Here issue is financial safety of consumer and due to all these  poor control at telecome operator end consumer may loose saving of many years. Highly safety concer.

Appeal to trai to impose 10% of group turnover penalty on Bharti airtel as they fail to provide safe and secure services to there consumers. Or cancel the licence for 5 year to operate in India

Spam Calls से Financial Fraud तक — क्या उपभोक्ता को “आसान निशाना” समझ लिया गया है?

भारत में मोबाइल फोन आज केवल बातचीत का माध्यम नहीं है। यही मोबाइल नंबर बैंकिंग, UPI, OTP, निवेश, बीमा, क्रेडिट कार्ड, लोन, डिजिटल पहचान और व्यक्तिगत वित्तीय सुरक्षा का महत्वपूर्ण हिस्सा बन चुका है।

ऐसे समय में यदि किसी उपभोक्ता के मोबाइल नंबर पर प्रतिदिन लगातार संदिग्ध, अवांछित और वित्तीय प्रकृति की कॉल आती रहें, तो यह केवल “Spam Call” की समस्या नहीं रह जाती। यह Consumer Safety और Financial Cyber Security का गंभीर विषय बन जाता है।

मैंने इस प्रकार की कई कॉल्स की सूचना TRAI के सार्वजनिक grievance/reporting mechanism के माध्यम से दी है। TRAI के अनुसार UCC/Spam की रिपोर्टिंग 1909, IVRS, DND/approved mobile app तथा authenticated web portal जैसे माध्यमों से की जा सकती है।

🚨 असली समस्या Spam नहीं — Financial Safety है

एक सामान्य उपभोक्ता को एक दिन में कई प्रकार की कॉल मिल सकती हैं:

Loan → Insurance → Credit Card → Investment → Bank KYC → OTP → Voter ID → Electricity → Courier → Job → Cashback

समस्या तब और गंभीर हो जाती है जब कोई fraudster इसी ecosystem का फायदा उठाकर उपभोक्ता से कहता है:

“आपके बैंक खाते में समस्या है।”

“आपका KYC बंद होने वाला है।”

“आपका loan approve हो गया है।”

“आपकी insurance policy expire हो रही है।”

“आपका credit card block होने वाला है।”

इसके बाद OTP, PAN, Aadhaar, bank details, UPI PIN अथवा screen-sharing की मांग की जा सकती है।

एक गलत कॉल और कुछ मिनटों की असावधानी से वर्षों की बचत खतरे में पड़ सकती है।

इसलिए Telecom Safety को केवल Call Quality के रूप में देखना पर्याप्त नहीं है।

इसे Financial Consumer Protection Infrastructure का हिस्सा बनाया जाना चाहिए।


🇮🇳 TRAI ने नियम बनाए हैं — लेकिन Ground-Level Enforcement पर सवाल क्यों?

TRAI की मौजूदा व्यवस्था में unsolicited commercial communication यानी UCC/Spam के विरुद्ध शिकायत और reporting mechanisms मौजूद हैं। TRAI के अनुसार 10-digit नंबर से commercial communication करने वाले उल्लंघनकर्ताओं के विरुद्ध warning, usage cap और गंभीर/बार-बार उल्लंघन की स्थिति में telecom resources disconnect तथा blacklist करने जैसी कार्रवाई का प्रावधान है।

TRAI ने 2025 में TCCCPR framework में consumer protection को मजबूत करने के लिए संशोधन भी किए थे।

2026 में TRAI ने unregistered senders द्वारा spam calls के मामले में telecom resources disconnect करने और blacklist करने के संबंध में access providers को निर्देश भी जारी किए हैं।

फिर भी मूल प्रश्न बना हुआ है:

यदि नियम इतने स्पष्ट हैं, तो उपभोक्ता के मोबाइल पर लगातार ऐसे कॉल क्यों पहुंच रहे हैं?

यहीं से Telecom Operator Accountability का प्रश्न उठता है।


🔴 Consumer का सवाल: “मेरी सुरक्षा की जिम्मेदारी किसकी है?”

यदि किसी telecom network पर लगातार:

  • Robot Calls
  • Loan Calls
  • Insurance Calls
  • Financial Services Calls
  • Fraud-like Calls
  • Fake Government Calls
  • Voter-related Spam
  • Unwanted Commercial Calls

आ रही हैं, तो केवल caller को दोष देना पर्याप्त नहीं होना चाहिए।

Regulator को यह भी जांचना चाहिए कि:

1. कॉल नेटवर्क में प्रवेश कैसे कर रही है?

2. क्या sender की KYC और commercial identity properly verified है?

3. क्या bulk calling pattern detect किया गया?

4. क्या AI/ML आधारित abnormal calling detection लगाया गया?

5. क्या पहले से reported नंबरों को दोबारा telecom resources मिल रहे हैं?

6. क्या एक ही infrastructure से हजारों consumers को suspicious calls की जा रही हैं?

7. क्या telecom operator ने complaint मिलने के बाद समय पर action लिया?

8. क्या repeat offenders को दूसरे नंबरों से फिर वही गतिविधि करने दी जा रही है?


⚠️ “Spam Call” को केवल inconvenience मानना बंद करना होगा

एक spam call से शायद ₹0 का नुकसान हो।

लेकिन यदि वही call किसी fraud chain का पहला चरण है, तो नुकसान हो सकता है:

₹10,000 → ₹1 लाख → ₹10 लाख → जीवनभर की savings

इसलिए हमें नया regulatory concept विकसित करना चाहिए:

Telecom Financial Safety

अर्थात telecom network का मूल्यांकन केवल:

Network Coverage + Call Quality + Data Speed

से नहीं, बल्कि:

Network Security + Spam Control + Fraud Prevention + Consumer Financial Safety

से भी होना चाहिए।


🛡️ प्रस्ताव: National Telecom Consumer Safety Framework – NTCSF

भारत में एक मजबूत:

National Telecom Consumer Safety Framework – NTCSF 2047

बनाया जाना चाहिए।

इसके पांच मुख्य pillars हों:

1. Real-Time Spam Detection

AI/ML आधारित real-time detection system।

2. Financial-Risk Call Classification

Loan, insurance, banking, investment, credit और payment-related calls को high-risk category में monitor करना।

3. Repeat Offender Blocking

जिस number/entity के विरुद्ध लगातार complaints हों, उसके telecom resources पर automatic escalation।

4. Consumer Safety Dashboard

हर consumer को अपने reported numbers, action taken और complaint status की transparent जानकारी।

5. Telecom Operator Accountability Score

हर operator के लिए annual:

Spam Rate + Complaint Rate + Resolution Time + Repeat Spam Rate + Fraud Incidence

का public scorecard।


💰 क्या Telecom Operators पर कठोर आर्थिक दंड होना चाहिए?

 यदि किसी telecom operator की गंभीर regulatory failure के कारण लगातार spam/fraud traffic उसके network से consumers तक पहुंच रही है और operator ने उचित preventive controls नहीं लगाए, तो operator-level financial accountability तय की जानी चाहिए।

मैं TRAI से अनुरोध करता हूं कि गंभीर और systemic failure की स्थिति में:

Turnover-linked penalty

जैसी व्यवस्था पर विचार किया जाए।

उदाहरण के लिए, गंभीर systemic consumer-safety failure की स्थिति में group turnover के 10% तक दंड लगाने के प्रस्ताव का regulatory feasibility assessment किया जा सकता है।

लेकिन यह दंड स्वतः किसी operator पर केवल शिकायतों की संख्या के आधार पर नहीं, बल्कि स्वतंत्र जांच, causation, negligence, repeated non-compliance और regulatory directions के उल्लंघन के प्रमाण के बाद लगाया जाना चाहिए।


⚖️ Licence Cancellation की मांग — लेकिन Due Process के साथ

यदि कोई operator:

  • लगातार regulatory directions का पालन नहीं करता,
  • गंभीर consumer-safety failures दोहराता है,
  • corrective directions के बावजूद सुधार नहीं करता,
  • और स्वतंत्र जांच में systemic negligence स्थापित होती है,

तो TRAI/DoT को लागू कानून के अंतर्गत उपलब्ध कठोरतम regulatory measures, जिसमें licence-related action भी शामिल हो सकता है, पर विचार करना चाहिए।

 “5 वर्ष के लिए licence cancellation/suspension” जैसे कठोर उपाय की वैधानिक feasibility का परीक्षण किया जाए।

यह कदम किसी एक कंपनी को निशाना बनाने के लिए नहीं, बल्कि पूरे telecom ecosystem में यह संदेश देने के लिए होना चाहिए:

Consumer Safety is not negotiable.


📊 नया Telecom KPI होना चाहिए

आज हम पूछते हैं:

Network कितनी तेज है?

भविष्य में यह भी पूछा जाना चाहिए:

आपके network पर consumer कितना सुरक्षित है?

एक नया KPI:

Telecom Consumer Safety Index – TCSI

KPI Measurement
Spam Calls / 1,000 users कम होना चाहिए
Financial Spam / 1,000 users कम होना चाहिए
Fraud-risk calls blocked अधिक होना चाहिए

📢 TRAI से मेरी प्रमुख मांगें

1. Spam को Consumer Safety issue घोषित किया जाए

सिर्फ nuisance नहीं।

2. Financial spam को High-Risk Category बनाया जाए

Loan, insurance, banking, investment और credit-related unsolicited calls पर विशेष निगरानी हो।

3. Telecom operators की accountability तय हो

सिर्फ spammer को blacklist करके जिम्मेदारी समाप्त न हो।

4. Complaint के बाद mandatory traceability हो

Consumer को पता चले कि reported number पर क्या action हुआ।

5. Repeat offenders पर automatic escalation हो

6. AI-based network-level fraud detection अनिवार्य किया जाए

7. Consumer financial loss होने पर accountability mechanism बनाया जाए

8. Independent Telecom Consumer Safety Audit हो

9. Operator-wise Spam/Fraud Transparency Report प्रकाशित हो

10. गंभीर systemic failure पर turnover-linked penalties का प्रावधान विचाराधीन किया जाए


🧑‍💻 Consumer को भी क्या करना चाहिए?

TRAI के अनुसार consumer UCC/Spam को 1909 तथा उपलब्ध approved reporting mechanisms के माध्यम से report कर सकता है।

लेकिन consumer को भी कुछ basic safety rules अपनाने चाहिए:

Unknown caller + OTP = NO

Unknown caller + UPI PIN = NO

Unknown caller + Screen Sharing = NO

Unknown caller + Bank Password = NO

Unknown caller + Immediate Payment = NO

और सबसे महत्वपूर्ण:

फोन पर किसी को भी OTP, UPI PIN या banking credentials न दें।


🇮🇳 यह केवल Kishor Kumar Bhatia की शिकायत नहीं है

यह प्रश्न करोड़ों भारतीय telecom consumers की सुरक्षा से जुड़ा है।

हम telecom operators से केवल:

“अच्छा Network”

नहीं मांग रहे हैं।

हम मांग रहे हैं:

Safe Network

क्योंकि आज मोबाइल नंबर सिर्फ communication identity नहीं है।

यह व्यक्ति की:

Financial Identity + Digital Identity + Banking Access + Personal Information

से जुड़ा हुआ है।

इसलिए:

अगर Telecom Network सुरक्षित नहीं है, तो Digital India पूरी तरह सुरक्षित नहीं हो सकती।


🔥 अंतिम अपील

मैं, किशोर कुमार भाटिया, TRAI और संबंधित authorities से आग्रह करता हूं कि मेरे द्वारा रिपोर्ट किए गए spam/suspicious calls सहित ऐसे मामलों को केवल individual spam complaints के रूप में न देखा जाए।

इन घटनाओं का विश्लेषण telecom-level systemic risk, consumer financial safety और cyber-fraud prevention के दृष्टिकोण से किया जाए।

TRAI की व्यवस्था स्वयं consumer protection और UCC control के लिए telecom service providers की भूमिका निर्धारित करती है।

मेरी अपील है:

Consumer को कमजोर कड़ी न समझें।

Telecom operator को केवल service provider नहीं, बल्कि consumer safety ecosystem का accountable stakeholder बनाया जाए।

Spam control को Financial Security से जोड़ा जाए।

और यदि किसी operator की systemic regulatory failure स्वतंत्र जांच में सिद्ध होती है, तो turnover-linked financial penalty तथा आवश्यकतानुसार कठोर licence-related action पर विचार किया जाए।

We, the concerned parents, citizens, and stakeholders of India’s education system, respectfully submit this petition seeking a serious review of the recently proposed educational changes, including the compulsory third-language approach and the overall direction of school education.

