The World is One Family
1. India–Sri Lanka FTA:
India–Sri Lanka Free Trade Agreement — ISFTA
India–Sri Lanka — Goods Free Trade Agreement
Economic and Technology Cooperation Agreement — ETCA
2. India–Sri Lanka Trade:
US$7.18 billion
| FY 2025–26 | Value |
|---|---|
| India → Sri Lanka exports | US$5.52 billion |
| Sri Lanka → India exports | US$1.66 billion |
| Bilateral merchandise trade | US$7.18 billion |
भारत से Sri Lanka में cumulative FDI लगभग US$2.94 billion till 2025 reported है।
2025 के merchandise data में Sri Lanka का India के साथ trade deficit लगभग US$3.34 billion था।
Official bilateral trade series में 1999 में total merchandise trade लगभग US$560 million था।
FTA market access
FTA + Logistics + Standards + Investment + Services + Skills + Digital Connectivity + Energy
4. Selective learning model
5. 10 Sri Lanka Models — India

Joint Model
India–Sri Lanka Blue Economy Innovation Network
MODEL 10 — Economic Resilience & Crisis Management
World Bank के अनुसार 2021–23 में cumulative GDP contraction 9.5% रही।
Lesson
Economic growth
Foreign-exchange resilience
- Debt sustainability
- Energy security
- Food security
- Export diversification
- Strong fiscal management
World Engineer Principle
Growth + Resilience = Sustainable Growth
6. Sri Lanka India
|---|---|
| Digital Public Infrastructure | Digital government |
| UPI ecosystem | Digital payments |
| Large-scale renewable deployment | Clean-energy transition |
| Pharmaceutical industry | Affordable healthcare |
| IT services | Digital exports |
| Space technology | Disaster & climate monitoring |
| Large manufacturing ecosystem | Industrial diversification |
| FinTech | Financial inclusion |
| Logistics infrastructure | Supply-chain efficiency |
| Skills ecosystem | Workforce development |
7. UPI — एक Practical India–Sri Lanka Example
भारत के Ministry of External Affairs के अनुसार PhonePe ने भी May 2024 में LankaPay partnership के साथ Sri Lanka में UPI payments launch किए।
Trade
- Tourism
- Digital payments
- Connectivity
- Investment
Multiplier?
- maritime connectivity
- air connectivity
- energy connectivity
- digital connectivity
- financial connectivity
- people-to-people connectivity
Nagapattinam–Kankesanthurai ferry service, Chennai–Jaffna air connectivity और power/energy connectivity discussions इसी broader architecture का हिस्सा हैं।
World Engineer Principle
Trade Agreement + Physical Connectivity + Digital Connectivity
= Higher probability of actual trade utilisation.
9. ETCA — अगला Economic Integration Layer
ISFTA
Mainly:
Goods + Tariff Preferences
↓
ETCA
Potentially:
Goods + Services + Technology + Economic Cooperation
↓
Future Partnership
Proposed:
Investment + Digital + Energy + Logistics + Tourism + Skills
10. India–Sri Lanka ETCA
1. Goods
Tariff + Rules of Origin
2. Services
IT + tourism + professional services
3. Investment
FDI + joint ventures
4. Technology
Digital + engineering + innovation
5. Standards
Testing + certification
6. MSMEs
Supplier development
7. Connectivity
Ports + shipping + digital trade
2025 में Sri Lanka ने India को लगभग US$1.04 billion export किया जबकि India से imports लगभग US$4.38 billion रहे।
World Engineer Proposal
"Export Capacity First"
Sri Lankan SMEs
- Indian market intelligence
- standards support
- testing facilities
- packaging
- logistics
- e-commerce
- buyer-seller platforms
- export finance
Objective
12. India–Sri Lanka Joint Value Chain
🇮🇳 INDIA
Technology + Capital + Scale + Manufacturing
↓
🇱🇰 SRI LANKA
Tourism + Maritime + Niche Manufacturing + Services
↓
🌏 GLOBAL MARKET
Europe + Middle East + Africa + ASEAN + Indian Ocean
↓
JOINT VALUE CREATION
13. 5 High-Priority Areas
Priority 1 — Tourism
India's market + Sri Lanka's destination strength
Priority 2 — Renewable Energy
India technology + Sri Lanka renewable potential
Priority 3 — Digital Services
India scale + Sri Lanka specialist talent
Priority 4 — Maritime Logistics
Sri Lanka location + Indian ports/market
Priority 5 — Food & Agri Value Addition
India scale + Sri Lankan export experience
14. Cost Framework
A. Low Cost
Policy coordination
Digital platforms
Standards harmonisation
Tourism packages
B2B platforms
B. Medium Cost
Training centres
Testing laboratories
Logistics digitisation
Tourism infrastructure
Industrial clusters
C. High Cost
Power transmission
Ports
Offshore wind
Energy infrastructure
Large industrial projects
World Engineer Rule
पहले low-cost institutional reforms → फिर medium-cost infrastructure → फिर capital-intensive projects।

| Digital payments | Growing ecosystem | UPI/DPI scale | Interoperable payments |
| Human capital | Strong historical indicators | Large talent pool | Skills mobility |
| Economic resilience | Post-crisis reforms | Large diversified economy | Fiscal/external resilience |
Global Lesson
Lesson A — What worked
Tourism + Apparel + Tea + Services + Export niches
Lesson B — What the crisis taught
Debt + foreign-exchange vulnerability + structural weaknesses
World Bank के अनुसार Sri Lanka ने crisis के बाद लगभग 8% of GDP के बराबर तीन वर्षों में fiscal adjustment किया।
High Growth + Fiscal Discipline + External Resilience + Human Capital

↓
India + Sri Lanka = Shared Economic Value
23. Conclusion
Value
FTA
- Services
- Investment
- Connectivity
- Digital
- Energy
- Tourism
- Skills
- MSMEs
इसलिए World Engineer का central question:
