India–Sri Lanka

Economic and Technology Cooperation Agreement — ETCA  2026

India–Sri Lanka ETCA (Upgrade)-
Stage : Negotiation

Global Lessons from Sri Lanka | Sri Lanka Model

🇮🇳 India + 🇱🇰 Sri Lanka

Learning with Each Other • Working Together • Growing Together

The World is One Family

1. India–Sri Lanka FTA:

India–Sri Lanka Free Trade Agreement — ISFTA

India–Sri Lanka — Goods Free Trade Agreement

Economic and Technology Cooperation Agreement — ETCA

2. India–Sri Lanka Trade:

US$7.18 billion

FY 2025–26 Value
India → Sri Lanka exports US$5.52 billion
Sri Lanka → India exports US$1.66 billion
Bilateral merchandise trade US$7.18 billion

भारत से Sri Lanka में cumulative FDI लगभग US$2.94 billion till 2025 reported है।

2025 के merchandise data में Sri Lanka का India के साथ trade deficit लगभग US$3.34 billion था।

Official bilateral trade series में 1999 में total merchandise trade लगभग US$560 million था।

FTA market access

FTA + Logistics + Standards + Investment + Services + Skills + Digital Connectivity + Energy

4. Selective learning model

5. 10 Sri Lanka Models — India

Joint Model

India–Sri Lanka Blue Economy Innovation Network

MODEL 10 — Economic Resilience & Crisis Management

World Bank के अनुसार 2021–23 में cumulative GDP contraction 9.5% रही।

Lesson

Economic growth

Foreign-exchange resilience

  • Debt sustainability
  • Energy security
  • Food security
  • Export diversification
  • Strong fiscal management

World Engineer Principle

Growth + Resilience = Sustainable Growth

6. Sri Lanka India

Digital Public Infrastructure Digital government
UPI ecosystem Digital payments
Large-scale renewable deployment Clean-energy transition
Pharmaceutical industry Affordable healthcare
IT services Digital exports
Space technology Disaster & climate monitoring
Large manufacturing ecosystem Industrial diversification
FinTech Financial inclusion
Logistics infrastructure Supply-chain efficiency
Skills ecosystem Workforce development

7. UPI — एक Practical India–Sri Lanka Example

भारत के Ministry of External Affairs के अनुसार PhonePe ने भी May 2024 में LankaPay partnership के साथ Sri Lanka में UPI payments launch किए।

Trade

  • Tourism
  • Digital payments
  • Connectivity
  • Investment

Multiplier?

  • maritime connectivity
  • air connectivity
  • energy connectivity
  • digital connectivity
  • financial connectivity
  • people-to-people connectivity

Nagapattinam–Kankesanthurai ferry service, Chennai–Jaffna air connectivity और power/energy connectivity discussions इसी broader architecture का हिस्सा हैं।

World Engineer Principle

Trade Agreement + Physical Connectivity + Digital Connectivity

= Higher probability of actual trade utilisation.

9. ETCA — अगला Economic Integration Layer

ISFTA

Mainly:

Goods + Tariff Preferences

↓

ETCA

Potentially:

Goods + Services + Technology + Economic Cooperation

↓

Future Partnership

Proposed:

Investment + Digital + Energy + Logistics + Tourism + Skills

10. India–Sri Lanka ETCA

1. Goods

Tariff + Rules of Origin

2. Services

IT + tourism + professional services

3. Investment

FDI + joint ventures

4. Technology

Digital + engineering + innovation

5. Standards

Testing + certification

6. MSMEs

Supplier development

7. Connectivity

Ports + shipping + digital trade

2025 में Sri Lanka ने India को लगभग US$1.04 billion export किया जबकि India से imports लगभग US$4.38 billion रहे।

World Engineer Proposal

"Export Capacity First"

Sri Lankan SMEs

  • Indian market intelligence
  • standards support
  • testing facilities
  • packaging
  • logistics
  • e-commerce
  • buyer-seller platforms
  • export finance

