग्राम के तहत डिजीलॉकर की सुविधा लॉन्च की थी। क्या है यह और कैसे करें इसका इस्तेमाल, बता रहे हैं प्रभात गौड़ :

यह एक तरह का लॉकर ही है। जैसे बैंकों में जूलरी रखने के लिए आप लॉकर का इस्तेमाल करते हैं, वैसे ही इसका इस्तेमाल आप अपने तमाम सर्टिफिकेट्स रखने के लिए कर सकते हैं। यह आधार से लिंक होता है। आधार के जरिये ही आप इसमें लॉग-इन कर सकते हैं। अभी आपको इसमें सर्टिफिकेट रखने के लिए 1 जीबी का स्पेस दिया गया है। आप इसमें अपने सर्टिफिकेट्स को pdf, JPG, png, bmp या GIF फाइल्स के रूप में अपलोड कर सकते हैं। इन दस्तावेजों को आप किसी भी एजेंसी के साथ शेयर कर सकेंगे।

अ• डिजिलॉकर के लिए आपके पास आधार होना चाहिए।• digitallocker.gov.in पर जाएं। Register Now पर क्लिक करें।• आपसे आपका आधार नंबर भरने को कहा जाएगा। आधार नंबर भर दें और उसके नीचे Use OTP पर क्लिक कर दें। आपके मोबाइल नंबर और ईमेल आईडी पर (वही जो आधार में दर्ज है), एक वनटाइम पासवर्ड आएगा। इस पासवर्ड को पासवर्ड वाली जगह पर भरें और validate कर दें। • अब आपसे यूजर नेम और पासवर्ड बनाने का कहा जाएगा। यूजर नेम पासवर्ड बन जाने के बाद आपके सामने स्क्रीन आएगी। यहां My Profile में जाने पर आपको आपके आधार कार्ड की सभी सूचनाएं नजर आएंगी। • My Documents में जाएं। यहां Upload Documents सब सेक्शन में जाकर आप अपने पैन, डीएल, मार्कशीट आदि को अपलोड कर सकते हैं। • इसके बाद e-sign पर क्लिक करें। आपको एक वनटाइम पासवर्ड मिलेगा। इसे डालकर आपका यह डॉक्युमेंट ई-साइंड हो जाएगा। इसका मतलब है कि यह डॉक्युमेंट आपने सेल्फ अटेस्ट कर दिया।

• जो भी फाइल आप अपलोड कर रहे हैं, उसका साइज 1 एमबी से ज्यादा नहीं होना चाहिए।• कुल मिलाकर एक यूजर को 1 जीबी स्पेस दिया गया है। अपने सभी डॉक्युमेंट्स इस स्पेस में रखने हैं।• My Documents सेक्शन में दो कैटिगरी हैं। एक में वे डॉक्युमेंट रखे जाएंगे, जो तमाम विभाग बनाकर देंगे। मसलन आपने पैन कार्ड बनवाया तो पैन बनाने वाला विभाग पैन इश्यू करके इसी कैटिगरी में आपको दे देगा। दूसरी कैटिगरी वह है जिसमें आपके द्वारा अपलोड किए गए डॉक्युमेंट रखे जाएंगे। •अगर कहीं कोई दिक्कत महसूस हो रही है तो support@digitallocker.gov.in पर मेल कर सकते हैं। • यहां से आप ई-आधार भी डाउनलोड कर सकते हैं।

अब मान लीजिए आपने डीडीए की किसी वैकेंसी के लिए अप्लाई किया और आप इसके लिए अपने डॉक्युमेंट शेयर करना चाहते हैं। आपके आधार के जरिये डीडीए खुद ही आपके सर्टिफिकेट देख लेगा। वैसे जिस डॉक्युमेंट को शेयर करना चाहते हैं, उसके सामने लिखे Share पर क्लिक करके भी ऐसा कर सकते हैं। रिसीव करने वाले का ईमेल आईडी मांगा जाएगा, जहां डॉक्युमेंट का लिंक मेल कर दिया जाएगा। रिसीव करने वाला इस लिंक के जरिये आपके डॉक्युमेंट को देख सकेगा।

