114. TRANSPARENCY IN EDUCATION - PAN,GSTIN ,BAR code should be mandatory in all school fees receipts

“Mandatory” PAN/GSTIN/अन्य लागू कर-पहचान विवरण को कानून के अनुसार अनिवार्य 



1. वर्तमान स्थिति

भारत में स्कूल शिक्षा के क्षेत्र में फीस, प्रवेश, EWS आरक्षण, अभिभावक अधिकार और स्कूलों की जवाबदेही से संबंधित कई नियम पहले से मौजूद हैं, लेकिन इनका देशभर में एक समान डिजिटल और पारदर्शी implementation framework नहीं है।

  • स्कूल फीस: CBSE-affiliated schools के लिए शुल्क संबंधी नियम मौजूद हैं। CBSE के अनुसार स्कूलों को profit motive के बिना संचालित किया जाना चाहिए तथा capitation fee/donation के माध्यम से admission लेना प्रतिबंधित है।
  • EWS/Disadvantaged Students: RTE Act की Section 12(1)(c) के अंतर्गत संबंधित unaided और specified-category schools में Class 1 अथवा pre-primary स्तर पर कम-से-कम 25% सीटें weaker section/disadvantaged group के बच्चों के लिए निर्धारित हैं।
  • Admission transparency: RTE framework admission में non-discriminatory और transparent procedures पर जोर देता है तथा screening/interview जैसी प्रक्रियाओं को रोकने का प्रावधान करता है।
  • Private-school ecosystem बड़ा है: UDISE+ 2024-25 के अनुसार भारत में private unaided recognized schools में लगभग 9.59 करोड़ students enrolled थे, इसलिए private-school governance में transparency का प्रभाव बहुत व्यापक हो सकता है।
  • Tax benefit: पारंपरिक Children Education Allowance का प्रावधान लंबे समय तक केवल ₹100 प्रति माह प्रति बच्चे तक था। Income Tax Department की उपलब्ध जानकारी में यही सीमा दिखाई देती है।
    हालाँकि 2026 के tax-rule changes को देखते हुए इस हिस्से को blog में “वर्तमान नियमों की समीक्षा और आगे inflation-linked reform” के रूप में लिखना अधिक सही होगा, न कि सीधे यह कहना कि आज भी सीमा ₹100 ही है।

मुख्य समस्या

नियम होने के बावजूद parent को अक्सर अलग-अलग schools में:

Fee Structure → Payment Method → Receipt → Admission → Refund → Penalty → EWS Admission → Complaint

के लिए अलग-अलग procedures का सामना करना पड़ता है।




2. प्रमुख चुनौतियाँ

2.1 फीस में पूर्ण वित्तीय पारदर्शिता का अभाव

अभिभावक को यह स्पष्ट रूप से दिखाई देना चाहिए कि:

Tuition Fee + Annual Fee + Transport + Activity + Other Charges = Total Fee

और प्रत्येक charge का उद्देश्य स्पष्ट हो।

2.2 Cash एवं non-standard payment की संभावना

सभी school fees को traceable banking channel में लाने से:

Parent → Bank/Digital Payment → School Account → Digital Receipt

जैसी audit trail बनाई जा सकती है।

2.3 Standardised digital receipt का अभाव

एक राष्ट्रीय School Fee Receipt Standard बनाया जा सकता है जिसमें:

School ID + Student ID + Fee Head + Amount + Date + PAN/GSTIN (जहाँ लागू हो) + QR/Barcode + Transaction ID

हो।

2.4 EWS admission में information gap

RTE का 25% provision मौजूद है, लेकिन admission प्रक्रिया को अधिक centralised, auditable और location-based बनाया जा सकता है। “No poor child has applied” जैसे दावों को application data और neighbourhood-level demand से verify किया जा सकता है।

2.5 School rules में असमानता

एक school में late fee, withdrawal, absence, transport cancellation या अन्य penalties के नियम दूसरे school से काफी अलग हो सकते हैं।

2.6 Child safety और attendance monitoring

लगातार अनुपस्थिति के बाद parents को timely notification देने की व्यवस्था को national digital standard बनाया जा सकता है:

1 Day/3 Days Absence → SMS → Email → App Alert → Parent Confirmation

2.7 Parent grievance mechanism

Parents के लिए school → district → state स्तर पर स्पष्ट escalation mechanism और time-bound resolution आवश्यक है।