Objective

12. India–Sri Lanka Joint Value Chain

🇮🇳 INDIA

Technology + Capital + Scale + Manufacturing

↓

🇱🇰 SRI LANKA

↓

JOINT VALUE CREATION

13. 5 High-Priority Areas

Priority 1 — Tourism

India's market + Sri Lanka's destination strength

Priority 2 — Renewable Energy

India technology + Sri Lanka renewable potential

Priority 3 — Digital Services

India scale + Sri Lanka specialist talent

Priority 4 — Maritime Logistics

Sri Lanka location + Indian ports/market

Priority 5 — Food & Agri Value Addition

India scale + Sri Lankan export experience

14. Cost Framework

A. Low Cost

Policy coordination

Digital platforms

Standards harmonisation

Tourism packages

B2B platforms

B. Medium Cost

Training centres

Testing laboratories

Logistics digitisation

Tourism infrastructure

Industrial clusters

C. High Cost

Power transmission

Ports

Offshore wind

Energy infrastructure

Large industrial projects

World Engineer Rule

पहले low-cost institutional reforms → फिर medium-cost infrastructure → फिर capital-intensive projects।

Digital payments Growing ecosystem UPI/DPI scale Interoperable payments
Human capital Strong historical indicators Large talent pool Skills mobility
Economic resilience Post-crisis reforms Large diversified economy Fiscal/external resilience

Global Lesson

Lesson A — What worked

Tourism + Apparel + Tea + Services + Export niches

Lesson B — What the crisis taught

Debt + foreign-exchange vulnerability + structural weaknesses

World Bank के अनुसार Sri Lanka ने crisis के बाद लगभग 8% of GDP के बराबर तीन वर्षों में fiscal adjustment किया।

High Growth + Fiscal Discipline + External Resilience + Human Capital

2030–35 Regional Integration
2035–47 Indian Ocean Partnership

↓

India + Sri Lanka = Shared Economic Value

23. Conclusion

Value

FTA

  • Services
  • Investment
  • Connectivity
  • Digital
  • Energy
  • Tourism
  • Skills
  • MSMEs

इसलिए World Engineer का central question:

Advanced AI in Engineering, SMART CONTROLLED ENGINEERING DRAWING — SCED, From Engineering Drawing to Engineering Intelligence, Global Engineering is Moving from Traditional Drawing Control to Digital Engineering Information Control.

 Advanced AI in Engineering

SMART WAY OF WORKING
Modern Concept of Engineering Drawing

The strongest proposed architecture

SMART CONTROLLED ENGINEERING DRAWING — SCED

S — Secure

Access controlled

C — Controlled

Only approved revision

E — Electronic

Digital issue and traceability

D — Dynamic

Revision/expiry/change aware

And the central philosophy:

“One Part – One Digital Identity – One Approved Source – One Controlled Issue.”

Digital Innovation for Engineering Design, Quality, Procurement, Manufacturing & Data Security

“From Engineering Drawing to Engineering Intelligence”

यही approach Smart Way of Working का आधार बन सकती है।

1. Modern Engineering Drawing – What Should Change?

Traditional engineering drawing generally focuses on:

Geometry → Dimensions → Material → Tolerance → Notes → Revision

Modern engineering drawing should expand this model to:

Design + Function + Criticality + Digital Identity + Traceability + Security + Change Control

Traditional Drawing

Drawing → Print → Vendor → Manufacturing → Inspection

Modern Digital Engineering Drawing

Engineering Data → AI-assisted Design → Digital Drawing → Unique ID → QR Code → Controlled Issue → Manufacturing → Inspection → Feedback → Change Management → Latest Revision

2. Smart Way of Working

SMART = Simple, Measurable, Automated, Reliable & Traceable

Critical

Saves Money

Unnecessary inspection, rework, scrap, wrong manufacturing और obsolete drawing usage को कम करना।

Saves Efforts

Good to Have

Additional digital features जैसे QR code, barcode, digital stamp, automatic notification और analytics।

3. Advanced AI in Engineering

Possible AI Applications

Engineering ActivityAI Application
Drawing creationAI-assisted drafting
Dimension analysisAutomatic identification of critical dimensions
Tolerance analysisTolerance risk detection
Drawing reviewMissing information detection
Revision controlChange comparison
InspectionRisk-based inspection planning
QualityHistorical defect correlation
Vendor managementDrawing issue verification
Engineering changeAutomatic impact analysis
Data securityObsolete-copy detection
Spare partsPart identification
BOMAutomatic consistency checking

AI-Based Drawing Review

Dimension → Tolerance → Material → Surface Finish → GD&T → Revision → Part Number → Drawing Number → Missing Notes → Duplicate Dimensions

AI should act as an Engineering Co-Pilot.

4. Digital Innovation: Practical Process for Modern Engineering Drawing

STEP 1 – Engineering creates drawing

↓

STEP 2 – Engineering system assigns unique drawing/part identity

↓

STEP 3 – AI-assisted validation

↓

STEP 4 – Critical dimensions are identified

↓

STEP 5 – Drawing receives revision/change information

↓

STEP 6 – System generates Control Copy information

↓

STEP 7 – QR Code / Barcode generated

↓

STEP 8 – Department/Vendor-specific digital issue

↓

STEP 9 – Controlled PDF/JPG generated

↓

STEP 10 – Manufacturing / Inspection

↓

STEP 11 – QR scan verifies validity

↓

STEP 12 – Engineering change automatically updates the digital system

5. CONTROL COPY – The Core of Modern Engineering Drawing

CONTROL COPY

Suggested Control Copy Information

16-Digit Unique Issue Number

Issue to Department:
Project / Purchase / Quality / Manufacturing

Vendor Information:
Vendor Name / Vendor Code

Drawing Print Date:
DD-MM-YYYY

Revision:
Current approved revision

QR Code / Barcode:
Digital verification

Responsible Department:
Engineering / Project / Quality / Purchase

6. Example of Digital Control Stamp

CONTROLLED COPY
Issue No.: 2610011500234789
Department: QUALITY
Vendor: XYZ Engineering Pvt. Ltd.
Print Date: 01-10-2026
Drawing Revision: B04
Valid Until: 31-10-2026
QR Code: Verify Latest Revision
Issued By: Engineering Data Management

The system should generate the stamp automatically.

7. Why 16-Digit Unique Issue Number?

Drawing No. → Revision → Department → Vendor → Issue Event

Example Structure

YY + Site + Department + Drawing/Transaction Identifier + Sequence

8. QR Code – From Drawing to Digital Information

QR Code → Secure Web Portal → Latest Authorized Information

  • Drawing Number

  • Revision

  • Issue Number

  • Vendor

  • Department

  • Validity

  • Approval status

  • Latest revision

  • Obsolete status

Example

SCAN QR

↓

Drawing ID: DRG-458721

↓

Revision: C07

↓

Status: VALID

↓

Issued to: XYZ Vendor

↓

Valid Until: 31-10-2026

↓

Latest Revision Available: C08

9. Where QR Codes / Barcodes Can Be Used?

QR/Barcode Application

  • Engineering Drawings

  • Material Number

  • Item Number

  • Part Number

  • Spare Parts Book

  • Purchase Orders

  • Inspection Documents

  • Quality Certificates

  • Manufacturing Documents

  • Equipment Identification

  • Assembly Identification

  • Packaging

  • Vendor Documents

10. Unique Identification Number for Every Item

Example

Part Number: P-458721
Unique Item ID: 2610014587210098
Revision: B03
Material: EN 10025 S355
Status: Released

Part → Drawing → BOM → Purchase Order → Vendor → Inspection → Spare Part

11. Data Security – Less Information on Physical Drawing

“Need-to-Know Engineering Information”

  • Complete design history

  • Design rationale

  • Internal notes

  • Previous revisions

  • Supplier strategy

  • Internal calculations

Principle

Less information on uncontrolled physical copies = Lower information exposure

12. Modern Concept of Engineering Drawing

AIM: REDUCING INSPECTION COST

Proposed Dimension Classification

  1. Mounting Dimension

  2. Functional Dimension

  3. Important Dimension

  4. Safety Dimension

  5. Critical Dimension

13. Risk-Based Dimension Identification

1. Mounting Dimension

2. Functional Dimension

3. Important Dimension

4. Safety Dimension

5. Critical Dimension

  • Product failure

  • Safety risk

  • Functional failure

  • Interchangeability problem

  • Major rework

14. Red Engineering Drawing Symbols

Proposed Concept

RED STAMP / RED SYMBOL = Special Engineering Attention

🔴 M = Mounting Dimension
🔴 F = Functional Dimension
🔴 I = Important Dimension
🔴 S = Safety Dimension
🔴 C = Critical Dimension

15. Model Engineering Drawing Symbols Table

SymbolMeaningInspection Priority
MMounting DimensionHigh
FFunctional DimensionHigh
IImportant DimensionMedium/High
SSafety DimensionVery High
CCritical DimensionVery High

16. Symbol Count – Better Inspection Planning

C = 3
S = 2
F = 5
M = 4

  • 3 Critical Dimensions

  • 2 Safety Dimensions

  • 5 Functional Dimensions

  • 4 Mounting Dimensions

17. AI + Risk-Based Inspection

Dimension → Historical Failure → Supplier → Process → Defect → Cost

Result

100% inspection everywhere

से move करके:

Risk-Based Smart Inspection

18. Modern Engineering Change Management

Global Change

और

Local Change

19. Change Identification After Part Number

Example

PART NUMBER △△

Minor Change

Global Change

01–99

Local Change

a–z

Major Change

Global: 1–9

Local: A–Z

20. Minor vs Major Engineering Change

Minor Change

Examples:

  • Minor dimension clarification

  • Drawing note modification

  • Manufacturing clarification

  • Non-functional documentation correction

Proposed Coding

Global: 01–99
Local: a–z

21. Major Change

Examples:

  • Material change

  • Major dimension change

  • Functional change

  • Safety-related change

  • Non-interchangeable component

  • Manufacturing process change affecting performance

Proposed Coding

Global: 1–9
Local: A–Z

22. Global Change vs Local Change

Global Change

Local Change

जो किसी specific:

  • Project

  • Customer

  • Plant

  • Country

  • Vendor

  • Application

23. Time-Bound PDF – A New Data Security Layer

Drawing Copy with Expiry Date

Valid for 30 Days

Download Date: 01-10-2026

Expiry Date: 31-10-2026

24. Why Expiry-Based Drawings?

Proposed Workflow

Vendor Download

↓

Controlled Copy Generated

↓

30-Day Validity

↓

Expiry

↓

Vendor accesses portal

↓

System checks latest revision

↓

New Controlled Copy generated

25. Consumer / Vendor View

Vendor Login

↓

Project

↓

Part Number

↓

Latest Approved Drawing

↓

Download Controlled Copy

↓

QR Verification

↓

Expiry

26. Engineering Drawing Lifecycle

CREATE

↓

AI CHECK

↓

ENGINEERING REVIEW

↓

QUALITY REVIEW

↓

APPROVAL

↓

CONTROLLED RELEASE

↓

QR / BARCODE GENERATION

↓

VENDOR / PROJECT ISSUE

↓

MANUFACTURING

↓

INSPECTION

↓

FEEDBACK

↓

ENGINEERING CHANGE

↓

NEW REVISION

↓

OLD REVISION CONTROL / OBSOLESCENCE

↓

LATEST CONTROLLED COPY

27. JPG First → PDF Second: Practical Approach

JPG → PDF conversion is NOT complete data security.

  • Screenshot

  • Manually redraw

  • Photograph

28. Recommended Digital Security Architecture

एक stronger approach:

Layer 1 – Authentication

Only authorized users can access the portal.

Layer 2 – Authorization

Layer 3 – Controlled Copy

Layer 4 – Digital Watermark

Vendor / Project / User / Date / Issue Number

Layer 5 – QR Verification

QR latest validity और revision verify करे।

Layer 6 – Expiry

Controlled copy limited period तक valid रहे।

Layer 7 – Revocation

Layer 8 – Audit Trail

System record करे:

Who → Downloaded What → When → For Which Vendor → Which Revision

29. Proposed Modern Engineering Drawing – Complete Concept

32. The Economic Logic

The real objective should not be:

“Let's add QR codes to drawings.”

