1. भारत–ऑस्ट्रेलिया आर्थिक संबंध: ECTA से CECA की अगली यात्रा

भारत और ऑस्ट्रेलिया के आर्थिक संबंध केवल FTA/Trade Agreement तक सीमित नहीं रहने चाहिए। अगला चरण ऐसा economic partnership model हो सकता है जिसमें दोनों देश केवल वस्तुओं और सेवाओं का व्यापार न करें, बल्कि Technology + Manufacturing + Processing + Skills + Investment + Innovation + Global Supply Chains में साथ मिलकर value create करें।

Australia–India Economic Cooperation and Trade Agreement (ECTA) 29 दिसंबर 2022 को लागू हुआ। ECTA के तहत ऑस्ट्रेलिया से भारत आने वाले 90% से अधिक goods exports by value पर tariffs को समाप्त या कम करने का प्रावधान है, जबकि भारत के imports from Australia के लिए भी व्यापक tariff preferences लागू हैं।

ECTA को दोनों देशों ने Comprehensive Economic Cooperation Agreement (CECA) की दिशा में एक stepping stone के रूप में बनाया है। वर्तमान में दोनों देश CECA पर बातचीत कर रहे हैं।

नवीनतम व्यापार संकेतक

ऑस्ट्रेलियाई सरकार के अनुसार FY2024–25 में भारत और ऑस्ट्रेलिया के बीच goods + services का दोतरफा व्यापार A$54.4 billion था। 2025 में bilateral trade लगभग A$50.2 billion दर्ज किया गया।

2022 से 2025 के बीच:

  • Australian agricultural exports to India: लगभग A$1 billion → A$2.3 billion
  • Australian industrial exports, coal को छोड़कर: लगभग A$6 billion → A$10.2 billion
  • Australia के India से total goods imports, refined oil को छोड़कर: लगभग 31% वृद्धि

Global Lesson:
FTA की सफलता केवल tariff reduction से नहीं, बल्कि trade → investment → technology → processing → manufacturing → global exports में progression से मापी जा सकती है।


2. ECTA में कौन-कौन से प्रमुख क्षेत्र शामिल हैं?

ECTA का framework केवल merchandise trade तक सीमित नहीं है। इसमें goods, services, customs, standards, sanitary and phytosanitary measures, technical barriers, professional services, financial services, telecommunications, investment तथा temporary movement of persons जैसे विषय शामिल हैं।

3. Australia CECA Upgrade — अगला चरण

Status: Ongoing / Negotiations

भारत और ऑस्ट्रेलिया ने CECA negotiations पहली बार 2011 में शुरू की थीं। 2016 में इन्हें suspend किया गया था और बाद में ECTA के बाद comprehensive negotiations को आगे बढ़ाया गया। वर्तमान में CECA negotiations जारी हैं।
