 जल्द ही मोबाइल नंबर 10  डिजिट से 13  डिजिट  के हो जाएगे 

  • मोबाइल और मशीन-टू-मशीन (एम2एम) के लिए नंबरिंग संसाधन –
  1. तेरह अंकों वाले एम2एम नंबरिंग संसाधन वर्तमान और भविष्य की दोनों मांगों को पूरा करने के लिए पर्याप्त हैं।
  2. संचार विभाग 10 अंकों वाली मोबाइल नंबर श्रृंखला का उपयोग करने वाले सभी सिम-आधारित एम2एम कनेक्शनों को 13 अंकों वाली एम2एम संचार में स्थानांतरित करने की ट्राई की स्वीकृत सिफारिश को शीघ्रता से क्रियान्वित करेगा।

DoT to expeditiously implement the accepted TRAI recommendation stating that all the SIM-based M2M connections using 10-digit mobile numbering series should be shifted to the 13-digit M2M communication.

Introduction of Calling Name Presentation (CNAP) Service in Indian Telecommunication Network’ 

 

  • मोबाइल और फिक्स्ड लाइन कनेक्शनों के लिए नंबरिंग संसाधनों को निष्क्रिय करने की समयसीमा –
  1. टीएसपी के माध्यम से किसी भी मोबाइल या फिक्स्ड लाइन कनेक्शन को तब तक निष्क्रिय नहीं किया जाएगा जब तक कि 90 दिनों की गैर-उपयोग अवधि बीत न जाए।
  2. सभी मोबाइल और फिक्स्ड लाइन कनेक्शन जो उपयोग न किए जाने के कारण निष्क्रिय रह जाते हैं, उन्हें अनिवार्य गैर-उपयोग की 90-दिवसीय अवधि की समाप्ति के 365 दिन बाद टीएसपी द्वारा निष्क्रिय कर दिया जाएगा।

 

  • यूसीसी (अवांछित वाणिज्यिक संचार), स्पैम कॉल और सीएलआई स्पूफिंग को ब्लॉक करना
  1. सीएलआई (कॉल लाइन आइडेंटिफिकेशन) स्पूफिंग और छेड़छाड़ को रोकने के लिए, सीएलआई प्रमाणीकरण ढांचे और वितरित प्रमाणन प्राधिकरण ढांचे को क्रमशः आईटीयू सिफारिशों Q.3057 और Q.3062 के अनुसार लागू किया जाना चाहिए।
 
  • फिक्स्ड लाइन सेवाओं में संसाधन की कमी को दूर करने के लिए –
  1. शॉर्ट डिस्टेंस चार्जिंग एरिया (एसडीसीए) (अधिकांशतः तालुका/तहसील) से लाइसेंस सेवा क्षेत्र (एलएसए) तक 10 अंकों वाली बंद नंबरिंग योजना पर स्विच करें, ताकि फिक्स्ड लाइन सेवाओं के लिए वर्तमान में एसडीसीए स्तर तक सीमित नंबरों के संसाधनों को अनलॉक किया जा सके।
  2. सभी फिक्स्ड लाइन से फिक्स्ड लाइन कॉलों को ‘0’ का उपयोग करके डायल करें, उसके बाद एसटीडी कोड और ग्राहक संख्या डालें।
  3. फिक्स्ड-टू-मोबाइल, मोबाइल-टू-फिक्स्ड और मोबाइल-टू-मोबाइल कॉल के लिए डायलिंग पैटर्न में कोई बदलाव नहीं होगा।
  4. मौजूदा उपयोगकर्ताओं की संख्या में कोई परिवर्तन नहीं हुआ है।
  5. नई नंबरिंग योजना को लागू करने के लिए छह महीने का समय।
  6. एलएसए-आधारित 10-अंकीय बंद नंबरिंग योजना के कार्यान्वयन के बाद, फिक्स्ड लाइन लोकेशन रूटिंग नंबर (एफएलआरएन) कोड का उपयोग करते हुए 10-अंकीय फिक्स्ड लाइन नंबरिंग योजना को अधिकतम पांच वर्षों के भीतर अपनाया जाना चाहिए, जिसके परिणामस्वरूप एलएसए-आधारित नंबरिंग संसाधनों की देशव्यापी उपलब्धता हो सकेगी। इससे निकट भविष्य में फिक्स्ड लाइन नंबर पोर्टेबिलिटी (जैसा कि वर्तमान में मोबाइल नेटवर्क में उपलब्ध है) के कार्यान्वयन में सुविधा होगी। 
नंबरिंग संसाधनों पर शुल्क -
  1. इस स्तर पर संसाधनों की संख्या निर्धारण के लिए कोई अतिरिक्त शुल्क या वित्तीय प्रोत्साहन की अनुशंसा नहीं की जाती है।
  2. दूरसंचार विभाग द्वारा टीएसपी को आवंटित नंबरिंग संसाधनों के वार्षिक उपयोग की निगरानी करेगा और आवश्यकता पड़ने पर अप्रयुक्त नंबरिंग संसाधनों को वापस ले सकता है।

if a corporate employee's salary falls within the LWF's wage bracket and the establishment is covered by the Act, the LWF deduction is applicable.


