42. कचरा प्रबंधन नहीं — भारत की अगली “Resource Revolution”

Waste-to-Wealth India 2047: कचरे से संसाधन, संसाधन से उद्योग और उद्योग से विकास

एक बड़ा policy question

भारत हर वर्ष लाखों टन material को produce → consume → discard कर रहा है।

सवाल यह नहीं है कि—

“कचरा कौन उठाएगा?”

भारत @ 2047 के लिए असली सवाल है:

“जो material आज waste बनकर हमारी जमीन, नदियों और शहरों पर दबाव डाल रहा है, क्या वही material कल भारत की manufacturing economy का secondary raw material बन सकता है?”

यहीं से Waste Management, Waste-to-Wealth और Circular Economy की कहानी शुरू होती है।


🇮🇳 Vision 2047: “Waste-Free” नहीं — “Resource-Efficient India”

भारत को 2047 तक केवल Garbage-Free Cities बनाने का लक्ष्य नहीं रखना चाहिए।

हमारा ambition इससे बड़ा होना चाहिए:

“No Waste Left Behind as an Unmanaged Resource.”

अर्थात—

हर material की पहचान हो।
हर waste stream का owner हो।
हर valuable material का recovery pathway हो।
हर processor digitally traceable हो।
और केवल unavoidable residual waste ही final disposal तक पहुंचे।

यह sanitation policy से आगे बढ़कर:

National Resource Security Policy

बन सकती है।


1. भारत की असली समस्या: Waste नहीं, “Lost Value”

एक tonne mixed municipal waste को केवल “एक tonne कचरा” मानना policy failure है।

उसमें हो सकते हैं:

Organic matter + Plastic + Paper + Metals + Glass + Textiles + E-waste + Other recoverable materials

लेकिन source पर segregation न होने पर ये सब एक-दूसरे को contaminate कर देते हैं।

फिर:

High-value material → Low-value mixed waste

और अंततः:

Resource → Landfill

यही भारत की छिपी हुई economic loss है।

इसलिए नीति का नया प्रश्न होना चाहिए:

हम कितने tonnes waste को process करते हैं?

से आगे बढ़कर:

हम कितने रुपये के resources को economy में वापस लाते हैं?


2. प्रस्तावित नीति बदलाव: “Tonnes of Waste” से “₹ Value of Resources”

सरकार को national waste statistics में एक नया indicator जोड़ना चाहिए:

National Resource Recovery Value — NRRV

हर वर्ष मापा जाए:

Waste Generated

और फिर:

Recoverable Resource × Market/Industrial Value

इससे पहली बार Waste Management को economic accounting से जोड़ा जा सकेगा।


3. सबसे बड़ा सुधार: Waste को “Raw Material” का दर्जा

यह शायद इस पूरे policy reform का सबसे महत्वपूर्ण विचार हो सकता है।

आज recycling को अक्सर waste-management activity समझा जाता है।

हमें इसे बदलना चाहिए:

Recycled Material = Secondary Raw Material

जब कोई material:

  • specified quality standard पूरा करता है,
  • contamination threshold में है,
  • certified processor से आया है,

तो उसे industry के लिए secondary raw material के रूप में मान्यता मिलनी चाहिए।

इससे क्या बदलेगा?

Recycler केवल “waste processor” नहीं रहेगा।

वह:

India's Secondary Raw Material Industry

का हिस्सा बनेगा।


4. “India Material Recovery Mission 2047”

एक dedicated national mission प्रस्तावित किया जा सकता है:

IMRM 2047 — India Material Recovery Mission

इसके पांच strategic pillars:

① MATERIAL IDENTIFICATION

भारत में प्रमुख material flows की mapping।

② SOURCE SEGREGATION

Material को contamination से बचाना।

③ RESOURCE RECOVERY

Advanced sorting और recycling।

④ SECONDARY RAW MATERIAL MARKETS

Recovered materials के लिए assured demand।

⑤ CIRCULAR MANUFACTURING

Recovered material को फिर Indian industry में वापस लाना।


5. केवल “Swachh Bharat” नहीं — “Sampann Bharat”

