ANPR (ऑटोमैटिक नंबर प्लेट रीडर)

 नई तकनीक लागू होने के बाद आपके वाहन की नंबर प्लेट स्कैन की जाएगी और FASTag से पैसे काट लिए जाएंगे। इसका फायदा भी है कि लोगों के किलोमीटर के हिसाब से पैसे देने होंगे। जानकारी के मुताबिक टोल पर एक साथ पैसे वसूल किए गए। लेकिन नए सिस्टम में आपको रुपये देने होंगे।

इसी के साथ इस सिस्टम में हाईवे पर एक एंट्री और एक्जिट प्वाइंट बनाया जाएगा। वाहन में प्रवेश करते ही नंबर प्लेट को स्कैन किया जाएगा। फिर प्रवेश और निकास की दूरी के हिसाब से यात्रियों के खाते से पैसे कटेंगे।

दरअसल, इस तकनीक को 2019 से ही शुरू कर दिया था जिसके बाद अब मैन्युफैक्चरर के लिए यह नंबर-प्लेट लगाना अनिवार्य होगा। इसका मतलब पुरानी नंबर-प्लेट्स को नई नंबर प्लेट्स से बदला जाएगा। इस नई नंबर-प्लेट से एक सॉफ्टवेयर जुड़ा होगा, जिससे टोल कट जाया करेगा।

Vision:

  1. Government of India earning from private parties for erecting "additional highway facilities/ furniture" such as foot-over bridges, underpasses, way side amenities, Bus shelters on internal city roads and National Highways at their cost in lieu of advertising rights.
  2. Improvement in existing facility and needs of facility users like water, lighting, toilets etc from local considerations.
  3. The advertisement shall be limited to 80% of the advertisement area and remaining 20% is to be kept for Government related information/ public awareness programs, to be decided by the executing agency.

Precaution for display of Advertisement on city road /service line/Highway facilities/ furniture 


The advertising space on the city /highway facilities shall be located on the inner side of facilities (Service line) such that they are not directly visible in front of the driver driving along the road from safety considerations

Pet-Friendly भी, People-Friendly भी, Pet rules in the society, सम्मान पशुओं का भी, सुरक्षा इंसानों की भी — यही है Responsible & Humane Society, Responsible supervision ,Pet Waste Management — सबसे महत्वपूर्ण जिम्मेदारी,

 

सोसाइटी में पालतू पशुओं के लिए संतुलित, मानवीय और जिम्मेदार नियम

प्रस्तावना

आज भारत के शहरी आवासीय परिसरों में पालतू कुत्ते और अन्य companion animals परिवार का हिस्सा हैं। पालतू पशुओं के प्रति संवेदनशीलता और उनके साथ मानवीय व्यवहार करना हमारी सामाजिक जिम्मेदारी है। साथ ही, सोसाइटी में रहने वाले बच्चों, बुजुर्गों, महिलाओं, अन्य निवासियों और कर्मचारियों की सुरक्षा, स्वच्छता, स्वास्थ्य और शांतिपूर्ण जीवन भी समान रूप से महत्वपूर्ण है।

इसलिए पालतू पशुओं से जुड़े नियमों का उद्देश्य किसी पशु या उसके मालिक को परेशान करना नहीं, बल्कि Pet Owners और Non-Pet Owners के अधिकारों के बीच संतुलन बनाना होना चाहिए।

सबसे महत्वपूर्ण सिद्धांत होना चाहिए:

“Responsible Pet Ownership + Resident Safety + Animal Welfare = Harmonious Society”


1. Common Areas में Pet Handling और Leash

सोसाइटी के common areas में पालतू कुत्ते को ले जाते समय मालिक को उचित leash और आवश्यक नियंत्रण रखना चाहिए, विशेषकर ऐसी जगहों पर जहाँ बच्चे, बुजुर्ग या अन्य निवासी मौजूद हों।

Leash का उद्देश्य पशु को अनावश्यक रूप से प्रतिबंधित करना नहीं, बल्कि अचानक दौड़ने, किसी व्यक्ति पर झपटने, सड़क पर जाने या दुर्घटना जैसी परिस्थितियों को रोकना है।

