School fees direct transfer in school Bank A/c

All Fees should be transferred directly in school account by NEFT or cheque. At the same time schools have to mention PAN Number / TIN Number in all receipts.

Every fees receipt should have Bar code / TIN Number / PAN Number

"No Poor child has applied"

A common admission counseling system shall be introduced (may be city wise) for all schools (like Vyapam in MP) EWS students can also be distributed according to their location etc. Fake statement of schools also gets caught that "no Poor children has applied". Schools cannot run away from their social responsibility to take 25 % seats of poor quota (EWS).

Social responsibility of School

Strict rule for school also required that they should have to spend 5-10% of their income in Social Responsibility (Free Books, Poor student Fees, Save the Senior citizen, Save the Girl child, Tree Plantation etc.).

Safety of our children & responsibility of school

Schools are harassing parents for undeclared and unauthentic rules and regulation. There should be some rules and responsibility of school if children not present consecutive 3 days then school should inform parents by email, SMS or call or written letter to ensure no miss happening with children. Before cancelling admission of children at least 2 warning massage should be sent by school. All rules and regulations should be as per national education system and as approved by HRD Ministry. Financial penalty clause on school should be brought in favor of parents. For everything school should not impose financial penalty. All fee structure definition should be defined nation wise and shall not change school to school.

TAX Benefit on Child Education

Currently tax benefit for child education is Rs. 200 only that is quite old and far away from current situation. People are paying Rs. 3000 to 6000 per month for child school fee. Government need to increase this tax benefit amount to atleast Rs. 5000 per month for child education to promote education level in India

1.                  All School, Engineering colleges, Medical colleges are charging unwanted fees  in the name of development fees, infrastructure fees, books, library, donation fee etc. This requires re-evaluation to stop black money involvement. For all receipts, TIN number or Pan Number should be compulsory. These schools / colleges should be treated as small scale industries – type – Education.

New MRO guidelines have also been rolled out for rationalisation of the charges leviable on MRO Service Providers for ease of doing business. I would urge industry players from EU to tap these opportunities, and become a part of the fastest growing aviation market in the world.”

The minister invited EU players to partner India in developing adaptive technologies, and support the objective of tackling emissions from the aviation Industry. “We are encouraging airports to use 100% green energy by 2024, and achieve net zero by 2030. 25 AAI airports are already using 100% green energy. Our target is to make another 121 Airports carbon neutral by 2025. We have also mandated the use of renewable energy as part of the bid documents for upcoming airports; we are also working towards encouraging the use of Sustainable Aviation Fuel. Indian Airline operators have already conducted demonstration flights using bio-fuel blended with ATF”, he concluded.

Ms Adina Vălean, European Union Commissioner for transport, also addressed the summit through virtual mode. She said, “From commercial opportunities, to aviation safety and security, sustainability, air traffic management, or consumer protection, our shared experiences, as well as our shared objectives, make us natural partners.”

She further said, “We already have a successful history of partnership and cooperation in many areas. I truly hope aviation will become one of our most successful partnerships.”

The Ministry of Civil Aviation has launched the 5th round of the Regional Connectivity Scheme (RCS) – Ude Desh Ka Aam Nagrik (UDAN) to further enhance the connectivity to remote and regional areas of the country and achieve last mile connectivity.

Key Features of UDAN 5.0 are as follows: This round of UDAN focuses on Category-2 (20-80 seats) and Category-3 (>80 seats).
The earlier stage length cap of 600 km is waived off and there is no restriction on the distance between the origin and destination of the flight.
Viability gap funding (VGF) to be provided will be capped at 600 km stage length for both Priority and Non-Priority areas which was earlier capped at 500 km.
No predetermined routes would be offered. Only Network and Individual Route Proposal proposed by airlines will be considered.
The airlines would be required to submit an action/business plan after 2 months from the issuance of LoA wherein they submit their aircraft acquisition plan/availability of aircraft, crew, slots, etc. at the time of the Technical Proposal.
The same route will not be awarded to a single airline more than once, whether in different networks or in the same network.
Exclusivity will be withdrawn if the average quarterly PLF is higher than 75% for four continuous quarters, to prevent exploitation of the monopoly on a route.
25% of the Performance Guarantee to be encashed for each month of delay up to 4 months, to further incentivize quick operationalization.
Airlines would be required to commence operations within 4 months of the award of the route. Earlier this deadline was 6 months.
A list of airports that are ready for operation or would soon be ready for operations has been included in the scheme to facilitate quicker operationalization of routes under the Scheme.
Novation process for routes from one operator to another is simplified and incentivized.

