यूक्रेनी एवं विदेशी Marine Gas Turbines पर निर्भरता से आत्मनिर्भर नौसैनिक प्रणोदन तक

भारत विज़न 2047 – राष्ट्रीय नीति सुधार संख्या: Marine Propulsion आत्मनिर्भरता मिशन

मुख्य विचार:
भारत अब केवल युद्धपोत बनाने वाला देश नहीं, बल्कि युद्धपोतों के propulsion system—Gas Turbine, Diesel Engine, Gearbox, Shafting, Propeller, Controls, MRO और Lifecycle Support—का पूर्ण स्वदेशी ecosystem विकसित करने की दिशा में बढ़ सकता है।

भारतीय नौसेना के प्रमुख frontline warships में लंबे समय से विदेशी-origin gas-turbine आधारित main propulsion plants का उपयोग होता रहा है। भारत सरकार के Make in India Defence पोर्टल के अनुसार प्रमुख स्रोतों में यूक्रेन की Zorya Mashproekt और अमेरिका की GE जैसी विदेशी कंपनियाँ रही हैं। इसी पोर्टल पर नौसेना की 24–28 MW indigenous Marine Gas Turbine परियोजना को Make-I के अंतर्गत सूचीबद्ध किया गया है।

यह बदलाव केवल एक engine बनाने की परियोजना नहीं है। इसका लक्ष्य भारत को ऐसी क्षमता देना है जिसमें:

Design → Materials → Turbine Blades → Combustor → Compressor → Gearbox → Controls → Integration → Testing → Certification → MRO → Upgradation → Export

पूरी value chain भारत में विकसित हो।





1. वर्तमान स्थिति

भारत की नौसैनिक शक्ति में destroyers, frigates, corvettes, amphibious platforms और अन्य combat vessels की भूमिका लगातार बढ़ रही है। इन जहाजों की operational effectiveness में propulsion system सबसे महत्वपूर्ण engineering subsystems में से एक है।

भारत सरकार के आधिकारिक Make-I database के अनुसार:

  • प्रमुख frontline warships में विदेशी-origin gas turbines का उपयोग होता रहा है।
  • भारत ने DRDO-GTRE के माध्यम से Kaveri Marine Gas Turbine (KMGT) विकसित करने का प्रयास किया।
  • HAL-GE और BHEL-Zorya Mashproekt जैसे technology/localisation arrangements भी किए गए।
  • लेकिन पूर्ण design-to-production आत्मनिर्भरता अपेक्षित स्तर तक नहीं पहुंच सकी।
  • अब Make-I framework के माध्यम से indigenous marine gas turbine development को नया impetus दिया गया है।

24–28 MW परियोजना

भारत सरकार के Make in India Defence portal पर 24–28 MW Marine Gas Turbine को Indian Navy की Make-I requirement के रूप में सूचीबद्ध किया गया है। इसका उद्देश्य foreign-origin propulsion dependence को कम करना और domestic development capability स्थापित करना है।

Marine Diesel Engine में भी बड़ा कदम

2 अप्रैल 2025 को Indian Navy और Kirloskar Oil Engines Limited के बीच 6 MW Medium-Speed Marine Diesel Engine के design और development के लिए ₹270 करोड़ की परियोजना स्वीकृत हुई।

इस परियोजना में:

  • Government funding: 70%
  • Indigenous content: 50% से अधिक
  • Development range: 3–10 MW
  • उपयोग: Indian Navy तथा Indian Coast Guard के main propulsion एवं power generation systems

शामिल हैं।

इसका अर्थ है कि भारत केवल gas turbine पर नहीं, बल्कि multi-technology propulsion ecosystem पर काम कर रहा है।


2. रणनीतिक महत्व

Marine propulsion में आत्मनिर्भरता का महत्व सामान्य manufacturing से कहीं अधिक है।

एक युद्धपोत की propulsion system में विदेशी निर्भरता का अर्थ हो सकता है:

  • spare parts supply risk
  • geopolitical restrictions
  • export-control risk
  • sanctions risk
  • technology access limitations
  • lifecycle support dependency
  • युद्धकालीन logistics vulnerability
  • fleet availability पर प्रभाव

इसलिए Propulsion Sovereignty = Maritime Security + Industrial Sovereignty + Supply Chain Security है।

UN Trade and Development के अनुसार विश्व के अंतरराष्ट्रीय goods trade का लगभग 80% volume समुद्री मार्ग से संचालित होता है। इसलिए समुद्री शक्ति और maritime industrial capability भारत की दीर्घकालीन आर्थिक सुरक्षा से भी जुड़ी है।


3. प्रमुख चुनौतियाँ

3.1 High-temperature materials

Marine gas turbine में turbine blades को अत्यधिक तापमान, corrosion और लंबे operational cycles का सामना करना पड़ता है।

आवश्यक technologies:

  • Nickel-based superalloys
  • single-crystal/directional-solidified blades
  • thermal barrier coatings
  • precision casting
  • advanced cooling passages
  • high-temperature seals

3.2 Turbine blade manufacturing

Blade केवल metal component नहीं है। इसकी:

geometry + metallurgy + cooling + coating + dimensional accuracy

पूरी performance निर्धारित करती है।

इसलिए भारत को turbine blade ecosystem को स्वतंत्र strategic capability बनाना चाहिए।

3.3 Gearbox integration

High-speed turbine को ship propeller के लिए उपयुक्त rotational speed में बदलने हेतु अत्यधिक विश्वसनीय reduction gearbox आवश्यक है।

3.4 Testing infrastructure

Marine turbine को laboratory में सफल होना पर्याप्त नहीं है।

उसे:

से गुजरना होगा।

3.5 Lifecycle engineering

केवल engine बनाना पर्याप्त नहीं है।

भारत को 40–50 वर्ष के lifecycle support model की दिशा में जाना चाहिए।

5. भारत के लिए नीति सुधार

प्रस्तावित नीति: National Marine Propulsion Mission 2047

एक dedicated National Marine Propulsion Mission (NMPM) बनाया जाए।

इसके पांच प्रमुख pillars हों:

Pillar 1 — Indigenous Gas Turbine

24–28 MW से शुरुआत करके:

30 MW → 35 MW → 40 MW class

तक indigenous technology roadmap बनाया जाए।

Pillar 2 — Marine Diesel

3–10 MW indigenous diesel engine family विकसित की जाए।

लंबी अवधि में:

1 MW → 3 MW → 6 MW → 10 MW → 15 MW+

modular product family विकसित की जा सकती है।

Pillar 3 — Gearbox & Power Transmission

भारत में:

  • reduction gearboxes
  • marine shafts
  • couplings
  • bearings
  • controllable pitch propellers
  • power transmission systems

का complete ecosystem विकसित किया जाए।

Pillar 4 — MRO

हर प्रमुख naval theatre में strategic propulsion MRO capability विकसित की जाए।

Pillar 5 — Digital Propulsion

AI और digital technologies का उपयोग:

  • predictive maintenance
  • digital twin
  • condition monitoring
  • vibration analytics
  • fuel optimisation

में किया जाए।

सरकारी guidelines के अनुसार भारत का लक्ष्य 2030 तक ship ownership और shipbuilding में Top-10 और 2047 तक Top-5 में पहुंचना है। उसी roadmap में shipbuilding output को दीर्घकाल में बड़े पैमाने पर बढ़ाने का लक्ष्य रखा गया है।

इसलिए marine propulsion localisation को Maritime Amrit Kaal Vision 2047 + Defence Atmanirbharta के बीच एक strategic bridge बनाया जाना चाहिए।
