1. India–Sri Lanka FTA: वर्तमान स्थिति क्या है?

ISFTA और ETCA को अलग-अलग समझना जरूरी है

India–Sri Lanka Free Trade Agreement — ISFTA

भारत और श्रीलंका ने 28 December 1998 को India–Sri Lanka Free Trade Agreement पर हस्ताक्षर किए और यह 1 March 2000 से लागू हुआ।

WTO इसे स्पष्ट रूप से:

India–Sri Lanka — Goods Free Trade Agreement

के रूप में दर्ज करता है। इसका implementation period 2008 तक पूरा हुआ।

अगला चरण — ETCA

Economic and Technology Cooperation Agreement — ETCA

का उद्देश्य existing economic relationship को goods से आगे बढ़ाकर goods + services + economic and technology cooperation की दिशा में ले जाना है।

भारत सरकार के अनुसार ETCA negotiations का 14th round July 2024 में हुआ था। लगभग सभी chapters पर substantial progress हुई थी; garments से संबंधित कुछ goods issues बाकी थे।

और 2026 की भारत सरकार की FTA list में India–Sri Lanka ETCA (Upgrade) अभी भी negotiations के अंतर्गत दर्ज है।

2. India–Sri Lanka Trade: अभी कहाँ खड़े हैं?

भारत सरकार के अनुसार FY 2025–26 में दोनों देशों का merchandise trade लगभग:

US$7.18 billion

रहा।

भारत से Sri Lanka में प्रमुख economic engagement energy, hospitality, infrastructure, F&B, textiles आदि sectors में है। भारत से Sri Lanka में cumulative FDI लगभग US$2.94 billion till 2025 reported है।

एक महत्वपूर्ण समस्या

Trade बढ़ा है, लेकिन bilateral trade में imbalance अभी भी बड़ा है।

2025 के merchandise data में Sri Lanka का India के साथ trade deficit लगभग US$3.34 billion था।



3. ISFTA से क्या सीख मिली?

Official bilateral trade series में 1999 में total merchandise trade लगभग US$560 million था।

2025 में यह लगभग US$5.42 billion तक पहुंचा।

इससे एक useful lesson मिलता है:

FTA market access दे सकता है।

लेकिन sustainable economic integration के लिए केवल tariff reduction पर्याप्त नहीं है।

यह दिखाता है कि bilateral economic integration केवल FTA tariff schedules से नहीं बनती।

23. Conclusion

India–Sri Lanka relationship का अगला chapter केवल FTA utilisation नहीं होना चाहिए।

ISFTA ने goods trade का foundation बनाया।

ETCA, यदि दोनों देशों के बीच mutually agreed रूप में आगे बढ़ता है, तो economic relationship को goods + services + technology + investment की दिशा में विस्तारित कर सकता है। भारत सरकार के अनुसार ETCA negotiations में 14 rounds हो चुके थे और July 2024 तक लगभग सभी chapters पर substantial progress reported थी। 2026 की official Indian FTA list में इसे अभी भी ETCA (Upgrade) under negotiation के रूप में रखा गया है।

लेकिन agreement अपने आप economic value create नहीं करता।

Ministry of Health proposes operationalizing of 100 Food Streets across the country to promote hygienic and safe food practices

Financial assistance of Rs. 1 crore per Food Street to states/UTs

In a significant and innovative move, Union Health Ministry in collaboration with Ministry of Housing & Urban Affairs has requested states/UTs to develop 100 food streets in 100 districts across the country. This initiative is being taken up as a pilot project to create an example for other such streets to come up across the country for ensuring hygienic and safe food practices. The aim of this project is to encourage safe and healthy food practices among food businesses and community members, thus, reducing foodborne illnesses and improving the overall health outcomes.

In a letter to states, Shri Rajesh Bhushan, Union Health Secretary and Shri Manoj Joshi, Ministry of Housing & Urban Affairs Secretary have highlighted that “Easy access to safe and hygienic food is vital for the good health of citizens. Safe food practices not only promote “eat right campaign” and food safety, but will improve hygiene credibility of local food businesses, boost local employment, tourism and in turn, economy. It also leads to a cleaner and greener environment.”