यहाँ इस chapter का strategic narrative बदलता है।

Swachh Bharat

कचरा सड़क पर नहीं।

लेकिन:

Sampann Bharat

कचरा economy से बाहर नहीं।



6. एक नई राष्ट्रीय व्यवस्था: “Material Passport”

हर बड़े industrial product के लिए:

Digital Material Passport

का framework विकसित किया जा सकता है।

Product में कौन-सा:

  • steel
  • aluminium
  • copper
  • plastic
  • battery material
  • electronic component

है, इसकी digital जानकारी उपलब्ध हो।

Product की life समाप्त होने पर:

Material Passport → Recovery → Recycling → Secondary Raw Material

हो सके।

परिणाम:

भारत केवल products नहीं बनाएगा।

भारत materials को economy में circulate करेगा।


7. “Landfill Tax” से आगे — “Resource Recovery Incentive”

केवल landfill पर penalty लगाना पर्याप्त नहीं है।

हमें positive economics बनानी होगी।

सरकार का नया principle:

The more you recover, the more you earn.

उदाहरण:

यदि कोई ULB:

  • landfill diversion बढ़ाता है,
  • recycling बढ़ाता है,
  • organic recovery बढ़ाता है,

तो उसे:

Performance-linked Circular Economy Grant

मिल सकती है।

इससे municipalities को “waste collection” नहीं बल्कि resource recovery के लिए incentive मिलेगा।


8. Municipalities को “Waste Utility” बनाना

नगर निगम को केवल:

Road + Drainage + Garbage Collection

agency की तरह देखने के बजाय:

Urban Resource Management Utility

के रूप में विकसित किया जा सकता है।

उसकी revenue streams:

EPR payments

Recyclable material

Biogas/Bio-CNG

हो सकती हैं।

इससे एक बड़ा बदलाव आएगा:

10. “Waste Miles” कम करना

Circular economy का अर्थ केवल recycling नहीं है।

अगर waste को हजारों kilometres transport करके recycle किया जाए, तो economics कमजोर हो सकती है।

इसलिए प्रत्येक district के लिए:

फिर सरकार identify कर सकती है:

11. भारत का नया औद्योगिक अवसर: “Circular Manufacturing”

यह सबसे महत्वपूर्ण economic link है।

मान लीजिए India के पास:

Recycled Aluminium

उपलब्ध है।

यदि उसे केवल export कर दिया गया, तो value creation सीमित रह सकती है।

लेकिन:

Recycled Aluminium → Components → Machinery → Finished Products → Export

तो भारत को कई stages पर value addition मिलता है।

इसलिए नीति:

“Recycle in India”

से आगे बढ़कर:

“Recycle + Manufacture in India”

होनी चाहिए।


12. FDI को केवल Waste Plants तक सीमित न रखें

भारत को global investors को यह संदेश देना चाहिए:

India is not only a market for waste-treatment technology; India can become the world's large-scale circular manufacturing hub.

FDI opportunities:

13. Critical Minerals: Waste Policy का Geopolitical Dimension

यह वह dimension है जो सामान्य waste-management articles में अक्सर गायब रहता है।

भारत energy transition, EVs, electronics, renewable energy और defence manufacturing बढ़ा रहा है।

सबसे महंगा waste वह है जिसे बनने के बाद manage करना पड़े।

को बढ़ावा देना चाहिए।

15. Government को सबसे बड़ा ग्राहक बनाइए

Government procurement को circular economy का engine बनाया जा सकता है।

यदि public procurement में धीरे-धीरे:

standards आएं—

तो recycled-material industry को guaranteed market मिलेगा।

43. स्मार्ट शहर – Smart Cities 2047

भारत विज़न 2047 – 100 राष्ट्रीय नीति सुधार (Policy Reforms)

“स्मार्ट शहर केवल स्मार्ट तकनीक नहीं—स्मार्ट शासन, मजबूत बुनियादी ढाँचा, सुरक्षित नागरिक और प्रतिस्पर्धी अर्थव्यवस्था का मॉडल है।”