The objective should be:

“Let's reduce the total cost of poor engineering information.”

Poor information can create:

Wrong Drawing

→ Wrong Manufacturing

→ Inspection Failure

→ Rework

→ Scrap

→ Delay

→ Engineering Clarification

→ Vendor Communication

→ Customer Impact

Therefore:

Better Engineering Information = Lower Total Cost of Quality

33. Proposed KPI Dashboard

The system can measure the impact of the modern drawing concept.

Engineering KPIs

  • Drawing release time

  • Drawing revision frequency

  • Engineering change cycle time

  • AI-detected drawing errors

  • First-time-right drawing %

All connected through a common digital thread.

36. World Engineer Proposal

Modern Engineering Drawing – “Control the Information, Not Just the Drawing”

Proposed Principles

1. One Part – One Digital Identity

2. One Revision – One Approved Source

3. One Issue – One Unique Control Number

4. One QR Code – One Verification Point

5. Critical Dimensions – Clearly Identified

6. Engineering Changes – Globally Traceable

7. Vendor Copies – Time Controlled

8. Obsolete Drawings – Digitally Revoked

9. Inspection – Risk Based

10. AI – Engineering Co-Pilot

37. Final Concept

From “Drawing Control” to “Engineering Information Control”

Traditional thinking:

Drawing → Print → Send → Manufacture

Modern thinking:

Engineering Data → AI Validation → Criticality → Digital Identity → Controlled Copy → QR Verification → Smart Inspection → Change Management → Digital Audit Trail

This is the real Smart Way of Working.

The purpose of Modern Engineering Drawing is not to make drawings more complicated.

It is to make engineering information:

CLEAR

CONTROLLED

TRACEABLE

SECURE

INTELLIGENT

COST-EFFECTIVE

“Right Information → Right Person → Right Revision → Right Time.”

Quick Answer

Modern Engineering Drawing is not just a new drawing format. It is a digital engineering-control system.

By combining AI + QR/Barcode + Unique 16-Digit Issue Number + Critical Dimension Symbols + Controlled Copy + Expiry + Global/Local Change Management + Risk-Based Inspection, organizations can create a more traceable and controlled engineering workflow.

The ultimate objective should be:

Less Rework + Less Inspection Cost + Less Engineering Effort + Better Data Security + Better Product Quality

1. Rolls-Royce Power Systems

This is one of the closest examples to your overall philosophy.

Rolls-Royce Power Systems uses PTC Windchill + Creo as part of its digital thread. Its implementation connects engineering, manufacturing and procurement and provides a centralized source of product data. The company reports streamlined change management and configuration control, improved traceability and the ability for teams to work from the same released information.

Your concept:
Drawing → Control Copy → Revision → Vendor → Change → Latest Version

Their documented approach:
Engineering Data → PLM → Manufacturing → Procurement → Global Digital Thread

2. Volvo Construction Equipment

Volvo CE has implemented Windchill as a PLM/data-governance platform connecting engineering, operations, suppliers and customers.

Its documented approach includes:

  • One authoritative source of product information
  • CAD/PDM integration
  • Configuration management
  • Engineering change management
  • EBOM → MBOM → SBOM relationships
  • Supplier information flow
  • Traceability
  • Reduction of manual handovers

Volvo CE specifically describes using one system to manage engineering change requests and assess their downstream impact.

This is particularly close to your idea of:

Global Change + Local Change + Revision Control + Vendor Control

3. MBDA

MBDA is another very interesting benchmark.

Its documented digital transformation combines Creo + Windchill, with engineering, manufacturing, logistics and support connected through a digital ecosystem.

MBDA uses controlled access for partners, common component data, obsolescence management, supply-chain integration and connections with SAP and manufacturing systems. Its PLM environment supports a common source of engineering information across multiple countries.

This is close to your concept of:

Engineering → Controlled Data → Vendor/Partner → Manufacturing → Latest Revision

4. SPII S.p.A.

SPII is particularly interesting because it has moved toward model-based engineering.

