Background • Cooperation • Sectors Covered • Potential Development Sectors

The World is One Family

Learning with Each Other • Working Together • Growing Together

Status: Ongoing — CEPA Negotiations

1. India–Canada CEPA

Trade + Services + Investment + Agriculture + Digital Trade + Mobility + Technology + Supply Chains + Sustainable Development

2. India–Canada CEPA — Background

  • Trade
  • Investment
  • Education
  • Science & Technology
  • Agriculture
  • Energy
  • Aerospace
  • Innovation
  • People-to-people relations

इसके बाद Canada ने 24 November 2025 को Parliament में Notice of Intent table किया।

India–Canada CEPA — Ongoing / Under Negotiation

Tariff reduction → Market access → Trade

Proposed CEPA 2.0

Trade + Technology + Investment + Skills + Supply Chain + Innovation

1. India–Canada Critical Minerals Council

2. India–Canada Industrial AI Council

3. India–Canada Clean Energy Council

4. India–Canada Agri-Food Council

5. India–Canada Advanced Manufacturing Forum

6. India–Canada Rail & Infrastructure Forum

7. India–Canada Skills & Mobility Council

8. India–Canada SME Innovation Fund

17. Digital Trade Compliance Passport

World Engineer Proposal — Proposed Reform

  • Company identity
  • Product classification
  • Certifications
  • Testing
  • Origin
  • ESG information
  • Customs documentation
  • Digital signatures
  • Regulatory approvals

One company → One trusted compliance profile → Faster cross-border trade

यह proposal है, existing India–Canada CEPA provision नहीं।

18. India–Canada Supply Chain 2.0

Canada

Resources + Research + Capital + Technology

↓

India

Processing + Manufacturing + Software + Engineering + Market

↓

Global Market

Joint Products + Joint Services + Joint IP + Joint Exports

India–Canada Global Value Chain Partnership

2030 Proposed Outcome

Target—not official forecast: bilateral trade

20. 2030–2047 Vision

2030 — Partnership

Trade + Investment + Technology + Supply Chains

2035 — Integration

Joint Manufacturing + Joint R&D + Joint Infrastructure

2040 — Global Scale

Joint India–Canada companies/products serving third markets

2047 — Co-development Partnership

भारत की scale + Canada की resources/technology/research को जोड़कर:

A Global India–Canada Innovation & Manufacturing Partnership

22. Cost Framework

Proposed financing architecture

Government → policy + catalytic funding + guarantees

Private sector → majority commercial investment

Pension/Institutional Capital → long-term infrastructure

Development Finance → eligible projects

Universities → research

Industry → commercialisation

Principle

Public money should de-risk strategic projects, not replace private capital.

23. Risk Management

  • Regulatory divergence
  • Non-tariff barriers
  • Data governance
  • Investment protection
  • Supply-chain concentration
  • Commodity price volatility
  • Environmental approvals
  • Indigenous/community interests
  • Labour mobility
  • IP protection
  • National-security considerations

No one-way dependency

Interdependence with resilience

Multiple suppliers + Joint processing + Joint technology + Joint manufacturing + Joint global exports

25. Win–Win Situation

Canada

  • India's large market
  • Manufacturing scale
  • IT/engineering talent
  • Global supply-chain diversification
  • Infrastructure opportunities
  • Agri-food market
  • Technology commercialisation
  • Global export opportunities

India

  • Critical minerals
  • Mining technology
  • Advanced research
  • AI capability
  • Clean-energy technology
  • Nuclear ecosystem cooperation
  • Agricultural technology
  • Institutional capital
  • Global technology partnerships

26. World Engineer Vision

🇮🇳 India + 🇨🇦 Canada

Resources × Technology × Talent × Capital × Market × Manufacturing

=

New Economic, Technological & Social Value

27. Final Global Lessons

Resources → Research → Regulation → Innovation → Commercialisation

Canada India

Scale → Digitalisation → Cost efficiency → Manufacturing → Rapid deployment

Critical Minerals + AI + Manufacturing + Clean Energy + Agriculture + Rail + Infrastructure + Digital Trade + Skills

The World is One Family

Learning with Each Other

Working Together

Growing Together

India + Canada

Performing Together • Driving Each Other’s Success • Co-developing for the World

From Bilateral Trade → Bilateral Value Creation → Global Value Creation