3. अंतरराष्ट्रीय सर्वोत्तम उदाहरण — Benchmarking

भारत को किसी एक देश की पूरी education system copy करने के बजाय best practices का combination अपनाना चाहिए।

🇬🇧 United Kingdom — Coordinated School Admissions

England में state-school admissions में local councils महत्वपूर्ण भूमिका निभाते हैं। Parents schools को preference order में चुन सकते हैं और coordinated process के माध्यम से school-place allocation किया जाता है।

भारत के लिए सीख:
शहर/जिले स्तर पर Common School Admission Portal बनाया जा सकता है।

Parent → Common Application → School Preferences → Eligibility → Transparent Allocation → Single Digital Offer


🇦🇺 Australia — School-level transparency

Australia में My School platform के माध्यम से schools के बारे में nationally consistent information उपलब्ध कराई जाती है, जिसमें funding, student characteristics, workforce और educational indicators शामिल हैं।

भारत के लिए सीख:
हर school का एक public School Transparency Dashboard हो:

🇦🇺 Australia — Electronic fee/payment accountability

Australian education/care systems में electronic fee collection और government reporting को transparency तथा compliance मजबूत करने के लिए इस्तेमाल किया जाता है। 2026 से कुछ childcare services में gap fees को electronic transfer/provider payment system के माध्यम से सीधे collect करने की requirement लागू हुई।

भारत के लिए सीख:
School fees के लिए:

Cashless + Bank-linked + Digital Receipt + QR/Barcode + Audit Trail

को national standard बनाया जा सकता है।


🇬🇧 UK — Admission accountability

England में parents और अन्य stakeholders school admission arrangements के खिलाफ objection कर सकते हैं और independent Schools Adjudicator के माध्यम से review mechanism उपलब्ध है।

भारत के लिए सीख:
School admission और fee-related disputes के लिए independent time-bound grievance mechanism बनाया जा सकता है।


4. भारत के लिए नीति सुधार

प्रस्तावित: National School Transparency & Accountability Framework — 2047

सुधार 1 — National Digital Fee Receipt

हर recognised school के लिए standardised digital receipt:

PAN / applicable tax ID + School ID + Student ID + Fee Head + Amount + QR/Barcode + Bank Transaction ID

Receipt automatically parent और government education portal दोनों के digital records में उपलब्ध हो।


सुधार 2 — Direct School Bank Account

सभी school fees को:

NEFT / RTGS / IMPS / UPI / Cheque / Approved Digital Payment

के माध्यम से school के registered bank account में जमा करने को प्राथमिकता दी जाए।

Cash transactions को न्यूनतम किया जाए और बड़े cash payments पर enhanced reporting/audit हो।


सुधार 3 — National School Fee Disclosure

प्रत्येक school को academic year शुरू होने से पहले अपना complete fee structure public portal पर upload करना हो:

Tuition | Annual | Transport | Activity | Examination | Uniform | Other Charges

बाद में किसी नई compulsory fee को बिना prescribed approval के लागू न किया जाए।


सुधार 4 — Common EWS Admission Portal

प्रत्येक शहर/जिले में:

One Child → One Application → Multiple School Preferences → Centralised Allocation

मॉडल अपनाया जा सकता है।

इससे RTE/EWS applications का वास्तविक data उपलब्ध होगा और unfilled seats की स्वतंत्र monitoring संभव होगी।

RTE Section 12(1)(c) के तहत लागू schools में 25% provision की compliance को dashboard पर दिखाया जा सकता है।


सुधार 5 — School Social Responsibility

आपके प्रस्ताव को “School Social Responsibility — SSR” के रूप में विकसित किया जा सकता है।

प्रस्तावित target:

5–10% of eligible surplus / defined social-impact expenditure

जैसे:

🎓 Scholarships
👧 Girl Child Education
🌳 Tree Plantation
👴 Senior Citizen Support
🍱 Nutrition Support
♿ Inclusive Education

इसे सीधे “income का 5–10%” कहने के बजाय eligible surplus/defined expenditure base से जोड़ना अधिक व्यावहारिक होगा।


सुधार 6 — Child Safety & Attendance Alert

यदि बच्चा लगातार 3 school days अनुपस्थित है:

School Attendance System → Parent SMS + Email + App Alert

यदि कोई disciplinary/admission cancellation action प्रस्तावित है:

Written Notice → First Warning → Second Warning → Grievance Opportunity → Final Action

इससे child safety और natural justice दोनों मजबूत होंगे।


सुधार 7 — National School Rules Charter

देशभर में minimum standardised rules:

  • Fee collection
  • Late fee
  • Refund
  • Withdrawal
  • Admission cancellation
  • Absence
  • Transport
  • Uniform
  • Books
  • Parent complaints
  • Student safety

के लिए National Model School Regulations बनाए जाएँ।


सुधार 8 — School Transparency Score

हर school को annual School Transparency Score — 100 दिया जा सकता है:

Vision 2047 का लक्ष्य

एक ऐसा भारतीय school system जहाँ—

हर फीस traceable हो → हर receipt verifiable हो → हर EWS seat accountable हो → हर school rule transparent हो → हर child सुरक्षित हो → हर parent empowered हो।

यह reform केवल school-fee regulation नहीं होगा; यह Education + Digital Governance + Financial Transparency + Child Safety + Social Equity को एक single national framework में जोड़ सकता है।

All Fees should be transferred directly in school account by NEFT or cheque. At the same time schools have to mention PAN Number / TIN Number in all receipts.

Every fees receipt should have Bar code / TIN Number / PAN Number

"No Poor child has applied"

A common admission counseling system shall be introduced (may be city wise) for all schools (like Vyapam in MP) EWS students can also be distributed according to their location etc. Fake statement of schools also gets caught that "no Poor children has applied". Schools cannot run away from their social responsibility to take 25 % seats of poor quota (EWS).

Social responsibility of School

Strict rule for school also required that they should have to spend 5-10% of their income in Social Responsibility (Free Books, Poor student Fees, Save the Senior citizen, Save the Girl child, Tree Plantation etc.).

Safety of our children & responsibility of school

Schools are harassing parents for undeclared and unauthentic rules and regulation. There should be some rules and responsibility of school if children not present consecutive 3 days then school should inform parents by email, SMS or call or written letter to ensure no miss happening with children. Before cancelling admission of children at least 2 warning massage should be sent by school. All rules and regulations should be as per national education system and as approved by HRD Ministry. Financial penalty clause on school should be brought in favor of parents. For everything school should not impose financial penalty. All fee structure definition should be defined nation wise and shall not change school to school.



TAX Benefit on Child Education

Currently tax benefit for child education is Rs. 200 only that is quite old and far away from current situation. People are paying Rs. 3000 to 6000 per month for child school fee. Government need to increase this tax benefit amount to at-least Rs. 3000 per month for child education to promote education level in India

 Sports Governance + Social Responsibility + Fund Accountability + Nation Building 

भारत में Companies Act, 2013 की धारा 135 के तहत पात्र कंपनियों के लिए CSR का सामान्य वैधानिक मानक औसत पिछले 3 वर्षों के शुद्ध लाभ का कम-से-कम 2% है। इसलिए ICC/BCCI के लिए  प्रस्तावित 10% revenue/funds लक्ष्य को वर्तमान कानूनी CSR obligation के रूप में नहीं, बल्कि एक नए Sports Social Responsibility (SSR) framework के नीति-प्रस्ताव के रूप में  देखना अधिक सही होगा।

Sports Bodies, Cricketers & Celebrities के लिए Social Responsibility Mission

“जिस खेल ने देश को इतना दिया, अब खेल भी समाज को कुछ लौटाए।”

क्रिकेट भारत में केवल एक खेल नहीं है। यह करोड़ों लोगों की भावनाओं, युवाओं के सपनों, रोजगार, मीडिया, विज्ञापन, पर्यटन और आर्थिक गतिविधियों से जुड़ा हुआ एक विशाल ecosystem बन चुका है।

International Cricket Council और Board of Control for Cricket in India जैसे बड़े sports institutions तथा लोकप्रिय cricketers और celebrities अपनी visibility और financial strength का एक हिस्सा यदि संगठित सामाजिक विकास में लगाएँ, तो इसका प्रभाव लाखों परिवारों तक पहुँच सकता है।