भारत का अगला शहरी परिवर्तन केवल कुछ चुनिंदा शहरों को “Smart City” बनाने तक सीमित नहीं होना चाहिए। लक्ष्य होना चाहिए—हर भारतीय शहर को 2047 तक डिजिटल, हरित, सुरक्षित, समावेशी, जलवायु-लचीला और निवेश-अनुकूल बनाना।

भारत की मौजूदा Smart Cities Mission 31 मार्च 2025 को औपचारिक रूप से समाप्त हुई, लेकिन अगस्त 2026 में सरकार द्वारा संसद में दी गई जानकारी के अनुसार 31 मार्च 2026 तक 8,064 परियोजनाओं में से 7,790 परियोजनाएँ यानी 97% पूरी हो चुकी थीं; 100 Integrated Command and Control Centres (ICCCs) स्थापित किए गए थे।

इसलिए अब आवश्यकता “Smart Cities Mission 2.0” की नहीं, बल्कि उससे आगे बढ़कर National Smart Urban India Mission – 2047 जैसी परिणाम-आधारित राष्ट्रीय शहरी नीति की है।


1. वर्तमान स्थिति

भारत तेजी से शहरीकरण की ओर बढ़ रहा है। World Bank के अनुसार 2036 तक भारत के शहरों में लगभग 600 मिलियन लोग, यानी करीब 40% आबादी, रह सकती है।

World Bank के 2025 के विश्लेषण के अनुसार भारत के शहर वर्तमान में लगभग 63% GDP का योगदान करते हैं और यह हिस्सा 2036 तक लगभग 75% तक पहुँच सकता है।

दूसरी ओर, 2036 तक शहरी infrastructure की आवश्यकता लगभग US$840 billion आंकी गई है।

और 2050 तक resilient तथा low-carbon urban infrastructure और services के लिए World Bank ने US$2.4 trillion से अधिक निवेश की आवश्यकता बताई है।

Smart Cities Mission की उपलब्धियाँ

31 मार्च 2026 तक:

  • 8,064 परियोजनाएँ
  • कुल परियोजना मूल्य लगभग ₹1.65 लाख करोड़
  • 7,790 परियोजनाएँ पूरी
  • लगभग 97% completion
  • 100 ICCCs
  • 83,000+ CCTV कैमरे
  • 17,000+ km water-supply network SCADA monitoring
  • 1,700+ km smart/accessibility-oriented roads
  • 1,300+ public-space projects
  • 484 heritage sites का conservation
  • 194 PPP projects, लगभग ₹9,190 करोड़ के completed projects

सरकारी मूल्यांकन के अनुसार ICCCs का उपयोग crime monitoring, citizen safety, transport, waste, water और disaster management जैसे कार्यों में किया जा रहा है।

लेकिन मूल चुनौती अभी भी बड़ी है

Smart City का अर्थ केवल:

CCTV + Wi-Fi + App + Command Centre = Smart City

नहीं होना चाहिए।

सच्चा Smart City होगा:

Smart Infrastructure + Smart Mobility + Smart Water + Smart Energy + Smart Waste + Smart Governance + Smart Economy + Smart Safety + Smart Citizen

2.1 शहरों की fragmented governance

एक ही शहर में:

  • नगर निगम
  • विकास प्राधिकरण
  • जल बोर्ड
  • बिजली वितरण कंपनी

3. अंतरराष्ट्रीय सर्वोत्तम उदाहरण — Benchmarking

OECD के अनुसार smart-city technology का उद्देश्य केवल digitalisation नहीं बल्कि well-being, inclusion, sustainability और resilience में सुधार होना चाहिए।

OECD यह भी रेखांकित करता है कि smart cities real-time data का उपयोग करके public services को अधिक efficient और effective बना सकते हैं।

भारत विज़न 2047 – 100 राष्ट्रीय नीति सुधार (Policy Reforms)

“मजबूत गाँव → मजबूत ग्रामीण अर्थव्यवस्था → मजबूत भारत”

ग्रामीण अवसंरचना को केवल सड़क, बिजली और पानी उपलब्ध कराने की योजना के रूप में नहीं देखा जाना चाहिए। Vision 2047 में गाँवों को उत्पादन, डिजिटल सेवाओं, कृषि-प्रसंस्करण, पर्यटन, MSME, लॉजिस्टिक्स और रोजगार के पूर्ण आर्थिक केंद्रों में बदलना आवश्यक है।

