खनिज सुरक्षा से टेक्नोलॉजी आत्मनिर्भरता तक

“जिस देश के पास Critical Minerals की सुरक्षित supply chain नहीं है, उसकी Energy Security, EV Industry, Semiconductor Manufacturing, Defence Technology और Green Manufacturing भी पूरी तरह सुरक्षित नहीं हो सकती।”

भारत का Critical Mineral Mission इसलिए केवल खनिज निकालने का कार्यक्रम नहीं होना चाहिए। इसका लक्ष्य होना चाहिए:

Explore → Mine → Process → Refine → Manufacture → Recycle → Reuse → Globalise

अर्थात भारत को केवल ore supplier नहीं, बल्कि critical-mineral value-chain powerhouse बनाना होगा।


1. क्यों Critical Minerals भारत के लिए रणनीतिक मुद्दा हैं?

Lithium, cobalt, nickel, graphite, rare earth elements, copper, gallium, germanium, tungsten, tantalum, titanium, vanadium आदि आधुनिक अर्थव्यवस्था की आधारभूत सामग्रियाँ बन चुके हैं।

इनका उपयोग होता है:

भारत ने 2023 में 30 Critical Minerals की सूची जारी की थी। इनमें Lithium, Cobalt, Copper, Graphite, Nickel, Rare Earth Elements, Gallium, Germanium, Tungsten, Titanium, Vanadium आदि शामिल हैं।

वैश्विक जोखिम

Critical-mineral supply chain अत्यधिक concentrated है। OECD के अनुसार दुनिया के शीर्ष तीन उत्पादक देशों का हिस्सा cobalt में 89%, lithium में 74%, nickel में 74%, graphite में 88% और rare earth elements में लगभग 90% तक है।

2026 के OECD विश्लेषण के अनुसार 2022–24 के दौरान cobalt और manganese के लगभग 70% global exports कम-से-कम एक export restriction से प्रभावित थे।

अर्थात Critical Minerals अब commodity नहीं—economic security asset हैं।



2. वर्तमान स्थिति

भारत ने महत्वपूर्ण शुरुआत कर दी है

भारत सरकार ने:

① 30 Critical Minerals की पहचान

2023 में 30 critical minerals की सूची जारी की गई।

② MMDR Amendment

24 critical/strategic minerals को MMDR Act की Schedule-I Part-D में शामिल किया गया तथा इनके mining blocks की केंद्रीय नीलामी की व्यवस्था की गई।

③ National Critical Mineral Mission – NCMM

29 जनवरी 2025 को Union Cabinet ने National Critical Mineral Mission को मंजूरी दी।

सरकारी व्यय: ₹16,300 करोड़
PSUs एवं अन्य stakeholders से अपेक्षित निवेश: ₹18,000 करोड़
कुल संभावित financial mobilisation: ₹34,300 करोड़
अवधि: FY 2024-25 से FY 2030-31.

Mission में exploration, mining, beneficiation, processing और end-of-life products से recovery तक पूरी value chain को शामिल किया गया है।

④ 1,200 exploration projects

GSI को 2024-25 से 2030-31 के बीच 1,200 exploration projects करने का लक्ष्य दिया गया है।

⑤ Auction में तेजी

जून 2026 तक Ministry of Mines के अनुसार 56 critical and strategic mineral blocks तथा 11 Exploration Licence blocks successfully auction हो चुके थे। 88 unique blocks में से 56 auction होने का अर्थ 63% से अधिक successful auction rate है।

⑥ Recycling

Critical Mineral Recycling के लिए ₹1,500 करोड़ incentive scheme स्वीकृत की गई है, जिसका उद्देश्य battery waste, e-waste और industrial scrap से critical minerals की recovery capacity विकसित करना है।

अप्रैल 2026 तक इस scheme में 58 कंपनियाँ eligible पाई गई थीं।

⑦ Overseas mineral assets

Khanij Bidesh India Ltd. यानी KABIL के माध्यम से विदेशों में mineral assets हासिल करने का प्रयास किया जा रहा है। Argentina में पाँच lithium brine blocks के लिए exploration/development agreement तथा Australia में lithium और cobalt assets के लिए cooperation का उल्लेख सरकार ने किया है।


3. असली समस्या कहाँ है?