पने तमाम सर्टिफिकेट्स को आप कैसे सहेजकर रखते हैं/ या तो फिजिकल रूप में किसी फाइल में रखते होंगे या फिर स्कैन करके इमेज फॉर्मेट में अपने कंप्यूटर में रखते होंगे, लेकिन ये दोनों ही तरीके असुविधाजनक हैं। सरकार ने डिजीलॉकर नाम से ऐसा सुरक्षित प्लैटफॉर्म मुहैया कराया है, जहां आप अपने अहम दस्तावेज संभालकर रख सकते

हैं। अगर आपको किसी एजेंसी को अपने सर्टिफिकेट देने हैं तो आपको उन्हें फिजिकली उसे देना पड़ता है। तमाम कागजात को संभालना आपके लिए भी और उस एजेंसी के लिए भी सिरदर्दी का काम हो सकता है। ऐसे में इस सुविधा के तहत सर्टिफिकेट इश्यू करने वाले (इश्यूअर), यूजर (आप)और सर्टिफिकेट चाहने वाली एजेंसी (रिक्वेस्टर) को एक ही प्लैटफॉर्म पर लाने का काम किया गया है। मान लीजिए आपने अपना डीएल बनवाया तो आरटीओ ऑफिस डीएल फिजिकली आपको देने के बजाय आपके डिजिटल लॉकर में डाल देगा। यहां आरटीओ ऑफिस इश्यूअर हुआ। आपने डीएल बनवाया है, आप यूजर हुए। रिक्वेस्टर वह होगा, जो सर्टिफिकेट की डिमांड करेगा। मसलन आपने डीडीए में जॉब के लिए अप्लाई किया, तो फॉर्म भरते वक्त आपको सर्टिफिकेट लगाने की जरूरत नहीं है। डीडीए डिजीलॉकर में मौजूद सभी जरूरी सर्टिफिकेट का वेरिफिकेशन कर लेगा।

Increasing the rail kiraya is not only the solution to overcome from operating cost. Something should be beyond the profitability Rail kiraya should be reduce to 50% 


Thinking IRCTC / ministry of railways should take some good step to find out alternate source of income to reduce rail kiraya .we hear that railway has given concept study to EY company but in a year, no ground level Implementation.
 Railway ministry and Suresh Prabhu ji only believing in hiking railway fare but ground level no improvement in quality of services.
Railway ministry only hiding their operational deficiency by hiking railway fare. they are not working on alternate source of income. Before implementing any cess or tax government should define penalty clause for operational failure of delivering the quality services. Safety, security so on .

Implementation and corrective action for railway

50 % of reduction in Rail fair is practically Possible. We should not get impression like Modi government has looted us in every activity.
 §  Solar Panels to reduced alternative source of energy and reduce power dependency for saving government money.
§  Advertisement on rail coaches inside & outside. Frame need to be established.
§  Advertisement on railway station and all platforms. Ex. Hotels & tourist places, education, food chain, insurance etc.
§  Modernization of railway platform & stations like metro rail station.
§  Increasing the competition in mobile /telecom / internet in each platform of station, all service provider need to be invited to establish their setup for increasing quality of service in public benefit. Govt. income increase from lease on these services.
§  Increasing the competition in food chain and restaurant inside the platform or railway station-  all big food chain supplier need to be invite   like Tata, Birla, Reliance, Haldiram, Agarwal sweets, Nestle, Mahindra, Pepsi, IRCTC, many more dedicated Indian companies for India economy growth. To reduce black money all transaction should be bar coded or computerize with pan / tin Number associated in all food corners.
§  Ratio of food chain corners at least 8-10 per platform.
§  To increase the tourist special coach for NRI, outside country people, ticket should be always available .To promote tourist places in train way. International standard should be follow in these coaches.
§  Special trains for easy to reachable on tourist places, complete package.
§  All railway station should be like small mall all facility should be available like movie, food cloth, maybe they can restrict /separate the way to go inside the real rail platform to maintain the security. Government will get lot for income on lease concept and taxes. Public will get healthy environment and services.
§  . To increase the opportunity for improvement all platform and trains should be aim for ISO 9001- improvement ideas like station train route LED display, Station  advertisement Information Led display  (Benchmarking Delhi metro trains)
§  Free internet in railway train & platform.
§  To increase the income for government body they need to launch the IPO for establishing Railway mall, food chain, and alternate 2 extra rail track – one for goods and one for public interest.
§  Holi places like Varanasi, Haridwar, vashnavdevi , dwarka, maihar, ujjain...many more looking for special dedicated trains and special rules for senior citizen above 55 years.
§  Tourist places like Tajmahal, Goa, Manali, shimla, masouri, jaipur… many more looking for special trains and extra coaches for general public .
Benefit:Ø  General public will also get some assurance.