साथ ही, केवल इस आधार पर कि कोई व्यक्ति कुत्ते से डरता है, पालतू पशु और उसके मालिक को common areas से पूरी तरह वंचित करना उचित समाधान नहीं होना चाहिए।


2. Pet Training और Responsible Ownership

हर pet owner की जिम्मेदारी है कि वह अपने पालतू पशु को basic behavioural training दे।

विशेष रूप से:

  • अत्यधिक aggressive behaviour को नियंत्रित करना।
  • अनावश्यक barking को कम करने का प्रयास करना।
  • बच्चों और अन्य residents के प्रति उचित व्यवहार सिखाना।
  • Lift, lobby, parking और अन्य common areas में नियंत्रण बनाए रखना।
  • किसी शिकायत की स्थिति में pet owner सहयोगात्मक रवैया अपनाए।

Training का उद्देश्य पशु को दबाना नहीं, बल्कि pet और society दोनों के लिए सुरक्षित environment बनाना होना चाहिए।


3. Pet को अकेला Common Area में न छोड़ें

जब कोई pet society premises में बाहर हो, तो उसे जिम्मेदार व्यक्ति की निगरानी में होना चाहिए।

Pet owner अथवा उसके द्वारा अधिकृत व्यक्ति को यह सुनिश्चित करना चाहिए कि:

  • pet uncontrolled न घूमे;
  • किसी निवासी को असुविधा न हो;
  • pet traffic या parking area में न चला जाए;
  • किसी बच्चे या अन्य animal के साथ unwanted confrontation न हो।

Responsible supervision किसी भी pet policy का महत्वपूर्ण हिस्सा होना चाहिए।


4. Pet Waste Management — सबसे महत्वपूर्ण जिम्मेदारी

स्वच्छता के लिए pet owners को अपने पशु के toilet behaviour का ध्यान रखना चाहिए।

यदि pet common area में urine या feces करता है, तो owner को तुरंत उसे साफ करने की जिम्मेदारी निभानी चाहिए। इससे hygiene भी बनी रहेगी 

5. Timing Rules: Safety के आधार पर, Blanket Ban नहीं

कुछ societies में pets के लिए common areas के उपयोग की निश्चित timing निर्धारित की जाती है। इसका उद्देश्य बच्चों के खेलने, residents के walking hours और traffic safety को ध्यान में रखना हो सकता है।

यदि timing निर्धारित की जाती है, तो society को पहले residents से consultation करके reasonable pet-walking schedule तय करना चाहिए।


6. Children, Senior Citizens और Other Residents की Safety

सोसाइटी में बच्चों, बुजुर्गों और ऐसे लोगों का भी ध्यान रखना आवश्यक है जिन्हें animals से डर या असुविधा हो सकती है।

Pet owners को विशेष सावधानी रखनी चाहिए कि:

  • pet किसी बच्चे की ओर अचानक न दौड़े;
  • lift में प्रवेश से पहले आसपास के लोगों को पर्याप्त space मिले;
  • narrow passages में pet को नियंत्रित रखा जाए;
  • किसी resident के स्पष्ट डर या असुविधा की स्थिति में सहयोग किया जाए।

7. Noise और Barking Management

लगातार और असामान्य barking पड़ोसियों के लिए परेशानी का कारण बन सकती है।

हर barking को nuisance मानना उचित नहीं है; लेकिन persistent and unreasonable disturbance को भी नजरअंदाज नहीं किया जाना चाहिए।


8. Society Property को नुकसान

यदि किसी pet द्वारा common property को वास्तविक नुकसान पहुँचता है, तो घटना का निष्पक्ष रिकॉर्ड बनाकर जिम्मेदारी निर्धारित की जा सकती है।

ऐसी स्थिति में owner से वास्तविक और उचित repair/replacement cost की वसूली की व्यवस्था अधिक पारदर्शी हो सकती है।

Automatic penalty लगाने से पहले:

  • घटना की पुष्टि;
  • owner को notice;
  • उसका पक्ष सुनने का अवसर;
  • नियमों के अनुसार decision

जैसी due-process व्यवस्था रखना बेहतर है।


9. ₹200 Fine — क्या यह उचित तरीका है?

किसी भी monetary penalty को लागू करने से पहले society को अपने registered bye-laws, applicable laws और competent authorities के नियमों के अनुरूप होना चाहिए।

इसलिए “हर default पर ₹200 fine” को बिना कानूनी आधार और उचित प्रक्रिया के लागू करना उचित नहीं माना जाना चाहिए।

बेहतर मॉडल हो सकता है:

Awareness → Warning → Corrective Action → Hearing → Proportionate Penalty, where legally permissible

Penalty का उद्देश्य revenue collection नहीं, बल्कि responsible behaviour और community welfare होना चाहिए।


10. Animal Cruelty के विरुद्ध Zero Tolerance

Pet rules बनाते समय एक बात बिल्कुल स्पष्ट होनी चाहिए:

किसी भी pet या stray animal के साथ cruelty, मारपीट, poisoning या जानबूझकर injury स्वीकार्य नहीं होनी चाहिए।

Animal welfare और resident safety दोनों को साथ लेकर चलना आवश्यक है।

यदि किसी animal से जुड़ी गंभीर समस्या है, तो residents को स्वयं हिंसक कार्रवाई करने के बजाय appropriate animal-welfare/veterinary/local authority mechanism का उपयोग करना चाहिए।


11. Complaint Resolution System होना चाहिए

Pet-related disputes को व्यक्तिगत झगड़े में बदलने के बजाय formal grievance mechanism बनाया जाना चाहिए।

एक balanced system में:

Resident Complaint → Evidence/Details → Pet Owner Response → Committee Review → Corrective Action → Appeal/Review

शामिल हो सकता है।

शिकायत में केवल “मुझे pet पसंद नहीं है” जैसी subjective बात के बजाय घटना, समय, स्थान और वास्तविक समस्या का विवरण होना चाहिए।


12. Pet Owners की जिम्मेदारियाँ

हर pet owner को यह संकल्प लेना चाहिए:

  • मैं अपने pet को responsible तरीके से संभालूँगा।
  • Common areas में आवश्यक नियंत्रण रखूँगा।
  • Pet waste तुरंत साफ करूँगा।
  • अनावश्यक noise को नियंत्रित करने का प्रयास करूँगा।
  • बच्चों और अन्य residents की safety का ध्यान रखूँगा।
  • Society property को नुकसान नहीं होने दूँगा।
  • शिकायत आने पर विवाद के बजाय समाधान की कोशिश करूँगा।
  • अपने pet की vaccination, healthcare और hygiene का उचित ध्यान रखूँगा।

13. Non-Pet Owners की भी जिम्मेदारी

Balanced society केवल pet owners की जिम्मेदारी नहीं है।

अन्य residents को भी:

  • pets को जानबूझकर परेशान नहीं करना चाहिए;
  • उन्हें मारना या डराना नहीं चाहिए;
  • बिना कारण pet owner को target नहीं करना चाहिए;
  • बच्चों को animals के साथ सुरक्षित व्यवहार सिखाना चाहिए;
  • genuine समस्या होने पर proper complaint mechanism का उपयोग करना चाहिए।

एक बेहतर Society Pet Policy का मॉडल

“No Harassment – No Nuisance – No Cruelty – No Negligence”

क्षेत्र संतुलित व्यवस्था
Safety उचित leash और supervision
Hygiene Immediate waste cleanup
Walking Designated/appropriate areas
Timing Reasonable, practical timings
Noise Persistent nuisance पर corrective action
Property Damage Actual damage की उचित recovery
Complaints Transparent grievance mechanism
Animal Welfare Cruelty पर zero tolerance
Penalty Lawful, proportionate और due process के साथ
Awareness Regular resident & pet-owner awareness

निष्कर्ष: Pet-Friendly भी, People-Friendly भी

एक अच्छी residential society वह नहीं है जहाँ केवल pet owners की सुविधा देखी जाए या केवल non-pet owners की।