भारत की चुनौती केवल “खनिज कहाँ है?” नहीं है।

असल प्रश्न है:

क्या भारत exploration से लेकर commercially usable refined material और उससे बने high-value products तक पूरी supply chain अपने देश में बना सकता है?

4. प्रमुख चुनौतियाँ

4.1 Geological uncertainty

Critical minerals के deposits कई बार deep-seated, technically complex और economically uncertain होते हैं।

सुधार:
AI + satellite imaging + hyperspectral imaging + geophysics + seismic surveys + machine learning आधारित mineral targeting.


4.2 Exploration से production तक लंबा समय

एक mineral block की discovery का अर्थ यह नहीं कि अगले वर्ष commercial production शुरू हो जाएगा।

नीति आवश्यकता:
Exploration → auction → clearances → mine development → processing plant के लिए mission-mode project management.


4.3 Processing technology gap

Mining करने के बाद सबसे बड़ा strategic bottleneck processing और refining हो सकता है।

विशेषकर:

  • Rare earth separation
  • Lithium refining
  • Cobalt processing
  • Graphite purification
  • Gallium/Germanium extraction
  • Permanent magnet materials

इसलिए केवल “mining capacity” को KPI बनाना गलत होगा।


4.4 Import dependency

भारत यदि ore import करके केवल final product बनाएगा तो strategic dependency बनी रहेगी।

लक्ष्य होना चाहिए:

Import dependence → Domestic processing → Domestic manufacturing → Export


4.5 Environmental risk

Mining से:

  • water consumption
  • land degradation
  • tailings
  • chemical waste
  • biodiversity loss
  • community displacement

जैसी समस्याएँ हो सकती हैं।

UN भी चेतावनी देता है कि critical minerals की तेजी से बढ़ती मांग यदि कमजोर governance के साथ बढ़ती है तो environmental degradation, unsafe labour practices और inequality बढ़ सकती है।

इसलिए भारत को “Fast approvals” नहीं बल्कि “Fast + Responsible approvals” मॉडल अपनाना चाहिए।


5. अंतरराष्ट्रीय सर्वोत्तम उदाहरण

🇨🇳 चीन – Processing dominance

चीन ने केवल mining पर ध्यान नहीं दिया; उसने refining, processing और downstream manufacturing पर विशाल क्षमता विकसित की।

OECD के अनुसार China graphite और rare earth extraction में लगभग 70% तथा इन दोनों के processing में लगभग 100% के करीब हिस्सेदारी रखता है; cobalt, lithium और copper processing में भी उसकी बड़ी भूमिका है।

भारत के लिए सीख

Mine → Process → Material → Component → Product

पूरी value chain विकसित करनी होगी।


🇦🇺 Australia – Geological exploration + global partnerships

Australia ने mining capability को international investment और strategic partnerships के साथ जोड़ा।

भारत के लिए सीख

Private exploration + foreign capital + technology + transparent auctions.


🇨🇦 Canada – Responsible mining

Canada का मॉडल environmental standards, indigenous/community engagement और responsible sourcing पर जोर देता है।

भारत के लिए सीख

Social licence to operate को project KPI बनाया जाए।


🇺🇸 USA – Strategic supply-chain approach

USA critical minerals को केवल mining sector नहीं बल्कि national security, defence, manufacturing और energy policy के साथ जोड़ता है।

भारत के लिए सीख

Critical Mineral Policy को National Industrial Policy से जोड़ना होगा।


6. भारत के लिए प्रस्तावित नीति सुधार

POLICY REFORM 1

National Critical Mineral Security Act

NCMM को केवल scheme न रखते हुए 2047 तक चलने वाला legislative framework बनाया जाए।

इसमें:

  • Overseas asset strategy
  • Emergency supply mechanism

शामिल हों।

इसमें:

  • recycling capacity
  • company participation
  • project clearances

एक dashboard में उपलब्ध हों।

लक्ष्य

“One mineral – one digital supply-chain map.”

Fast-track Critical Mineral Corridor

Critical mineral projects के लिए:

Single Window + Time-bound Clearance + Common Infrastructure

मॉडल लागू किया जाए।

कम-से-कम 8–10 integrated Critical Mineral Processing Parks विकसित किए जाएँ।

सरकार ने NCMM के अंतर्गत processing parks के लिए ₹500 करोड़ का budget provision बताया है।

Policy upgrade

₹500 करोड़ को केवल शुरुआती catalytic funding मानकर PPP-led multi-billion-rupee downstream investment attract किया जाए।


POLICY REFORM 5

Rare Earth Mission 2047

Rare earths को अलग strategic mission बनाया जाए।

Focus:

Mining → Separation → Oxides → Metals → Alloys → Permanent Magnets → Motors → EVs → Export

यह EV और defence दोनों के लिए अत्यंत महत्वपूर्ण होगा।

IEA के अनुसार rare-earth refining में global concentration अभी भी बहुत अधिक है और 2040 तक भी top-three refining concentration लगभग 92% रहने का projection है।

India Urban Mining Mission

भारत में discarded:

  • laptops
  • EV batteries
  • solar panels
  • electronics
  • industrial equipment
  • magnets

को “Urban Mineral Deposits” माना जाए।

नया सिद्धांत

“आज का e-waste = कल का strategic mineral reserve.”

Critical Mineral EPR 2.0

Extended Producer Responsibility को केवल compliance नहीं बल्कि material recovery obligation बनाया जाए।

उदाहरण:

यदि कंपनी lithium-ion batteries बेचती है तो उसे:

  • mineral recovery

के measurable targets पूरे करने हों।


POLICY REFORM 8

National Critical Mineral Stockpile

Strategic minerals के लिए oil reserve जैसी अवधारणा विकसित की जाए।

उदाहरण

भारत को high-risk minerals के लिए:

6–12 महीने की strategic inventory

का phased लक्ष्य रखना चाहिए।

यह inventory सरकार + PSU + approved private entities के combination से बनाई जा सकती है।

Critical Mineral Price Stabilisation Mechanism

Mining companies और manufacturers दोनों commodity price volatility से प्रभावित होते हैं।

इसलिए:

  • long-term offtake agreements
  • price bands
  • strategic procurement
  • commodity hedging
  • government-backed guarantee

का उपयोग किया जाए।


POLICY REFORM 10

“Mine to Manufacturing” Production-Linked Incentive

केवल mineral extraction पर incentive देने के बजाय:

Mineral + Processing + Advanced Material + Component

पर linked incentive दिया जाए।

उदाहरण:

सरकारी NCMM में 1,200 exploration projects और 2030-31 तक mission implementation का स्पष्ट आधार पहले से मौजूद है।

  • permanent magnets
  • semiconductor-grade materials
  • recycling

Phase 3 — 2035–2040

“Scale & Export”

भारत:

  • Asia-Pacific critical mineral hub
  • processing hub
  • recycling hub
  • advanced material manufacturing hub

बनने की दिशा में बढ़े।


Phase 4 — 2040–2047

“Global Critical Mineral Powerhouse”

लक्ष्य:

भारत केवल mineral importer नहीं—global supplier, processor और technology owner बने।


8. अनुमानित लागत

यहाँ एक महत्वपूर्ण policy distinction जरूरी है।

₹16,300 करोड़ NCMM का official government outlay है; इसे 2047 तक की कुल national investment requirement नहीं माना जाना चाहिए। सरकार ने इसके अतिरिक्त PSUs/अन्य stakeholders से ₹18,000 करोड़ investment की अपेक्षा की है।

इसके ऊपर private investment, PSU investment, FDI, project finance और overseas partnerships से कई गुना पूंजी mobilise की जा सकती है।


9. GDP पर प्रभाव


Mining & quarrying का direct contribution 2023-24 में current prices पर लगभग ₹5.26 लाख करोड़ GVA, अर्थात कुल GVA का लगभग 1.97% था।

लेकिन Critical Minerals का आर्थिक प्रभाव केवल mining GVA से नहीं मापा जाना चाहिए।

India has a rich legacy of practices and knowledge touching different spheres of life and a scientific heritage traversing various Science & Technology (S&T) domains. The traditional knowledge of India is available in various forms such as classical texts, manuscripts and/or as oral communication that has been passed on over thousands of years. This valuable knowledge is often part of our daily practices as well. Some of the traditional practices are livelihood means of the concerned knowledge holders. Our traditional practices exist in synergy between human needs and nature, often balancing resources and requirements in a local context. However, with time, India’s Traditional Knowledge Systems are eroding rapidly, and the nation has also been witnessing erosion in people’s faith towards our traditional knowledge. A grave concern is the mindless attitude of some to mimic non-Indian cultures and disdain for our traditions. It’s important to recognize that traditional heritage is an integral part of any country’s development and progression. This calls for necessary attention and action from the concerned stakeholders in the country to build further on our scientific inheritance. Only a well-informed and balanced society can drive the advancement of the country.

