World Engineer recommendation: Every project should have a Detailed Project Report (DPR), baseline data, capital expenditure, operating expenditure, financing structure, implementation milestones and independent impact assessment.

11. Impact Assessment – How Will We Measure Success?

CETA's success should not be measured only by the total value of bilateral trade.

A transparent annual India–UK CETA Impact Dashboard should measure:

Impact indicator Measurement
Trade growth Annual goods and services trade
Export competitiveness Product-wise export growth
MSME participation Number of active MSME exporters
Manufacturing Domestic value addition
Technology Patents, licences and commercialised R&D

Status = Ongoing

और

2027 signing = Peru की वर्तमान अपेक्षा / reported target, confirmed implementation date नहीं।

US$4.35 billion

था।

  • 🇮🇳 India exports to Peru: US$1.086 billion
  • 🇵🇪 India imports from Peru: US$3.26 billion

Global Lessons

“India teaches Peru”

वास्तविक philosophy:

Learning with Each Other

है।

India Peru

1. Pacific market integration

2. Mining-linked export development

3. Mineral resource competitiveness

4. Port-led economic development

5. Agriculture export specialisation

6. PPP-based infrastructure pipeline

7. Latin American market access

21. What India Should Negotiate in the FTA

Priority 1 — Critical Minerals

  • copper
  • gold
  • zinc
  • strategic minerals
  • mining equipment
  • mineral processing

Priority 2 — Engineering

  • machinery
  • industrial equipment
  • pumps
  • valves
  • compressors
  • electrical equipment
  • construction equipment

Priority 3 — Automobiles

  • motorcycles
  • three-wheelers
  • EVs
  • buses
  • commercial vehicles
  • components

Priority 4 — Pharmaceuticals

  • generics
  • APIs
  • medical devices
  • diagnostics

Priority 5 — Services

  • IT
  • engineering
  • consulting
  • professional services
  • education
  • healthcare

Priority 6 — Digital Trade

  • e-commerce
  • electronic documentation
  • digital signatures
  • cybersecurity
  • cross-border data frameworks, subject to each country's laws

Priority 7 — Investment

Rules of Origin

Rules of Origin + Anti-circumvention + Digital Customs

23. Non-Tariff Barriers

  • standards recognition
  • testing laboratories
  • SPS
  • technical standards
  • certification
  • customs digitalisation
  • mutual recognition
  • logistics documentation
  • product registration

World Engineer Proposal

India–Peru Digital Trade Compliance Passport

  • certifications
  • product standards
  • customs documents
  • origin certificate
  • testing reports

का verified digital record हो।

[World Engineer Proposal — Concept]

24. Investment Model

India–Peru relationship को:

Export → Investment → Manufacturing → Local Jobs → Regional Export

Indian company Peru में:

Assembly + Service + Parts + Training + Local Supplier Development

Equipment + Maintenance + Software + Spare Parts + Training

  • mining equipment O&M
  • railway O&M
  • power plant O&M
  • renewable energy O&M
  • industrial automation
  • digital maintenance
  • predictive maintenance

26. Skills Partnership

Peru

Skilled workforce

India की strength

Large technical and engineering talent pool

Joint programme

India–Peru Skill Mobility & Technical Training Initiative

Possible sectors:

  • mining
  • welding
  • electrical
  • mechanical
  • railway
  • IT
  • healthcare
  • renewable energy
  • industrial automation

27. Social Value — FTA

Export

Jobs + Income + Skills + Affordable Products + Technology + Regional Development

  • direct jobs
  • indirect jobs
  • SME participation
  • women employment
  • skill development
  • technology transfer
  • regional development
  • productivity
  • consumer prices

28. Cost —

World Engineer approach

Project Cost Assessment
FTA implementation digitalisation Government budget assessment required
Trade promotion offices Annual operating cost
Mining technology projects Private investment dependent
Railway projects Project-specific DPR
Green energy Project-specific financing
Skill programmes Per-trainee cost
Digital corridor Technology + cybersecurity investment

29. Estimated Impact — 2030

⚠️ World Engineer Proposal — Illustrative Estimate

  • Government forecast
  • Official FTA target
  • Negotiated target

बल्कि World Engineer scenario estimate है।

Proposed KPIs

Trade

US$8–10 billion — Illustrative scenario

Investment

India और Peru में mutually beneficial investment projects की measurable pipeline।

