45. ऊर्जा दक्षता: भारत की ऊर्जा उत्पादकता से विकसित अर्थव्यवस्था की ओर

भारत विज़न 2047 – 100 राष्ट्रीय नीति सुधारों में नीति सुधार संख्या 45

नीति लक्ष्य: “कम ऊर्जा में अधिक उत्पादन, कम लागत में अधिक प्रतिस्पर्धा और कम उत्सर्जन में तेज आर्थिक विकास” को भारत की औद्योगिक, शहरी, परिवहन और घरेलू अर्थव्यवस्था का मूल सिद्धांत बनाना।

भारत के लिए ऊर्जा दक्षता केवल बिजली बचाने की नीति नहीं है। यह औद्योगिक प्रतिस्पर्धा, आयातित ऊर्जा पर निर्भरता, महंगाई, MSME लागत, रोजगार, FDI, निर्यात और GDP उत्पादकता से जुड़ा हुआ राष्ट्रीय आर्थिक सुधार है।

अंतरराष्ट्रीय ऊर्जा एजेंसी के अनुसार 2025 में भारत की ऊर्जा-तीव्रता में सुधार 4% से अधिक रहने का अनुमान था, जो 2019 के बाद के औसत से काफी बेहतर है। इसके बावजूद वैश्विक स्तर पर ऊर्जा दक्षता सुधार अभी COP28 के 2030 लक्ष्य के अनुरूप पर्याप्त तेज नहीं है।

भारत में ऊर्जा दक्षता नीति का प्रमुख संस्थागत केंद्र है और Energy Conservation Act, 2001 के तहत कार्य करता है।





1. वर्तमान स्थिति

भारत ने पिछले दो दशकों में ऊर्जा दक्षता के क्षेत्र में कई महत्वपूर्ण कार्यक्रम लागू किए हैं:

प्रमुख सरकारी पहल

1. Perform, Achieve and Trade – PAT

ऊर्जा-गहन उद्योगों में ऊर्जा खपत के लक्ष्य निर्धारित कर ऊर्जा बचत को बाजार-आधारित तंत्र से प्रोत्साहित किया गया है।

2024 तक PAT के अंतर्गत:

  • 1,333 औद्योगिक इकाइयाँ

रिपोर्ट किया गया था।

BEE के 2025 dashboard के अनुसार PAT coverage अब भी औद्योगिक ऊर्जा खपत के लगभग 55% को कवर करती है और 2025 के लिए 25.78 MTOE energy savings का dashboard figure उपलब्ध है।

2. Standards & Labelling Programme

BEE का Star Labelling Programme उपभोक्ताओं को appliances की lifetime energy consumption और लागत की तुलना करने में सहायता करता है। 2025 में:

  • 3,662 registered brands
  • लगभग 58 करोड़ star-labelled appliances
  • लगभग 89.8 billion units की reported energy savings

दर्ज की गईं।

3. UJALA

LED lighting के बड़े पैमाने पर adoption ने household electricity consumption को कम करने और efficient lighting market को विकसित करने में महत्वपूर्ण योगदान दिया।

4. Energy Conservation Building Code

वाणिज्यिक और बड़े भवनों में energy-efficient design, HVAC, lighting, envelope और equipment को बढ़ावा देने के लिए building-energy standards विकसित किए गए हैं।

5. Energy Conservation Amendment Act, 2022

ऊर्जा दक्षता को carbon-market और emerging low-carbon economy से जोड़ने की दिशा में legislative framework को मजबूत किया गया।

6. Carbon Credit Trading Scheme

ऊर्जा दक्षता और emissions reduction को एक market-based carbon mechanism से जोड़ने की दिशा में भारत आगे बढ़ रहा है। BEE की 2026 की गतिविधियों में CCTS compliance और offset methodologies से संबंधित कार्य भी शामिल हैं।

2.1 MSME sector में technology gap

भारत की बड़ी संख्या में MSMEs के पास efficient motors, compressors, boilers, furnaces, HVAC और energy-management systems में निवेश करने के लिए पर्याप्त capital नहीं है।

कई उद्योगों में energy efficiency को strategic investment के बजाय केवल compliance cost माना जाता है।

भारत की मौजूदा PAT और Standards & Labelling programmes ने एक मजबूत आधार तैयार किया है। 2025 के BEE data में PAT के अंतर्गत 1,333 energy-intensive units और Standards & Labelling में 89.8 billion units की reported savings दिखाई देती हैं।

भारत विज़न 2047 – 100 राष्ट्रीय नीति सुधार (Policy Reforms)

“स्मार्ट शहर केवल स्मार्ट तकनीक नहीं—स्मार्ट शासन, मजबूत बुनियादी ढाँचा, सुरक्षित नागरिक और प्रतिस्पर्धी अर्थव्यवस्था का मॉडल है।”

भारत का अगला शहरी परिवर्तन केवल कुछ चुनिंदा शहरों को “Smart City” बनाने तक सीमित नहीं होना चाहिए। लक्ष्य होना चाहिए—हर भारतीय शहर को 2047 तक डिजिटल, हरित, सुरक्षित, समावेशी, जलवायु-लचीला और निवेश-अनुकूल बनाना।

भारत की मौजूदा Smart Cities Mission 31 मार्च 2025 को औपचारिक रूप से समाप्त हुई, लेकिन अगस्त 2026 में सरकार द्वारा संसद में दी गई जानकारी के अनुसार 31 मार्च 2026 तक 8,064 परियोजनाओं में से 7,790 परियोजनाएँ यानी 97% पूरी हो चुकी थीं; 100 Integrated Command and Control Centres (ICCCs) स्थापित किए गए थे।

इसलिए अब आवश्यकता “Smart Cities Mission 2.0” की नहीं, बल्कि उससे आगे बढ़कर National Smart Urban India Mission – 2047 जैसी परिणाम-आधारित राष्ट्रीय शहरी नीति की है।


1. वर्तमान स्थिति

भारत तेजी से शहरीकरण की ओर बढ़ रहा है। World Bank के अनुसार 2036 तक भारत के शहरों में लगभग 600 मिलियन लोग, यानी करीब 40% आबादी, रह सकती है।

World Bank के 2025 के विश्लेषण के अनुसार भारत के शहर वर्तमान में लगभग 63% GDP का योगदान करते हैं और यह हिस्सा 2036 तक लगभग 75% तक पहुँच सकता है।

दूसरी ओर, 2036 तक शहरी infrastructure की आवश्यकता लगभग US$840 billion आंकी गई है।

और 2050 तक resilient तथा low-carbon urban infrastructure और services के लिए World Bank ने US$2.4 trillion से अधिक निवेश की आवश्यकता बताई है।

लेकिन मूल चुनौती अभी भी बड़ी है

Smart City का अर्थ केवल:

CCTV + Wi-Fi + App + Command Centre = Smart City

नहीं होना चाहिए।