Its documented implementation uses Creo and Windchill to create a connected engineering environment. Fully annotated 3D models have replaced traditional drawings for some assembly activities, while suppliers receive up-to-date approved information through connected processes.

This connects strongly with your idea:

Modern Engineering Drawing → Modern Engineering Definition

The industry trend is moving from:

2D Drawing as the primary definition

toward:

3D Model + PMI/Annotations + Digital Product Definition

5. Generac Power Systems

Generac provides another useful example.

Its digital thread connects engineering, manufacturing and service. Its service BOM is derived from the engineering BOM, maintaining engineering lineage and reducing manual reconstruction of product information. The company also describes replacing static documentation processes with a more connected approach so downstream information can stay aligned with engineering changes.

This is highly relevant to your concern:

“Vendor/consumer should not continue using an old drawing after engineering changes.”

6. Polaris

Polaris uses Windchill as the center of a PLM-enabled digital thread connecting:

Design → Engineering → Manufacturing → Sales → Service

The documented implementation connects Creo with EBOM/MBOM/SBOM structures and uses PLM to manage configurations and engineering-driven changes. It also provides role/task-based access to product information.

This supports your idea of giving different departments/users only the information they need.

7. Aish Technologies

Aish Technologies, a British systems-design and manufacturing company, has implemented a digital thread connecting engineering, supply chain and manufacturing.

The documented system provides:

  • Product data governance
  • Traceability
  • PDM
  • Configuration management
  • Change management
  • BOM management
  • Secure sharing of product data across external partners

Where idea is different

The individual building blocks already exist,

proposed 16-digit Issue Number

Drawing → 16-digit unique issue number → Department → Vendor → Date → QR

This could become organization's unique Drawing Issue Identity.

-------------------------------------------------------------------------------------------------------------------

Proposed time-bound Control Copy

For example:

Download: 01-Oct-2026
Valid Until: 31-Oct-2026

After expiry:

“This copy is expired. Please download the latest controlled copy from the engineering portal.”

This is conceptually different from simply having revision control. It introduces a time-based consumption control layer.

-------------------------------------------------------------------------------------------------------------------

proposed QR verification

Instead of storing all information inside the QR:

QR → Secure Portal → Authentication → Current Revision → Validity → Issue Information

This is a strong architecture because the QR becomes a verification gateway, rather than simply a storage mechanism.

-------------------------------------------------------------------------------------------------------------------

Proposed Critical Dimension system

Your idea of explicitly classifying:

M = Mounting
F = Functional
I = Important
S = Safety
C = Critical

and then showing the count near the title block:

C=3 | S=2 | F=5 | M=4

is a particularly practical way to connect the drawing to risk-based inspection.

-------------------------------------------------------------------------------------------------------------------

Where the World Engineer Proposal adds a practical layer

Controlled Engineering Copy as a Digital Security Object

A better enterprise model would be:

Document typeSuggested validity
Routine manufacturing drawing30 days
Project drawingProject-defined
Critical/safety drawingShort controlled validity
Long-term production drawingLonger validity + automatic revision notification
Regulatory drawingCompliance-defined
Emergency issueImmediate/short-term

The important principle is:

Expiry should be configurable according to engineering risk and business need.

Common Market + Common Standards + Rules + Infrastructure + Skills + Competition + Regional Development + Consumer Protection + Green Transition

🇮🇳🇪🇺 India–EU FTA: Global Lessons from EU

The World is One Family

Learning with Each Other Working Together • Growing Together

1. India–EU FTA:

“Negotiations concluded” ≠ “FTA already implemented”

Negotiations ✅ Concluded — 27 Jan 2026
Legal text ✅ Published by EU for information; legal revision/signature process relevant
Formal signature 🔄 Pending as of 30 Sep 2026
Internal approval/legal procedures 🔄 Pending
Entry into force ❌
Full implementation ❌

Source: European Commission.