Our Concern
India aspires to become a global economic and technological leader. However, education policies must equip students with skills for the future rather than increasing academic burden through frequent curriculum changes and additional compulsory subjects without adequate relevance to future careers.

Many parents are deeply concerned that repeated syllabus revisions, frequent textbook changes, and mandatory additions may increase pressure on children without significantly improving employability, practical knowledge, or career preparedness.

 

Key Issues Requiring Immediate Attention

1. Lack of Future-Ready Subjects in School Education
Students should receive early exposure to practical and emerging sectors that contribute to national development, innovation, and employment.

Schools should gradually introduce age-appropriate awareness modules on:

·        Robotics and Artificial Intelligence

·        Renewable Energy (Solar, Wind, Hydroelectric Power)

·        Nuclear Energy and Energy Security

·        Agriculture Technology and Modern Farming Equipment

·        Cold Storage and Food Supply Chain Management

·        Construction and Infrastructure Technology

·        Automobile and Electric Vehicle Technology

·        Disaster Management (Floods, Earthquakes, Fire Safety, Tsunami Response)

·        Solid Waste Management and Sustainability

·        Water Conservation and River Linking Awareness

·        National Infrastructure Missions and Engineering Achievements

2. Awareness of India’s Scientific and Strategic Achievements
Students should develop pride and understanding of India’s institutions and technological progress, including:

·        Space missions and scientific achievements of ISRO

3. Career Guidance Must Begin Early
Many students complete schooling without awareness of career pathways available in India.

Schools should introduce structured career awareness sessions covering:

·        Engineering and Scientific Institutions

·        Banking and Financial Sector Careers

·        Public Sector Organizations

4. Need for Curriculum Stability
Frequent changes in books and syllabus create confusion for students, parents, and teachers.

We respectfully recommend:

·        Major syllabus revision once every 3 years

·        Supplementary annual modules for emerging technologies and national developments

·        Pilot testing before nationwide implementation of major curriculum changes

5. Review of Mandatory Subject Burden
Education should balance language learning with science, technology, creativity, and practical life skills.

Before introducing compulsory additional subjects, a detailed nationwide impact assessment should be conducted regarding:

·        Academic pressure on students

·        Mental well-being

·        Time available for core competencies

·        Regional and linguistic diversity

·        Career relevance

Our Appeal
We respectfully request the Government of India and CBSE to initiate a transparent national consultation involving parents, teachers, child psychologists, industry experts, scientists, and education specialists before implementing major curriculum changes.

 

India’s children deserve an education system that is balanced, future-ready, practical, and aligned with the aspirations of a developed India.

Education should empower children for the future, not overwhelm them.

 

We urge policymakers to consider constructive reforms that prepare students not only for examinations, but for life, innovation, employment, and nation-building.

Setting up of a 7500 MW solar park in Ladakh and the transmission project. This project enables evacuation and grid integration of 13 GW RE through a 5 GW transmission system. With a first of its kind system in the world a transmission utilization of 76% is expected. My one friend came from Finland for business purpose & visiting India and she said she has heard that lots of cable & electricity Jhal and spread in India also caw are roaming in roads , She urge me that she want to to see the same . I would like to request to State Government as well as central government in India

Schools cannot run away from their social responsibility to take 25 % seats of poor quota (EWS).

Strict rule for school also required that they should have to spend 5-10% of their income in Social Responsibility (Free Books, Poor student Fees, Save the Senior citizen, Save the Girl child, Tree Plantation etc.).

Schools are harassing parents for undeclared and unauthentic rules and regulation. There should be some rules and responsibility of school if children not present consecutive 3 days then school should inform parents by email, SMS or call or written letter to ensure no miss happening with children. Before cancelling admission of children at least 2 warning massage should be sent by school. All rules and regulations should be as per national education system and as approved by HRD Ministry. Financial penalty clause on school should be brought in favor of parents. For everything school should not impose financial penalty. All fee structure definition should be defined nation wise and shall not change school to school.

TAX Benefit on Child Education

Currently tax benefit for child education is Rs. 200 only that is quite old and far away from current situation. People are paying Rs. 3000 to 6000 per month for child school fee. Government need to increase this tax benefit amount to atleast Rs. 5000 per month for child education to promote education level in India