IRCTC( Indian Railway Catering and Tourisium Corporation) or Indian Railway / Board  have to pay 10 time of ticket amount if train has been cancelled

  1. IRCTC only refunding ticket charges
  2. Service charges also need to be refund if irctc not able to delivered the service
  3. IRCTC portal charges need to be refund in case of train cancellation
  4. Bank gateway charges also need to be refund by irctc in case of train cancellation and falure of service by Indian railway 
  5. 10 time of penality have to be imposed on railway in case of train cancellation and they have to be pay 10 time of ticket amount to the customer . 
  6. IRCTC should beer direct and indirect cost due to failure in service delivery
Indirect Cost Bear by Passenger 

  1. Normally people have connecting train or journey and end customer need to be suffer, 
  2. Harassment at station for waiting next train  may be many hours 
  3. Tatkal charges  or Premium charges for next train ticket
  4. Hotel charges due to cancellation of train and wait for next train.

We do pay service tax to railway for offering good services. if train are running late then why does Penalty clause missing . 10 time of railway ticket amount should be paid by IRCTC for train late more than 3 hour.

Railway can not  be run away from their responsibility and there should be some penality on railway

New Rules for Cancellation and Refund of Railway Tickets 


Under normal circumstances no refund is granted on confirmed, RAC and Waitlisted tickets after the departure of the train. 


With effect from 12.11.2015, certain provisions of Railway Passengers (Cancellation of tickets and refund of fare) Rules have been amended and comprehensive Railway Passengers (Cancellation of tickets and refund of fare) Rules 2015 have been notified through Gazette Notification G.S.R. 836(E). dated 04.11.2015. 



Important changes made in Railway Passengers (Cancellation of tickets and refund of fare) Rules are as under:- 



Refund on cancellation of unused confirmed tickets: 



(i) If confirmed ticket is presented for cancellation upto 48 hours before the scheduled departure of the train, per passenger minimum cancellation charge is levied 



. (ii). If confirmed ticket is presented for cancellation between 48 hours and upto 12 hours before the scheduled departure of the train, 25% cancellation charges is levied subject to minimum flat cancellation charge. 



(iii) If confirmed ticket is presented for cancellation between 12 hours and upto 4 hours before the scheduled departure of the train irrespective of distance, 50% cancellation charge is levied subject to minimum flat cancellation charge. 



(iv). Refund on confirmed ticket is granted only upto 4 hours before the scheduled departure of the train. 



(B). Refund on cancellation of unused RAC/Wait-listed tickets/Partially confirmed tickets:- 



(i). When RAC/Waitlisted ticket/Partially confirmed tickets is presented for cancellation, the refund of fare minus clerkage charge is made upto 30 minutes before the scheduled departure of the train. 



Certain provisions of Railway Passengers (Cancellation of tickets and refund of fare) Rules have been amended to check bogus claims, to facilitate provision of Mobile ticketing as well as paperless ticketing, discourage last minute cancellation resulting in seats/berths going vacant etc. The amendment in refund rules became necessary to adapt to changes/developments in the ticketing systems. 



Further, reservation charts are being prepared at least 4 hours in advance, which facilitates purchase of available berths till 30 minutes before departure of the train. 



No cancellation charge or clerkage charges is levied and full fare is refunded to all passengers holding confirmed, RAC and Wait-listed tickets if the journey is not undertaken due to late running of the train by more than three hours of scheduled departure of the train from the journey commencing station, subject to the condition that the ticket is surrendered prior to the actual departure of the train