ICC स्वयं वार्षिक रिपोर्ट और consolidated financial statements प्रकाशित करता है तथा BCCI भी audited annual reports उपलब्ध कराता है।


1. वर्तमान स्थिति

भारत में Corporate Social Responsibility के लिए एक स्थापित कानूनी framework मौजूद है। Companies Act, 2013 की Section 135 और Schedule VII के माध्यम से eligible companies के लिए CSR spending और reporting का प्रावधान है।

लेकिन sports bodies, sporting celebrities और high-visibility sports ecosystem के लिए एक अलग, measurable “Sports Social Responsibility – SSR” framework विकसित किया जा सकता है।

आज आवश्यकता है कि:

Sports Success → Social Investment → Human Development → Nation Building

का एक स्पष्ट और measurable model बनाया जाए।


2. प्रस्तावित Sports Social Responsibility – SSR

मुख्य प्रस्ताव

बड़े sports bodies के लिए एक Sports Social Responsibility Fund (SSRF) बनाया जाए।

नीति के स्तर पर सुझाव:

10% Social Responsibility Allocation

Sports body द्वारा पिछले financial year में प्राप्त eligible funds/income के आधार पर 10% तक social responsibility allocation का लक्ष्य निर्धारित किया जाए।

यह राशि निम्न क्षेत्रों में लगाई जा सकती है:

  • शिक्षा
  • स्वास्थ्य
  • scholarships
  • school infrastructure
  • libraries
  • गरीब एवं जरूरतमंद परिवार
  • senior citizens
  • women empowerment
  • nutrition
  • rural development
  • skill development
  • sports infrastructure
  • disability support

महत्वपूर्ण बात

यह प्रतिशत वर्तमान CSR कानून का हिस्सा नहीं है। इसे एक प्रस्तावित Sports Social Responsibility (SSR) policy के रूप में लागू किया जा सकता है, जिसके लिए सरकार, sports bodies और stakeholders के बीच उचित कानूनी एवं regulatory framework बनाया जाए।


3. “70% Utilisation Rule” – Dead Fund नहीं, Development Fund

एक और महत्वपूर्ण सुधार:

कम-से-कम 70% allocated social-responsibility funds का उपयोग अगले financial year में अनिवार्य रूप से किया जाए।

यदि निर्धारित अवधि के बाद राशि बचती है, तो:

100% unutilised balance को निर्धारित social-development activities में लगाया जाए।

इसका उद्देश्य पैसा केवल account में पड़ा रहना नहीं, बल्कि ground-level social impact पैदा करना है।

हर रुपये का:

Allocation → Project → Beneficiary → Bank Transfer → Utilisation → Impact

track किया जा सके।


4. Sports Social Responsibility के 13 प्रमुख कार्यक्रम

1. 🏥 Weekly Specialist Medical Camps

प्रत्येक सप्ताह अलग-अलग क्षेत्रों में medical camps:

  • Eye specialist
  • ENT specialist
  • Orthopaedic specialist
  • General physician
  • Dental care
  • Women's health
  • Child health

विशेष रूप से ग्रामीण एवं economically weaker communities को प्राथमिकता दी जाए।

4. 🌱 Charitable Ayurvedic Clinics

भारतीय पारंपरिक चिकित्सा प्रणाली को community healthcare के साथ जोड़ते हुए charitable Ayurvedic clinics को support किया जा सकता है।


5. 👧 गरीब बेटियों के विवाह में सहायता

आर्थिक रूप से कमजोर परिवारों की बेटियों के विवाह के लिए:

₹50,000 तक सहायता

सीधे beneficiary के bank account में DBT/NEFT के माध्यम से।

इसमें:

जरूरतमंद school-going students के लिए:

₹500 प्रति माह

यह छोटी राशि लग सकती है, लेकिन किसी गरीब परिवार के लिए:

Books + Stationery + Transport + School essentials

में बड़ा सहयोग बन सकती है।


8. 🏆 Meritorious Student Scholarship

असाधारण प्रदर्शन करने वाले economically weaker students के लिए:

₹50,000 One-Time Merit Scholarship

विशेष रूप से:

  • Olympiad
  • Science
  • Mathematics
  • Sports
  • Academic excellence
  • Innovation

को प्रोत्साहित किया जा सकता है।


9. 🏫 “Adopt a Government School” Programme

हर बड़ा sports body अथवा celebrity कुछ सरकारी स्कूलों को adopt करे।

₹10 लाख तक प्रति school

इससे:

Schools, colleges और professional institutions में free libraries विकसित की जाएँ।

विशेष रूप से:

  • Medical

  • Law
  • Management

  • Competitive examinations

के लिए books उपलब्ध कराई जाएँ।

Digital + Physical Library Model

Library + E-books + Digital Learning + Internet Access

को एक साथ विकसित किया जा सकता है।


11. 👵 Senior Citizen Support Programme

जरूरतमंद senior citizens के लिए:

₹2,000 प्रति माह तक सहायता

सीधे bank account में transfer की जा सकती है।

इसके साथ:

  • medicines
  • health check-up
  • food support
  • companionship
  • emergency assistance

जैसी सेवाएँ भी जोड़ी जा सकती हैं।


12. 🍲 Daily Food & Clothing Support

भारत की community service traditions से सीख लेते हुए:

के अंतर्गत:

जैसे कार्यक्रम चलाए जा सकते हैं।

Sports celebrities केवल पैसा ही नहीं दें—

एक प्रसिद्ध cricketer का 30-second message लाखों युवाओं तक पहुँच सकता है।

इसलिए प्रत्येक major sports personality को साल में कम से कम:

  • 1 education campaign
  • 1 healthcare campaign
  • 1 school-support campaign
  • 1 volunteer activity

में भाग लेने के लिए प्रोत्साहित किया जा सकता है।


6. Social Responsibility को “Brand Campaign” नहीं, “Impact Campaign” बनाना होगा

सिर्फ फोटो खिंचवाने या social media post करने से social responsibility पूरी नहीं होगी।

हर project के लिए:

Target → Budget → Beneficiary → Timeline → Output → Outcome → Audit

निर्धारित होना चाहिए।

उदाहरण:

₹10 लाख Government School Project

केवल “₹10 लाख खर्च” नहीं दिखाए।

बल्कि बताए:

Social Responsibility Fund को अलग financial tracking mechanism से संचालित किया जाए।

के माध्यम से हो।

जहाँ संभव हो:

Cash transactions को न्यूनतम किया जाए।

इससे:

Mega Food Parks

The Ministry has announced selection of 17 new Mega Food Parks against the vacancies caused due to withdrawal or cancellation of the projects selected earlier. Out of these 17 (Seventeen) new Mega Food Parks, 7 (Seven) projects have been approved for State Government Agencies from 6 (Six) States and 10 (Ten) projects have been approved for private promoters. The financial assistance for setting up Mega Food Parks is provided @ 50% of eligible project cost in general areas and @ 75% of eligible project cost in NE Region and difficult areas (Hilly States and ITDP areas) subject to maximum of Rs. 50 crore per project. The total estimated proposed project cost of these 17 projects is Rs. 2333 crore out of which the Government grant is likely to be around Rs. 850 crore and promoters’ contribution as equity and loan is around Rs. 1483 crore.


Mega Food Parks aim at creating modern infrastructure for development of food processing sector which helps in reduction in wastage of perishables, value addition to the agricultural produce, providing better price to farmers and creation of employment opportunities especially in rural areas. Mega Food Parks function on a cluster based approach based on a hub and spokes model. Infrastructure is created for primary processing and storage near the farm in the form of Primary Processing Centres (PPCs) and Collection Centres (CCs) located in production areas. These PPCs and CCs act as aggregation and storage points to feed raw material to the processing units located in the Central Processing Centre (CPC). Common facilities and enabling infrastructure like modern warehousing, cold storage, IQF, sorting, grading, packaging, pulping, ripening chambers and tetra packaging units, roads, electricity, water, ETP facilities etc. are created at CPC for food processing units to be set up in the Park.



The Government has sanctioned setting up of 42 (Forty Two) Mega Food Parks for creation of modern infrastructure for food processing industries in the country. Out of these, 21 (Twenty One) Parks have been accorded Final Approval by the Ministry and are at various stages of implementation. Four Mega Food Parks at Haridwar (Uttarkhand), Chittoor (Andhra Pradesh), Fazilka (Punjab) and Tumkur (Karnataka) have become operational. The other projects, which have been accorded In-principle approval, are in the process of meeting the conditions of final approval as per the scheme guidelines.
