भारत की बिजली व्यवस्था में Smart Prepaid Meter केवल meter बदलने की तकनीकी परियोजना नहीं होनी चाहिए। इसे बिजली वितरण में दक्षता, DISCOM वित्तीय सुधार, उपभोक्ता अधिकार, पारदर्शी taxation, renewable-energy integration और Ease of Doing Business से जोड़कर एक व्यापक राष्ट्रीय सुधार बनाया जाना चाहिए।
भारत सरकार ने distribution reforms के लिए Revamped Distribution Sector Scheme (RDSS) लागू की है। मार्च 2026 के सरकारी अपडेट के अनुसार लगभग 20.33 करोड़ smart meters की परियोजनाएँ sanctioned हैं और लगभग 6.13 करोड़ smart meters विभिन्न योजनाओं के तहत लगाए जा चुके थे। RDSS में लगभग ₹1.31 लाख करोड़ smart metering और लगभग ₹1.53 लाख करोड़ loss-reduction infrastructure के works sanctioned बताए गए हैं।
नीति का मूल सिद्धांत: Smart Meter का लाभ केवल DISCOM की collection efficiency बढ़ाने तक सीमित नहीं होना चाहिए; genuine consumer को भी कम leakage, transparent billing, उचित charges और बेहतर बिजली सेवा का स्पष्ट लाभ मिलना चाहिए।
1. वर्तमान स्थिति
भारत ने electricity access और distribution efficiency में काफी प्रगति की है। लेकिन electricity distribution अभी भी भारत की economic competitiveness के लिए महत्वपूर्ण bottleneck है।
World Bank के अनुसार transmission और distribution भारत के power sector की कमजोर कड़ियों में हैं; modern metering, billing, collection और digital distribution systems reliability तथा utility financial health सुधारने में महत्वपूर्ण हैं।
OECD की 2026 India assessment भी बताती है कि electricity infrastructure में persistent bottlenecks और power outages business operations को प्रभावित करते हैं तथा infrastructure investment और बेहतर PPP frameworks की आवश्यकता है।

Maximum 5% GST / Electricity Tax का framework विकसित किया जाए।और इसके साथ:
सभी overlapping electricity taxes/cess/levies को rationalise किया जाए।
लेकिन यहां एक महत्वपूर्ण आर्थिक सिद्धांत होगा:
5% GST लगाने के नाम पर consumer का कुल tax burden नहीं बढ़ना चाहिए। अर्थात: 5% GST के साथ:
