भारत और संयुक्त अरब अमीरात (UAE) के संबंध अब केवल तेल, सोना और पारंपरिक व्यापार तक सीमित नहीं हैं। India–UAE Comprehensive Economic Partnership Agreement (CEPA) ने दोनों देशों के आर्थिक संबंधों को Goods + Services + Investment + Technology + Supply Chain + Skills + Global Markets की दिशा में आगे बढ़ाने का आधार दिया है।

CEPA पर 18 फरवरी 2022 को हस्ताक्षर हुए और यह 1 मई 2022 से लागू हुआ। भारत को UAE में 97% से अधिक tariff lines पर preferential market access मिला, जो मूल्य के आधार पर भारत के लगभग 99% exports को कवर करता है। Services में भी लगभग 111 sub-sectors में market access बढ़ा।


1. India–UAE CEPA क्या है?

CEPA — Comprehensive Economic Partnership Agreement एक व्यापक आर्थिक समझौता है जिसका उद्देश्य केवल customs duty कम करना नहीं, बल्कि दोनों अर्थव्यवस्थाओं के बीच व्यापक आर्थिक integration को बढ़ाना है।

2. CEPA से क्या बदला?

भारत और UAE का merchandise trade FY2020-21 के लगभग US$43.3 billion से बढ़कर FY2023-24 में लगभग US$83.7 billion हुआ। FY2025-26 में bilateral trade US$101.25 billion तक पहुंच गया।

एक महत्वपूर्ण बदलाव — Non-Oil Trade

FY2023-24 में India–UAE non-oil trade लगभग US$57.8 billion था। इससे संकेत मिलता है कि संबंध धीरे-धीरे केवल hydrocarbons से हटकर diversified trade की ओर बढ़ रहा है।

CEPA की वास्तविक सफलता केवल “कितना व्यापार हुआ” से नहीं, बल्कि “कितना नया value creation हुआ” से मापी जानी चाहिए।

World Bank के अनुसार UAE ने 2024 में लगभग US$45.6 billion FDI inflows आकर्षित किए और technology, business services, financial services, transportation तथा warehousing जैसे क्षेत्रों में निवेश आकर्षण मजबूत रहा।

21. Global Benchmark — UAE की आर्थिक दिशा

World Bank के अनुसार UAE का 2024 GDP लगभग US$552.3 billion था और GDP growth 4.0% रही।

IMF ने 2025 के लिए UAE की growth लगभग 4.8% और 2026 के लिए लगभग 5.0% projected की थी, जिसमें non-hydrocarbon activity महत्वपूर्ण भूमिका निभा रही थी।