Commenting on the launch of UDAN 5.0, the Minister of Civil Aviation & Steel, Shri Jyotiraditya Scindia said, “UDAN has proved to be a lifeblood of many regions which are now well connected with places across the country. This new & stronger version of the scheme will raise the momentum, connecting new routes, and bring us closer to the target of operationalizing 1000 routes & 50 additional airports, heliports, and water aerodromes in the near future. अब उड़ेगा देश का हर आम नागरिक!”

UDAN Scheme has benefitted a diverse set of stakeholders. Passengers have got the benefits of air connectivity, airlines have received concessions for operating regional routes, unserved regions have received the direct and indirect benefits of air connectivity for their economic development. It is another step towards the prime minister’s vision of the common man traveling by air at affordable and subsidized airfares.

Perhaps the only thing that doesn’t is our right to vote.

But why did so many not vote?
is it because many or most of them couldn’t vote? 
you have to be physically present where you are registered on polling day to be allowed to vote.

On February 27, 2015, the Election Commission issued guidelines for linking EPIC with Aadhaar as part of the National Electoral Rolls Purification and Authentication Programme (NERPAP). It launched the programme on March 3.
One of the major objectives of NERPAP was to check multiple entries in electoral rolls and to make them error-free. For this purpose, Aadhaar number of electors was collected through various modes throughout the country.

But a Supreme Court order dated August 11, 2015 put paid to EC's ambitious plan to link Aadhaar to voters' I-card. While delivering judgment in a writ petition [Justice (retd) KS Puttaswamy and another versus Union of India and others), the apex court ordered stopping of the production of Aadhaar card as a condition for obtaining any benefits.
In the light of this order, EC suspended the linking of Aadhaar with EPIC with immediate effect.

परिचय

भारत में युवाओं को रोजगारपरक शिक्षा देने के लिए सरकार और निजी संस्थानों द्वारा कई प्रकार के जॉब ओरिएंटेड सर्टिफिकेट कोर्स चलाए जा रहे हैं। इन पाठ्यक्रमों को राष्ट्रीय कौशल योग्यता ढांचा (National Skill Qualification Framework - NSQF) के अंतर्गत लाया गया है, ताकि छात्रों को एक मानकीकृत, उद्योग केंद्रित और व्यावसायिक शिक्षा प्रणाली प्रदान की जा सके। NSQF विभिन्न सेक्टरों के कौशल विकास के लिए एक संरचना प्रदान करता है, जिससे सीखने वालों को प्रमाणन के साथ रोजगार के बेहतर अवसर मिलते हैं।

1. राष्ट्रीय कौशल योग्यता ढांचा (NSQF) क्या है?

NSQF भारत सरकार द्वारा विकसित एक योग्यता ढांचा (Qualification Framework) है, जो विभिन्न व्यावसायिक और तकनीकी कौशल पाठ्यक्रमों को एकीकृत करता है। इसका मुख्य उद्देश्य देश में कौशल आधारित शिक्षा को बढ़ावा देना और इसे एक संरचित प्रणाली में बदलना है।

NSQF की विशेषताएँ:

  1. योग्यता आधारित ढांचा: शिक्षा और प्रशिक्षण को कौशल आधारित बनाना ताकि अधिक से अधिक लोगों को रोजगार योग्य बनाया जा सके।
  2. स्तरीय संरचना: NSQF में 10 स्तर (Level 1 से Level 10) होते हैं, जो किसी व्यक्ति की कौशल, ज्ञान और योग्यता को मान्यता देते हैं।
  3. कौशल संचालित शिक्षा: यह विभिन्न क्षेत्रों में कौशल प्रशिक्षण को मान्यता देता है और विभिन्न स्तरों पर प्रमाणन (Certification) प्रदान करता है।
  4. लचीलापन (Flexibility): सीखने वाले औपचारिक, अनौपचारिक और गैर-औपचारिक तरीकों से प्रशिक्षण प्राप्त कर सकते हैं।
  5. राष्ट्रीय और अंतरराष्ट्रीय मान्यता: NSQF के तहत मिलने वाले प्रमाणपत्र और डिग्री भारत और अन्य देशों में मान्यता प्राप्त होते हैं।

2. जॉब ओरिएंटेड सर्टिफिकेट कोर्स की आवश्यकता

भारत में बेरोजगारी की समस्या को देखते हुए व्यावसायिक शिक्षा और कौशल विकास को बढ़ावा देना जरूरी है। जॉब ओरिएंटेड सर्टिफिकेट कोर्स निम्नलिखित कारणों से आवश्यक हैं:

आज के वैश्विक युग में, जब दुनिया एक वैश्विक गाँव में परिवर्तित हो चुकी है, तो अंतर्राष्ट्रीय यात्रा, व्यापार, शिक्षा, चिकित्सा और अन्य उद्देश्यों के लिए पासपोर्ट एक आवश्यक दस्तावेज़ बन चुका है। किसी भी देश का पासपोर्ट उस देश के नागरिकों की अंतर्राष्ट्रीय पहचान और उसके राजनयिक संबंधों का प्रतीक होता है। भारत जैसे विशाल और जनसंख्या-बहुल देश में पासपोर्ट सेवाओं को कुशल, पारदर्शी और तकनीकी रूप से सक्षम बनाना एक बड़ी चुनौती रहा है।

इस चुनौती का समाधान निकालने के लिए भारत सरकार द्वारा अनेक सुधार किए गए हैं, जिनमें से सबसे नवीन और महत्त्वपूर्ण पहल "पासपोर्ट सेवा कार्यक्रम 2.0" और "ई‑पासपोर्ट" हैं। इन पहलों का उद्देश्य न केवल प्रक्रिया को सरल बनाना है, बल्कि नागरिकों को विश्व स्तरीय सेवा देना भी है। डिजिटल इंडिया अभियान के अंतर्गत यह एक बड़ा कदम माना जा रहा है, जो न केवल पासपोर्ट आवेदन प्रक्रिया को तेज और सुरक्षित बनाता है, बल्कि इससे भारत की वैश्विक छवि भी सशक्त होती है।

पासपोर्ट सेवा का ऐतिहासिक परिप्रेक्ष्य

भारत में पासपोर्ट प्रणाली की शुरुआत औपनिवेशिक काल से मानी जाती है, परंतु स्वतंत्रता के बाद इसे एक व्यवस्थित रूप में स्थापित किया गया। पहले पासपोर्ट प्राप्त करने में अत्यधिक समय, कागजी कार्यवाही और भ्रष्टाचार जैसी समस्याएँ थीं। इसके समाधान हेतु भारत सरकार ने 2007 में टाटा कंसल्टेंसी सर्विसेज (TCS) के सहयोग से पासपोर्ट सेवा परियोजना (Passport Seva Project - PSP) की शुरुआत की, जिसके अंतर्गत पासपोर्ट सेवा केंद्र (PSKs) और फिर आगे जाकर पोस्ट ऑफिस पासपोर्ट सेवा केंद्र (POPSKs) की स्थापना की गई।

वर्ष 2023–24 में भारत सरकार ने इस व्यवस्था को और बेहतर बनाने हेतु पासपोर्ट सेवा कार्यक्रम 2.0 का शुभारंभ किया। इस कार्यक्रम के अंतर्गत प्रक्रियाओं का डिजिटलीकरण, कृत्रिम बुद्धिमत्ता (AI), डेटा एनालिटिक्स और मोबाइल एप्स के माध्यम से आम नागरिकों को तेज, सुरक्षित और पारदर्शी सेवा उपलब्ध कराने की दिशा में कार्य किया गया।