Under the visionary leadership of our Hon’ble Prime Minister and President, CSIR Society, Shri Narendra Modi, the Council of Scientific and Industrial Research (CSIR) is spearheading the efforts to collaborate with the relevant partners from across the country and implement the national initiative SVASTIK (Scientifically Validated Societal Traditional Knowledge) for communicating India’s traditional knowledge to the society. CSIR-National Institute of Science Communication and Policy Research (CSIR-NIScPR) is the nodal organization to implement this national initiative.

भारत विज़न 2047 – राष्ट्रीय नीति सुधार संख्या: Marine Propulsion आत्मनिर्भरता मिशन

मुख्य विचार:
भारत अब केवल युद्धपोत बनाने वाला देश नहीं, बल्कि युद्धपोतों के propulsion system—Gas Turbine, Diesel Engine, Gearbox, Shafting, Propeller, Controls, MRO और Lifecycle Support—का पूर्ण स्वदेशी ecosystem विकसित करने की दिशा में बढ़ सकता है।

भारतीय नौसेना के प्रमुख frontline warships में लंबे समय से विदेशी-origin gas-turbine आधारित main propulsion plants का उपयोग होता रहा है। भारत सरकार के Make in India Defence पोर्टल के अनुसार प्रमुख स्रोतों में यूक्रेन की Zorya Mashproekt और अमेरिका की GE जैसी विदेशी कंपनियाँ रही हैं। इसी पोर्टल पर नौसेना की 24–28 MW indigenous Marine Gas Turbine परियोजना को Make-I के अंतर्गत सूचीबद्ध किया गया है।

यह बदलाव केवल एक engine बनाने की परियोजना नहीं है। इसका लक्ष्य भारत को ऐसी क्षमता देना है जिसमें:

Design → Materials → Turbine Blades → Combustor → Compressor → Gearbox → Controls → Integration → Testing → Certification → MRO → Upgradation → Export

पूरी value chain भारत में विकसित हो।

भारत की नौसैनिक शक्ति में destroyers, frigates, corvettes, amphibious platforms और अन्य combat vessels की भूमिका लगातार बढ़ रही है। इन जहाजों की operational effectiveness में propulsion system सबसे महत्वपूर्ण engineering subsystems में से एक है।

भारत सरकार के आधिकारिक Make-I database के अनुसार:

  • प्रमुख frontline warships में विदेशी-origin gas turbines का उपयोग होता रहा है।
  • भारत ने DRDO-GTRE के माध्यम से Kaveri Marine Gas Turbine (KMGT) विकसित करने का प्रयास किया।

24–28 MW परियोजना

भारत सरकार के Make in India Defence portal पर 24–28 MW Marine Gas Turbine को Indian Navy की Make-I requirement के रूप में सूचीबद्ध किया गया है। इसका उद्देश्य foreign-origin propulsion dependence को कम करना और domestic development capability स्थापित करना है।

Marine Diesel Engine में भी बड़ा कदम

2 अप्रैल 2025 को Indian Navy और Kirloskar Oil Engines Limited के बीच 6 MW Medium-Speed Marine Diesel Engine के design और development के लिए ₹270 करोड़ की परियोजना स्वीकृत हुई।

इस परियोजना में:

  • Government funding: 70%
  • Indigenous content: 50% से अधिक
  • Development range: 3–10 MW
  • उपयोग: Indian Navy तथा Indian Coast Guard के main propulsion एवं power generation systems

शामिल हैं।

इसका अर्थ है कि भारत केवल gas turbine पर नहीं, बल्कि multi-technology propulsion ecosystem पर काम कर रहा है।