2. India–EU economic relationship

  • EU over 90% tariff lines

4. EU Model

Common Market + Common Standards + Rules + Infrastructure + Skills + Competition + Regional Development + Consumer Protection + Green Transition

EU Single Market लगभग 450 million people और 26 million businesses का shared economic space है।

Model 1 — Single Market + Seamless Interstate Trade

India

“India Single Market 2.0”

  • National regulatory interoperability
  • One digital compliance profile
  • Common product standards
  • State-level mutual recognition
  • Logistics documentation simplification

World Engineer Proposal

2027–30: 100 high-volume product categories में state-level regulatory interoperability pilot.

Estimated cost: ₹10,000–25,000 crore over multiple years.

6. Model 2 — EU Harmonised Standards

India

India

Bharat Standards Passport

एक digital record जिसमें:

  • product specifications
  • testing
  • conformity assessment
  • safety
  • environmental data
  • export certificates

7. Model 3 — CE-type Conformity Assessment Ecosystem

Design → Testing → Certification → Traceability → Market Surveillance

World Engineer Proposal

Bharat Conformity Network

  • accredited laboratories
  • digital test certificates
  • common databases
  • risk-based inspection
  • QR-based product traceability

Proposed target: 2030 तक प्रमुख export sectors में certification turnaround time को measurable तरीके से घटाना।

  • agri-food
  • chemicals
  • pharmaceuticals
  • machinery
  • medical devices
  • avionics
  • automotive

  • fisheries
  • chemicals
  • textiles
  • footwear
  • pharmaceuticals

28. General Public

Consumer

  • quality competition
  • technology access

लेकिन actual consumer price effect exchange rate, logistics, taxes, domestic competition और tariff phase-out पर निर्भर करेगा।

Worker

MSME

Opportunity:

European market access

Challenge:

European standards और compliance

इसलिए MSME support ecosystem critical होगा।

29. FTA और Indian Jobs

Export → Manufacturing → Skills → Jobs → Productivity → Higher Income

30. World Engineer Proposal — India–EU Growth Compact 2030

Proposed India–EU FTA Dashboard

Trade Goods + services
Exports Indian exports to EU
Imports EU imports to India
Investment FDI + joint ventures
Jobs Direct + indirect employment
MSMEs New EU-exporting MSMEs
Productivity Output per worker
Standards Certification time/cost
Logistics Port-to-market time
Green Carbon intensity
Innovation Patents + R&D projects
Skills Trained workers
Regional impact States/districts benefiting

34. Cost Framework

1. Public investment

  • digital infrastructure
  • testing laboratories
  • skilling
  • logistics
  • standards infrastructure

2. Private investment

  • factories
  • technology
  • R&D
  • compliance
  • green transition

3. Transition cost

कुछ industries को:

  • technology upgrade
  • retraining
  • certification
  • restructuring

World Engineer Proposal

₹25,000–50,000 crore multi-year competitiveness envelope

Learn → Adapt → Pilot → Measure → Scale

36. India–EU FTA: एक नया economic equation

Traditional model

India → Export → EU

Next-generation model

India + EU → Co-design → Co-invest → Co-produce → Co-innovate → Co-export

37. Global Benchmark: India–EU

Dimension EU Lesson Indian Opportunity
Market Single Market Domestic market integration
Standards Harmonisation Bharat Standards Passport
Certification CE/conformity Digital conformity system
Data GDPR Digital trust
Green Carbon/product rules Green export readiness

Cost-efficient engineering
Large domestic market

Together

Technology + Scale

Standards + Manufacturing

Capital + Entrepreneurship

Research + Talent

Green Technology + Deployment

Digital Trust + Digital Scale

Risk 1 — Import competition

Risk 2 — Standards compliance

Risk 3 — Trade imbalance

Risk 4 — Carbon requirements

Risk 5 — Rules complexity

FTA के rules of origin, standards, certification और documentation को business-friendly बनाना आवश्यक होगा।

Risk 6 — Unequal participation

FTA + MSME support + skills + standards + logistics reform

India–EU FTA

🇮🇳 India

Scale + Talent + Digital Public Infrastructure + Entrepreneurship + Cost-efficient Engineering

Technology + Standards + Capital + Research + Green Innovation + Market Integration

Trade → Technology → Manufacturing → Skills → Jobs → Innovation → Sustainable Growth

Growing Together