ई-पासपोर्ट की आवश्यकता

वर्तमान में, जब साइबर सुरक्षा, पहचान चोरी, और अंतर्राष्ट्रीय सुरक्षा बड़े मुद्दे बन चुके हैं, तब पासपोर्ट जैसे महत्त्वपूर्ण दस्तावेज को भी हाई-टेक बनाना अनिवार्य हो गया है। विकसित देशों में पहले से ही ई‑पासपोर्ट (electronic passport) का प्रचलन है। भारत में भी इसकी आवश्यकता लंबे समय से महसूस की जा रही थी। ई‑पासपोर्ट एक ऐसा दस्तावेज होता है जिसमें व्यक्ति की व्यक्तिगत जानकारी एक एम्बेडेड चिप में सुरक्षित रूप से संग्रहित होती है, जिससे उसे नकली बनाना या उससे छेड़छाड़ करना लगभग असंभव हो जाता है।

वर्ष 2022 के बजट भाषण में तत्कालीन वित्त मंत्री निर्मला सीतारमण जी ने ई‑पासपोर्ट की घोषणा की थी और इसके पायलट प्रोजेक्ट की शुरुआत की गई। 2023 में भारत सरकार ने इसे बड़े स्तर पर लागू करना शुरू कर दिया, जिसके बाद से लाखों भारतीयों को ई‑पासपोर्ट जारी किए गए हैं।

इन पहलों का महत्व

पासपोर्ट सेवा कार्यक्रम 2.0 और ई‑पासपोर्ट न केवल प्रक्रियाओं को आधुनिक बनाते हैं, बल्कि यह भारत सरकार की "न्यूनतम सरकार, अधिकतम शासन" (Minimum Government, Maximum Governance) की नीति का भी प्रमाण हैं। यह नीतियाँ नागरिकों को सशक्त बनाती हैं और सरकारी सेवाओं के प्रति उनका विश्वास बढ़ाती हैं।

इन पहलों से—

  • आवेदन प्रक्रिया आसान होती है,

  • प्रसंस्करण समय कम होता है,

  • डेटा सुरक्षा में बढ़ोतरी होती है,

 पासपोर्ट सेवा कार्यक्रम 2.0 – उद्देश्य और विशेषताएँ (Passport Seva Programme 2.0: Objectives and Features)

भारत सरकार द्वारा पासपोर्ट सेवा कार्यक्रम (Passport Seva Programme - PSP) की शुरुआत 2008 में नागरिकों को कुशल, पारदर्शी, समयबद्ध और सुलभ पासपोर्ट सेवाएं प्रदान करने के उद्देश्य से की गई थी। यह कार्यक्रम डिजिटल इंडिया अभियान का भी एक महत्त्वपूर्ण हिस्सा रहा है। लेकिन समय के साथ तकनीक के विकास और जनसंख्या में बढ़ोतरी को देखते हुए PSP को और अधिक आधुनिक बनाने की आवश्यकता महसूस की गई, जिसका परिणाम है – पासपोर्ट सेवा कार्यक्रम 2.0 (PSP 2.0)।

यह कार्यक्रम एक व्यापक तकनीकी पुनर्रचना है, जो कृत्रिम बुद्धिमत्ता, मशीन लर्निंग, डेटा एनालिटिक्स और क्लाउड कंप्यूटिंग जैसी आधुनिक तकनीकों का उपयोग करके पासपोर्ट सेवाओं को अगले स्तर पर ले जाता है।


