FORMAL PUBLIC COMPLAINT & OPEN LETTER

GURUGRAM: MCG & GMDA ACCOUNTABILITY – GROUND-LEVEL FAILURE OF ROAD CLEANING, DUST CONTROL AND PUBLIC INFRASTRUCTURE

To:

  1. Commissioner, Municipal Corporation of Gurugram (MCG)
  2. CEO, Gurugram Metropolitan Development Authority (GMDA)
  3. National Green Tribunal (NGT)
  4. Central Pollution Control Board (CPCB)
  5. Commission for Air Quality Management (CAQM)
  6. State Vigilance & Anti-Corruption Bureau, Haryana

Date: 02 November 2026

Subject: Evidence-based complaint regarding roadside dust pollution, inadequate mechanical road sweeping, unpaved road shoulders, pedestrian infrastructure deficiencies and suspected irregularities in public cleaning and maintenance contracts in Sushant Lok III, Sector 57, Gurugram.

Respected Sir/Madam,

I am submitting this formal complaint with GPS-stamped photographic evidence documenting the actual ground conditions in Sushant Lok III, Sector 57, Gurugram.

The photographs were captured on 02 November 2026 between 5:23 PM and 5:25 PM.

These photographs raise serious questions about the effectiveness of MCG and GMDA's ground-level sanitation, road maintenance and dust-control arrangements.

1. Photographic evidence – Actual ground conditions

Location A: C26, Block C, Sushant Lok III, Sector 57, Gurugram

Date: 02 November 2026
Time: 05:25 PM
GPS: 28.420119° N, 77.076848° E

Observed conditions:

  • Significant visible roadside dust accumulation.
  • Wide unpaved road-edge/shoulder area.
  • Dust and loose material along the road kerb.
  • Debris and vegetation along the roadside.
  • Need for proper mechanical road sweeping and removal of accumulated material.

Location B: 3545B, Dharm Marg, Boom Plaza, Block C, Sushant Lok III, Sector 57, Gurugram

Date: 02 November 2026
Time: 05:23 PM
GPS: 28.422512° N, 77.075717° E

Observed conditions:

  • Visible roadside dust and litter accumulation.
  • Unpaved and uneven road-edge area.
  • Footpath condition and pedestrian accessibility concerns.
  • Roadside parking and obstruction of pedestrian space.

These are two separate GPS-recorded locations within Sector 57. The photographs demonstrate why physical inspections, rather than paper-based compliance reports, are necessary.

2. Major concerns requiring investigation

A. Roadside Dust and Air Pollution

Why is deposited roadside dust not being removed regularly?

Why is mechanical road sweeping not effectively covering road edges and shoulders?

Has MCG or GMDA conducted any scientific assessment of roadside dust as a source of PM10 and PM2.5?

B. Road Cleaning Contracts

Please disclose:

  • Names of cleaning contractors.
  • Tender amounts and contract periods.
  • Daily machine deployment records.
  • GPS-based machine tracking.
  • Road-wise cleaning schedules.
  • Actual quantity of dust and silt collected and transported.
  • Contractor payments and penalty records.

C. Ground-Level Work versus Paper Compliance

D. Pedestrian Safety and Road Infrastructure

Broken footpaths, unpaved shoulders and roadside obstructions require immediate inspection.

3. Specific demands for immediate action

  1. Conduct a joint MCG–GMDA inspection at both GPS-recorded locations.
  2. Arrange proper mechanical sweeping and removal of roadside dust.
  3. Remove accumulated silt and debris through an approved disposal process.
  4. Repair uneven footpath and road-edge sections.
  5. Inspect roadside parking and pedestrian obstructions.
  6. Conduct an independent audit of the cleaning contractor's performance.
  7. Verify contractor bills against actual machine deployment and completed work.
  8. Undertake scientific PM10 and PM2.5 monitoring at relevant roadside locations.
  9. Publish inspection photographs and corrective action reports.
  10. Refer evidence of suspected financial irregularities to the appropriate Vigilance Authority.

4. Accountability – Government employees and contractors

If investigation establishes deliberate negligence, false certification, manipulation of records or corruption, appropriate departmental, financial and criminal action should follow under applicable law.

Accountability must apply equally to citizens, contractors and public officials.

5. Time-bound implementation

Timeline Expected action
7 days Acknowledge complaint and assign responsible officers
15 days Joint physical inspection and photographic report
30 days Road cleaning, dust removal and footpath corrective action
45 days Contractor and payment verification
60 days Vigilance findings, where investigation is warranted
90 days Publicly accessible corrective action and monitoring report

6. Policy reform – From paper governance to measurable governance

We expect a corruption-free, data-driven, AI-based and citizen-centric governance system.

Every road cleaning contract should have:

  • GPS-enabled monitoring.
  • Geo-tagged before-and-after photographs.
  • Independent quality verification.
  • Public performance dashboards.
  • Payment linked to verified work.
  • Penalties for repeated non-performance.

7. Final appeal

We do not need another assurance or paper-based compliance report. We need visible, measurable and independently verified results.

MCG AND GMDA

I request all concerned authorities to register this complaint, conduct a time-bound investigation and provide an Action Taken Report.

Yours faithfully,

A Concerned Citizen
Gurugram, Haryana