Street foods have traditionally been an integral part of Indian society and are present all across the Country. They represent the rich local tradition of cuisine. Street foods not only provide daily diet at affordable prices to millions but also provide direct employment to a large number of people and also support the tourism industry. Food Safety and Hygiene at street food outlets & hubs remain a matter of concern. With rapid urbanization, while these hubs have led to easy access to food, this has also aggravated the issue of food contamination & associated health issues due to unhygienic and unsafe food practices.

This unique initiative will be implemented through National Health Mission (NHM) in convergence with Ministry of Housing and Urban Affairs & with technical support from FSSAI. The financial assistance for the initiative to States/UTs in the form of Rs.1 crore per food street/districts will be given to fill up critical gaps. 100 such food streets will be opened up in 100 districts across the country (List given below). This assistance will be provided under National Health Mission (NHM) in the ratio of 60:40 or 90: 10 with the condition that standard branding of these food streets will be done as per FSSAI guidelines.

Municipal Corporations/Development Authorities/ District Collectors at the state level will take major initiatives to ensure convergence in terms of financial resources & physical infrastructure. Various other initiatives such as training of food handlers, independent third party audits, and certification of Eat Right Street Food Hubs 'SOP for Modernisation of Food Streets', have been taken to enhance food safety standards. Schemes like "Support to Urban Street Vendors (SUSV)", a component of Deendayal Antyodaya Yojana- National Urban Livelihoods Mission (DAYNULM), Ministry of Housing and Urban Affairs have also been taken up. In addition, States/UTs can also conduct training programmes for street vendors to orient them on aspects vis. food safety, maintenance of hygiene, and waste disposal.

The sector is predicted to grow at an average annual rate of 7.9% from 2013 to 2023 which would make India the third rank among countries with the fastest growing tourism industries over the next decade.

Taxi scams with taxi drivers convincing you to take other accommodation are very common, as are those where vendors give you less change than they should. India keeps being targeted by terrorists so there is a great risk of them trying to carry out an attack again. Anti-Western terrorist groups sometimes operate in India, including Islamist extremist groups.

Muggings and kidnappings aren't at all common in India.

The main threats to India when it comes to natural disasters are earthquakes, floods and severe storms that commonly hit this beautiful country causing great damage.

Pickpockets operate literally everywhere in India. Be careful not to get your pockets picked and bag snatching is another very common form of petty theft. Pickpockets are especially common in public transport.



TRANSPORT & TAXIS RISK : MEDIUM

Commissioner Bhaskar Khulbe said here Saturday.
The money already allotted to the West Bengal Tourism Department by the chief minister will be used to develop 11 projects that include resorts, hotels and tourism hubs, basically in rural parts of the state.
"West Bengal is emerging as one of the fastest developing states in the country. We also want to make it a hub of working opportunity for youths of the state, with the tourism sector as one source for employment for them," said Khulbe.
"To draw more and more tourists, both from abroad and the various states of India, the projects will be developed under the Public Private Partnership mode and collaboration will be sought from foreign firms," he said.
"Denmark has already shown its willingness to join hands with the West Bengal government to upgrade the state's tourism to a new level," Khulbe added.

Madhya Pradesh has won the best state tourism award for comprehensive development of tourism sector Women's helpline to cater to kids' complaints also: Director general of police (DGP) Nandan Dube on Tuesday said state women's helpline 1090 would also cater to complaints of children.




Currently, child helpline 1098 is being run by Childline in 21 districts. It is being monitored from Mumbai. All the superintendents of police (SPs) have been informed in this regard. Besides, being the nodal officer for the women helpline, crimes against women additional director general (ADG) would also be the nodal officer for minor-related complaints. These complaints would be dealt with sensitively and with top priority, said the DGP.