Minerals

Critical-mineral supply agreements + processing projects।

Manufacturing

Automobile + engineering + pharmaceutical localisation।

Services

IT + engineering + professional services exports।

Infrastructure

Rail + logistics + renewable-energy projects।

Skills

Joint technical-training programmes।

Digital

Paperless cross-border trade processes।

31. 2047 Vision

India–Peru partnership को:

Long-Term Co-development Partnership

2047 Vision

India + Peru = Trade + Technology + Minerals + Manufacturing + Services + Green Energy + Skills + Innovation

32. 2047 — Possible Strategic Architecture

Peru

Resource & Pacific Gateway

↓

India

Technology & Manufacturing Gateway

↓

Latin America + Indo-Pacific

Global Value Chains

Co-development Partners

33. Biggest Risks

FTA automatically success

Risk 1 — Commodity dependence

Risk 2 — Price volatility

Risk 3 — Regulatory delays

Risk 4 — Informality

Risk 5 — Logistics cost

Long-distance India–Peru trade में freight economics महत्वपूर्ण रहेगा।

Risk 6 — Rules of Origin

Third-country transshipment

Risk 7 — Environmental & social concerns

Mining projects में:

Environment + Communities + Jobs + Revenue Sharing

34. Impact Assessment Framework

Baseline — 2024/25

  • Trade
  • Investment
  • Tariffs
  • Non-tariff barriers
  • Logistics cost
  • Services trade
  • Mineral imports
  • Manufacturing exports

↓

2030

  • Trade growth
  • Investment
  • Jobs
  • SME participation
  • Technology projects
  • Critical-mineral security

↓

2047

  • Integrated value chains
  • Joint manufacturing
  • Innovation ecosystem
  • Green economy

India–Peru FTA

38. Final Global Lesson

Peru

“Performing Together”

Build Together

Innovate Together

Invest Together

Manufacture Together

Learn Together

Grow Together

Drive Each Other’s Success

Clean Energy + Education & Skills + Agribusiness + Technology

2. 🇦🇺 10 Australia Models for India

Model 1 — Australian Water Management Model

Country → Australia

2021–22 में Australian water markets का estimated turnover A$4 billion से अधिक था।

Indian Problem

भारत में groundwater depletion, urban water losses, irrigation inefficiency और inter-state river-water management बड़े challenges हैं।

4. 🇦🇺🇮🇳 Australia + India: What Can We Build Together?

Australia Capability + India Scale

और

India Innovation + Australia Resources

10 Australia–India Joint Mega Opportunities

Critical Minerals Resources Processing + Manufacturing Battery/EV supply chain

6. Cost & Impact Assessment

वे World Engineer Proposal — Indicative Scenario Estimates हैं और detailed feasibility study, project finance modelling तथा independent impact assessment के बाद ही final किए जाने चाहिए।

Proposal Indicative public/private investment Potential measurable impact
National Water Efficiency ₹25k–50k crore / 10 yrs Water productivity improvement
Farm Productivity Mission ₹10k–20k crore Higher farm productivity
Critical Minerals Corridor ₹30k–75k crore Processing + manufacturing

Climate Resilience Project-specific Lower disaster losses

Important

Investment ≠ GDP impact.

Impact assessment

CAPEX → Productivity → Jobs → Private Investment → Exports → Tax Revenue → Social Benefit

7. Impact Assessment Framework

Level 1 — Economic

  • GDP contribution
  • exports
  • FDI
  • private investment
  • productivity

Level 2 — Employment

  • direct jobs
  • indirect jobs
  • skilled jobs
  • apprenticeships

Level 3 — Social

  • income
  • healthcare access
  • education
  • regional development

Level 4 — Environmental

  • water saved
  • emissions avoided
  • renewable energy generated

14. What India Should NOT Copy Blindly

Australia:

  • low population density
  • large land area
  • high-income economy
  • different federal structure

India:

  • very large population
  • high urbanisation pressure
  • different income levels
  • much higher population density

Copy the principle, redesign the implementation.

Water Rights + Farmer Protection + Groundwater Data + Environmental Safeguards

15. Win–Win Model

Australia gains

  • large Indian market
  • manufacturing partnerships
  • investment
  • skilled talent
  • clean-energy supply chains
  • technology commercialisation
  • diversified exports

India gains

  • critical minerals
  • advanced technology
  • research partnerships
  • water-management expertise
  • agricultural productivity
  • education quality
  • clean-energy technology
  • global market access

Resilient Supply Chains + Green Growth + Skilled Jobs + Innovation + Global Exports

Conclusion

Learn from Each Other

Build Together

Grow Together

Export Together