भारत ने ग्रामीण सड़क, आवास, पेयजल, विद्युतीकरण और डिजिटल कनेक्टिविटी में उल्लेखनीय प्रगति की है। जून 2026 तक PMGSY के अंतर्गत 99.6% पात्र ग्रामीण बस्तियों को ऑल-वेदर सड़क संपर्क मिल चुका था और मई 2014 से अगस्त 2026 के बीच पूर्ण ग्रामीण सड़क लंबाई लगभग 3.86 लाख किमी से बढ़कर 4.13 लाख किमी हुई।

भारत को Green Energy चाहिए, Green Battery Waste नहीं।, Renewable Energy में Mandatory Battery Storage की समीक्षा, सूर्य और हवा मुफ्त हैं, लेकिन हर Renewable Unit को Battery से जोड़ना मुफ्त या पर्यावरण-मुक्त नहीं है।Green Energy का लक्ष्य केवल Carbon कम करना नहीं—पूरे Life Cycle में पर्यावरण बचाना भी है, Battery Mandate की जगह Performance Mandate, renewable sector में लगभग ₹30.5 लाख करोड़ investment की संभावना, renewable manufacturing, installation और services value chain में 1.7 million job opportunities, US$17.88 billion FDI,

भारत को Energy Storage की जरूरत से इनकार नहीं करना चाहिए, लेकिन “Battery = Green Energy” मानकर हर नए Renewable Project में Battery को अनिवार्य करना भी सही दीर्घकालीन नीति नहीं है। 

बेहतर मॉडल है Technology-Neutral Energy Storage + Life-Cycle Environmental Cost + Recycling Responsibility।

4 सितंबर 2026 की रिपोर्ट के अनुसार यह अभी draft proposal है। प्रस्तावित नियम मुख्यतः 1 जुलाई 2027 के बाद commissioned होने वाले नए government solar और onshore wind projects पर लागू होंगे—हर निजी renewable project पर नहीं। प्रस्ताव में कम-से-कम 10% project capacity के बराबर 2-hour storage और जुलाई 2029 से 4-hour duration का प्रावधान बताया गया है।

“Green Energy का लक्ष्य केवल Carbon कम करना नहीं—पूरे Life Cycle में पर्यावरण बचाना भी है”

प्रस्तावित वैकल्पिक मिशन:

National Green Energy Storage & Circularity Mission – NGESCM 2047

सूर्य और हवा मुफ्त हैं, लेकिन हर Renewable Unit को Battery से जोड़ना मुफ्त या पर्यावरण-मुक्त नहीं है।


1. वर्तमान स्थिति

भारत ने Renewable Energy में अत्यंत तेज विस्तार किया है। 31 जुलाई 2026 तक भारत की कुल Renewable Energy capacity लगभग 291.73 GW थी, जिसमें solar 164.59 GW और wind 58.14 GW शामिल थे।

भारत का लक्ष्य 2030 तक 500 GW non-fossil fuel capacity हासिल करना है और 2070 तक Net Zero का लक्ष्य रखा गया है।

लेकिन solar और wind की एक मूल समस्या है:

Solar/Wind generation → Variable → Grid balancing की आवश्यकता → Storage की आवश्यकता

इसी कारण सरकार ने पहले से Energy Storage Obligation और BESS/PSP को बढ़ावा देने की नीतियाँ शुरू की हैं। CEA के अनुसार 2026-27 में लगभग 82.37 GWh और 2031-32 में 411.4 GWh storage requirement अनुमानित है। 2047 तक यह लगभग 2,380 GWh तक पहुँच सकती है।

नया प्रस्ताव

CEA के draft technical standards के अनुसार:

यह प्रस्ताव renewable power को जरूरत के समय उपलब्ध कराने और grid stability बढ़ाने के उद्देश्य से है।


2. नीति की आवश्यकता क्यों दिखाई दे रही है?