1. कार्यक्रम के उद्देश्य (Objectives)

i. प्रक्रिया का सरलीकरण और डिजिटलीकरण
PSP 2.0 का मुख्य उद्देश्य पासपोर्ट से संबंधित समस्त प्रक्रियाओं को डिजिटल प्लेटफ़ॉर्म पर लाना है, ताकि व्यक्ति को फॉर्म भरने, दस्तावेज़ अपलोड करने, अपॉइंटमेंट लेने और भुगतान जैसी सभी सुविधाएँ ऑनलाइन उपलब्ध हो सकें।

ii. नागरिक-केंद्रित सेवा
यह कार्यक्रम नागरिकों को केंद्र में रखकर बनाया गया है, ताकि उनकी सुविधा, पारदर्शिता और फीडबैक के आधार पर सेवाओं में लगातार सुधार हो।

iii. दक्षता और पारदर्शिता में सुधार
इस कार्यक्रम के अंतर्गत प्रक्रियाओं को ऑटोमेट किया गया है जिससे मानव त्रुटियों की संभावना कम होती है और भ्रष्टाचार पर लगाम लगाई जा सकती है।

iv. डेटा सुरक्षा और गोपनीयता
क्लाउड तकनीक और ब्लॉकचेन आधारित सिस्टम के ज़रिए नागरिकों की व्यक्तिगत जानकारी की सुरक्षा सुनिश्चित की गई है।

v. सेवा वितरण का विस्तार
दूरदराज़ क्षेत्रों तक सेवा पहुँचाने हेतु डाकघरों, कॉमन सर्विस सेंटर्स (CSCs) और मोबाइल पासपोर्ट सेवा केंद्रों का उपयोग बढ़ाया जा रहा है।


2. मुख्य विशेषताएँ (Key Features)

i. डिजिटल डॉक्यूमेंट वेरिफिकेशन सिस्टम (DDVS)
अब दस्तावेजों का सत्यापन डिजिटल रूप से किया जाता है, जिससे फर्जी दस्तावेजों की पहचान आसान होती है और प्रक्रिया तेज होती है।

ii. उन्नत ऑनलाइन पोर्टल और मोबाइल ऐप
नया पासपोर्ट सेवा पोर्टल (https://www.passportindia.gov.in) और मोबाइल ऐप (mPassport Seva) उपयोगकर्ता को आवेदन, भुगतान, ट्रैकिंग और पुनर्निर्धारण जैसी सेवाएं मोबाइल पर भी देता है।

iii. कृत्रिम बुद्धिमत्ता आधारित ट्रैकिंग और विश्लेषण
AI आधारित सिस्टम के माध्यम से आवेदन की स्थिति का स्वत: विश्लेषण किया जाता है और संभावित देरी को पहले ही पहचाना जा सकता है।

iv. वीडियो KYC और बायोमीट्रिक पहचान
अब आवेदकों की पहचान की पुष्टि के लिए वीडियो KYC और डिजिटल बायोमीट्रिक्स का प्रयोग किया जा रहा है जिससे फिजिकल उपस्थिति की आवश्यकता कम होती है।

v. एकीकृत आपराधिक रिकॉर्ड सिस्टम से लिंक
आवेदकों के आपराधिक इतिहास की जाँच पुलिस और न्याय प्रणाली के डिजिटल डेटाबेस से स्वतः होती है।

vi. पोस्ट ऑफिस पासपोर्ट सेवा केंद्र (POPSKs)
देशभर में हजारों डाकघरों को पासपोर्ट सेवा केंद्रों के रूप में बदला गया है ताकि ग्रामीण क्षेत्रों में भी लोग पासपोर्ट सेवाओं का लाभ ले सकें।

vii. त्वरित सेवा तंत्र (Tatkal Integration)
PSP 2.0 के अंतर्गत तात्कालिक आवेदनों को भी ऑनलाइन प्राथमिकता दी जाती है और एक–दो दिनों में पासपोर्ट जारी किया जा सकता है।


3. तकनीकी बुनियादी ढाँचा (Technology Infrastructure)

PSP 2.0 के लिए एक समर्पित डेटा सेंटर, क्लाउड-सर्वर, बैकअप सुविधा, साइबर-सुरक्षा प्रोटोकॉल और आधुनिक डैशबोर्ड प्रणाली तैयार की गई है। टाटा कंसल्टेंसी सर्विसेज (TCS) इस पूरे तंत्र का तकनीकी सहयोगी है।

मुख्य प्रौद्योगिकियाँ:

  • क्लाउड कंप्यूटिंग

  • एआई/एमएल एल्गोरिद्म