अच्छी society वह है जहाँ दोनों के अधिकारों और जिम्मेदारियों के बीच संतुलन हो।

पालतू पशु हमारे परिवारों का हिस्सा हो सकते हैं, लेकिन उनका पालन-पोषण जिम्मेदारी के साथ होना चाहिए। दूसरी ओर, अन्य residents को भी animals के प्रति संवेदनशील और मानवीय व्यवहार रखना चाहिए।

इसलिए हमारा लक्ष्य होना चाहिए:

“Pet Rights + Resident Rights + Public Safety + Cleanliness + Animal Welfare”

स्वच्छता और जिम्मेदारी को बढ़ावा देना निश्चित रूप से Swachh Bharat की भावना के अनुरूप है, लेकिन स्वच्छता के नाम पर पशुओं के प्रति अमानवीय या मनमाने प्रतिबंध उचित नहीं होने चाहिए।

आइए ऐसी society बनाएं जहाँ—

न pet owners परेशान हों,
न बच्चों और बुजुर्गों की safety प्रभावित हो,
न cleanliness से समझौता हो,
और न ही किसी animal के साथ cruelty हो।

क्योंकि एक बेहतर समाज की पहचान केवल उसके नियमों से नहीं, बल्कि उन नियमों की निष्पक्षता, संवेदनशीलता और जिम्मेदार पालन से होती है।

“सम्मान पशुओं का भी, सुरक्षा इंसानों की भी — यही है Responsible & Humane Society.”

Pet rules in the society

1. Use of leashes in public/common areas: All the pet owners must ensure the use of leashes for pets when using public/ common places to assure the safety of any passersby when walking in the society.
2. Training the pets: Pet owners must train their pets to use the common areas of the society, without causing trouble to other residents.
3. Pets to always accompanied by owners: When out of the house and in the society premises, the pet owners must ensure that the pet is accompanied by the owner/any person given the responsibility to do so.
4. Clean up after: Considering the cleanliness and hygiene in the society, the pet owners are required to make sure that their pet is toilet trained. It is further the responsibility of the pet owners to clean up if the pet meets an unfortunate accident inside the society
premises. It is also advised to the pet owners to maintain the hygiene of their pets for their own well-being and others, living in the society.
5. Timings to access the common area/society roads/walker paths: Considering the safety of children playing in the parks and residents taking a walk in the society, it is advised that the roads/walker path (only) must be accessed by the pets between 9 am –5:30 pm only. All the pet owners are requested to ensure that their pets are outside
between these timelines for avoiding any accident of whatsoever nature, during the time when a big number of residents are using the common areas.
6. Dog peeing and pooping: It has been noticed that many pet owners make their dogs pee in the common areas including the light poles, plant pots, car tyres and other common areas, which creates foul smell and hygiene issues there and the nearby areas. As we have kids playing in the society, to avoid any infection of any sort and to maintain hygiene inside the society premises, please note that from now onwards, the pets’ peeing as well as pooping has to be done outside the society premises/inside the flat owner’s own flat.
7. Fine in case of negligence: In case any pet owner is negligent in handling his/her pet,causing damage to the common property of the society or causing any trouble to any
resident or destroying the cleanliness of the society, a fine of INR 200 per default will beimposed on the pet owner.We would like to highlight that we fully respect pets and animals, but we must also ensure that we respect human life and ensure clean and hygienic living conditions for them. No pet or human being must cause discomfort to others living in the society or our neighborhood, in
any way. Let’s keep in mind and respect the Swachch Bharat Abhiyaan and contribute to it !

Earth Day is observed every year on April 22nd. It's a great time to remember to respect the Earth and to commit to making tiny adjustments to help conserve it. This year, the Ministry of Earth Sciences welcomes people from all walks of life to take part in a ‘Share your unique Ideas’ contest based on this year's theme, ‘Invest in Our Planet’.
The contest's goal is to encourage the nation's passionate young to not only share but also implement their innovative ideas for a more sustainable future that will benefit society as a whole. The contest will be in English and Hindi.