  1. Scope of the Labour Welfare Fund Act:
    The LWF was originally introduced to extend welfare benefits to industrial workers and factory laborers. It does not universally apply to all categories of employees in every type of establishment.

  2. Corporate Employees vs. Industrial Workers:
    The nature and purpose of the LWF primarily address the welfare needs of blue-collar workers. Applying this deduction to white-collar employees in corporate office settings—especially those in managerial or supervisory roles—appears inconsistent with the intent of the Act.

  3. Haryana LWF Provisions:
    While it is acknowledged that the Haryana Labour Welfare Fund Act extends to certain categories of corporate employees, the applicability is subject to:

    • The establishment being covered under the Act.

    • The employee falling within the prescribed wage ceiling (currently ₹15,000/-) and not holding a managerial or supervisory position.

  4. Exclusion Clause:
    As per the Act, employees earning above ₹15,000/- per month or working in a managerial/supervisory capacity are explicitly excluded from LWF deductions.


Conclusion 

The blanket deduction of ₹31/- for LWF from all corporate employees' salaries, without assessing their eligibility based on role and income, appears to be non-compliant with the provisions of the applicable Labour Welfare Fund legislation.

I write this open letter on behalf of crores of India’s drivers—truck drivers, bus drivers, taxi drivers, tourist vehicle drivers, and conductors—our true “Driver Bhai” who keep Bharat moving day and night.

They are the silent backbone of our economy, supply chains, tourism, emergency services, and daily life. Yet, despite their contribution, drivers remain among the most vulnerable and neglected sections of our workforce—facing food insecurity, lack of social protection, health risks, and unstable incomes.

This letter humbly presents a grievance, a challenge, and a solution-oriented national vision—one that the BJP-led Central Government can champion to create lasting social impact and a stronger national footprint across India, including South India.

 

 1. The Ground Reality: Challenges Faced by Drivers

  • No assured access to hygienic, affordable food during long-distance travel
  • Irregular work hours causing health, fatigue, and accident risks
  • Minimal coverage under PF, NPS, insurance, or medical security
  • Exploitation in unorganized transport and tourism sectors
  • No single national identity or welfare linkage for drivers

A driver feeds the nation, yet often sleeps hungry.

 2. Proposal 1: PM Ma Annapurna Program for Drivers & Poor

Objective: Food Security with Dignity

Key Features:

  • Unlimited nutritious meals @ ₹10/- paid by the driver
  • ₹10/- subsidy by Central Government
  • ₹30/- claimed by participating hotels/dhabas under CSR

Total meal value: ₹50/- | Driver pays only ₹10/-

Implementation Framework

  • PM Ma Annapurna Restaurants / Partner Hotels every 10 km on highways and major routes
  • Aadhaar-based food pass for:
    • Registered drivers
    • Poor and migrant workers
  • Linking via Aadhaar + Vehicle Number to avoid misuse
  • Mandatory participation and display by roadside hotels & dhabas

This single step can eliminate hunger for drivers across India.

 

3. Proposal 2: PM Driver Social Security & Kalyan Mission

Funding Mechanism (Simple & Sustainable)

Introduce a mandatory welfare component in:

  • Tourist operators
  • Taxi & logistics companies

₹1 per km per vehicle to be charged from the customer

  • 25% dedicated to Driver Food Security (PM Ma Annapurna)

ROCE: Return on Capital Employed

Definition:
ROCE is a financial ratio that measures how efficiently a company uses its capital to generate profits. It shows how much profit a company earns for every rupee of capital employed.


ROCE= {Earnings Before Interest and Tax (EBIT)×100} / Capital Employed


Where:

  • EBIT = Operating profit (before interest and taxes)

  • Capital Employed = Total Assets − Current Liabilities
    (or alternatively: Equity + Long-term Debt)

🔍 Interpretation:

Higher ROCE = The company is using its capital efficiently to generate profits.

> 15% is considered good for most industries.
> 30% is considered excellent and often indicates a competitive advantage or strong operating efficiency.
