Stop Telecom Fraud: An Open Appeal to TRAI, DoT, and Telecom Operators for Strong Corrective Action

An Open Letter to India's Telecom Regulators and Service Providers

DND Is Not Working—Consumers Continue to Face Harassment

Millions of Indian mobile users activate the Do Not Disturb (DND) service with the expectation that unwanted promotional and fraudulent calls will stop. However, many consumers continue to receive repeated calls every day.

A particularly concerning trend is calls claiming to be for KYC verification, SIM deactivation, or account updates. Fraudsters often misuse the names of telecom companies to deceive customers into sharing personal information, OTPs, banking details, or downloading malicious applications.

This raises an important question:

If a customer has activated DND, why are such calls still reaching them?

KYC Fraud Has Become a National Problem

Fraudsters commonly claim:

  • Your SIM KYC has expired.
  • Your mobile number will be blocked within hours.
  • Update Aadhaar immediately.
  • Verify your account through a suspicious link or app.

These tactics exploit fear and urgency, leading many citizens—especially senior citizens and less digitally aware users—to become victims of financial fraud.



Need for Strong Regulatory Action

India has one of the world's largest telecom subscriber bases. Consumer protection must therefore be treated as a national priority.

The following corrective actions deserve consideration:

  1. Enforce stricter verification of commercial callers.
  2. Block repeat offenders immediately.
  3. Introduce AI-based fraud detection across telecom networks.
  4. Strengthen caller authentication to prevent spoofed numbers.
  5. Mandate real-time reporting and blocking of suspected fraud campaigns.
  6. Improve DND enforcement and publish compliance reports.
  7. Launch nationwide consumer awareness campaigns on telecom fraud.
  8. Enable one-click reporting of fraudulent calls and SMS across all operators.

Accountability of Telecom Operators

Telecom operators have a responsibility to maintain secure communication networks and prevent misuse of their infrastructure.

If regulators find that an operator has failed to comply with applicable regulations or has shown systemic negligence in controlling spam or fraudulent communications, appropriate regulatory action, including financial penalties permitted under law, should be considered. Penalties should be proportionate, transparent, and based on due process.

Recommendations for Government

  • Establish a National Telecom Fraud Monitoring Centre.
  • Create a unified fraud reporting portal integrated with telecom operators, banks, and cybercrime agencies.
  • Introduce strict timelines for investigation and resolution of complaints.
  • Publish operator-wise performance dashboards on spam and fraud control.
  • Strengthen coordination between TRAI, DoT, MeitY, RBI, banks, and law enforcement.

Citizens Also Have a Role

Consumers should:

  • Never share OTPs or banking credentials over phone calls.
  • Verify KYC requests only through official telecom apps or customer care.
  • Report suspicious calls immediately through official complaint channels.
  • Activate DND and regularly report spam communications.

Conclusion

India's digital economy depends on trust in telecommunications. While DND and anti-spam regulations have made progress, persistent spam and KYC-related scam calls indicate that stronger enforcement and technological safeguards are still needed.

This is an appeal to TRAI, DoT, telecom operators, cybersecurity agencies, and all concerned authorities to take coordinated and effective action against telecom fraud, improve DND enforcement, and ensure that consumers are protected from harassment and financial scams.

A secure telecom ecosystem is essential for Digital India and for maintaining public confidence in digital communication.