Mandatory storage के पीछे सरकार का तर्क पूरी तरह गलत नहीं है।

मुख्य समस्याएँ

1. Solar generation दिन में अधिक होती है

लेकिन electricity demand कई बार शाम और रात में अधिक होती है।

2. Renewable curtailment

Reuters के अनुसार अप्रैल–जून 2026 के दौरान भारत ने surplus solar power और transmission constraints के कारण लगभग 14% solar generation curtail की।

3. Grid stability

जैसे-जैसे inverter-based renewable generation बढ़ती है, frequency, voltage और system inertia management अधिक महत्वपूर्ण होते हैं।

4. Transmission bottlenecks

कई जगह समस्या generation की नहीं बल्कि generation को load centre तक पहुँचाने की होती है।

इसलिए storage को पूरी तरह reject करना सही नहीं होगा।


3. लेकिन Mandatory Battery Policy में क्या समस्या है?

यहीं भारत की policy approach को सुधारने की आवश्यकता है।

समस्या 1 – Storage और Battery एक ही चीज नहीं हैं

यह सबसे महत्वपूर्ण policy issue है।

भारत के पास कई storage technologies हैं:

भारत सरकार स्वयं Energy Storage को mechanical, thermal, electrochemical, electrical और chemical categories में देखती है।

इसलिए:

गलत दृष्टिकोण

Renewable → Mandatory Battery

बेहतर दृष्टिकोण

Renewable → Mandatory Firming/Storage Capability

अर्थात developer को outcome पूरा करना चाहिए, technology सरकार तय न करे।


4. Battery Waste: Green Energy की छिपी हुई चुनौती

Battery के environmental benefits और environmental costs दोनों हैं।

Battery manufacturing के लिए lithium, graphite, nickel, cobalt, manganese, copper आदि critical minerals की आवश्यकता हो सकती है।

IEA के अनुसार 2025 में global battery demand 35% से अधिक बढ़कर 1.5 TWh से ऊपर पहुँच गई और energy storage इस वृद्धि का प्रमुख driver बन रहा है। इससे critical minerals की मांग भी तेज हुई है।

इसलिए यदि भारत Renewable capacity को तेजी से बढ़ाते हुए हर project में battery अनिवार्य करता है, तो policy को निम्न प्रश्नों का उत्तर देना चाहिए:

  • Battery कहाँ से आएगी?
  • Critical minerals कहाँ से आएंगे?
  • Mining का environmental impact क्या होगा?
  • Battery कितने वर्षों तक चलेगी?
  • Degradation के बाद क्या होगा?
  • Second-life उपयोग होगा या नहीं?
  • Recycling कौन करेगा?
  • Recycling की वास्तविक recovery efficiency कितनी होगी?
  • Recycling का खर्च कौन देगा?

5. “Battery Waste” का मतलब केवल कचरा नहीं है

यहाँ एक महत्वपूर्ण correction आवश्यक है।

Battery का उपयोग अपने-आप Renewable Energy को “un-green” नहीं बनाता।

यदि battery:

Renewable electricity को store करती है → grid flexibility देती है → fossil-fuel peaker generation को कम करती है → और अंत में responsibly recycle होती है,

तो उसका net environmental benefit सकारात्मक हो सकता है।

IEA के अनुसार recycling से primary mining की आवश्यकता कम हो सकती है; recycled nickel, cobalt और lithium जैसे materials का greenhouse-gas footprint primary production की तुलना में औसतन काफी कम हो सकता है।

इसलिए असली समस्या है:

“Battery का उपयोग” नहीं, बल्कि “linear battery economy”।

अर्थात:

Mine → Manufacture → Use → Dump

को बदलकर:

Mine → Manufacture → Use → Reuse → Repurpose → Recycle → Recover → Remanufacture

6. भारत के लिए सबसे बड़ा खतरा: Battery Waste पहले, Recycling बाद में

भारत के पास Battery Waste Management Rules, 2022 पहले से हैं।

इन नियमों के तहत producers पर Extended Producer Responsibility (EPR) लागू है और waste batteries के recycling/refurbishment obligations निर्धारित हैं।

लेकिन बड़े पैमाने पर grid batteries आने के बाद भारत को केवल EPR certificates पर निर्भर रहने के बजाय:

लागू करनी चाहिए।
