2016-17 के आर्थिक सर्वे में मोदी सरकार ने यूबीआई का जिक्र किया। तब आर्थिक सर्वेक्षण में यूनिवर्सल बेसिक इनकम पर 40 से अधिक पेजों का एक खाका तैयार किया गया था। इस रिपोर्ट के अनुसार, यूनिवर्सल बेसिक इनकम भारत में व्याप्त गरीबी का एक संभव समाधान हो सकता है।


लंदन यूनिवर्सिटी के प्रफेसर गाय स्टैंडिंग ने गरीबी हटाने के लिए अमीर-गरीब, सबको निश्चित अंतराल पर तयशुदा रकम देने का विचार पेश किया। 



Requirement

इस स्कीम का लाभ लेने के लिए किसी भी व्यक्ति को अपनी कमजोर सामाजिक-आर्थिक स्थिति अथवा बेरोजगारी का सबूत नहीं देना पड़े। 


यूबीआई के दायरे में देश की पूरी आबादी को नहीं लाया जा सकता है, इसलिए इसके वास्तविक लाभार्थियों की पहचान करना सबसे बड़ी चुनौती है।

Universal Basic Income में use  की जाने वाली संभावनाए:

पहला- आर्थिक दृष्टि से निचले पायदान की 75 प्रतिशत आबादी को यूबीआई के दायरे में लाया जाए। 

दूसरा- सिर्फ महिलाओं को इसके दायरे में लाया जाए क्योंकि महिलाओं को रोजगार के अवसर, शिक्षा, स्वास्थ्य एवं वित्तीय समावेशन के मोर्चों पर हमेशा पिछड़ेपन का सामना करना पड़ता है। इससे आबादी का आधा हिस्सा यूबीआई के दायरे में आएगा। सर्वे में कहा गया था कि महिलाओं के हाथ में पैसे गए तो उनके दुरुपयोग की आशंका भी नहीं के बराबर रहेगी। 

तीसरा- शुरुआत में यूबीआई स्कीम का लाभ विधवाओं, गर्भवती महिलाओं के साथ-साथ वृद्ध एवं बीमार आबादी को दिया जा सकता है।

बनारस में लोग फालतू में ही भोकाली के लिये बाइक ओर कार का जरूरत से ज्यादा हॉर्न बजा कर माहौल खराब करते है noice पॉल्युशन करते है। हॉर्न को या तो पूर्ण तह बैन होना चाहिए या ॐ नमः शिवाय का हॉर्न केवल allow होना चाहिए बाइक ओर कार में।

Metro train  कहा है अभी तक तो शिलालेख हो काम भी शुरू नही हुआ।
कार चलाना तो प्रोजेक्ट है।
लोग कार तो यहाँ खरीदना ही नही चाहते पुअर अरेंजमेंट के कारण।
कितने बड़े ब्रांड की कार देखी है बनारस में।

काशी विश्वनाथ मंदिर आने-वाले श्रद्धालुओं को गलियों और तंग संकरे रास्तों से नहीं गुजरना पड़ेगा. यह कॉरिडोर बनने के बाद गंगा घाट से सीधे कॉ‍रिडोर के रास्‍ते बाबा विश्‍वनाथ के दर्शन किए जा सकते हैं. इसकी कुल लगात 900 करोड़ रुपए है. काशी को दुनिया के सबसे पवित्र शहरों में से एक माना जाता है. मान्यता है भगवान विश्वनाथ यहां ब्रह्मांड के स्वामी के रूप में निवास करते हैं. काशी विश्वनाथ मंदिर भगवान शिव के 12 ज्योतिर्लिंग में से एक है.
  • सवा 5 लाख स्क्वायर फीट में बना काशी विश्वनाथ धाम बनकर पूरी तरह तैयार है. इस भव्य कॉरिडोर में छोटी-बड़ी 23 इमारतें और 27 मंदिर हैं. 
  • इस पूरे कॉरिडोर को लगभग 50,000 वर्ग मीटर के एक बड़े परिसर में बनाया गया है. इस कॉरिडोर को 3 भागों में बांटा गया है. इसमें 4 बड़े-बड़े गेट और प्रदक्षिणा पथ पर संगमरमर के 22 शिलालेख लगाए गए हैं.जिसमें काशी की महिमा का वर्णन  है.
  • इसके अलावा इस कॉरिडोर में मंदिर चौक, मुमुक्षु भवन, तीन यात्री सुविधा केंद्र, चार शॉपिंग कॉम्प्लेक्स, मल्टीपरपस हॉल, सिटी म्यूजियम, वाराणसी गैलरी जैसी सुख-सुविधाओं की भी व्यवस्था की गई है.
  • काशी विश्वनाथ कॉरिडोर में अगर गोदौलिया वाले गेट से कोई एंट्री करेगा तो यूटिलिटी भवन, सिक्योरिटी ऑफिस मिलेगा
  • इसके अलावा यात्री सुविधा केंद्र नंबर 1 और 2 सरस्वती फाटक की तरफ हैं
  • इसमें चुनार के गुलाबी पत्थर, मकराना के सफेद मार्बल और वियतनाम के खास पत्थरों का इस्‍तेमाल किया गया है 
  • 250 साल के बाद मंदिर का पहली बार जीर्णोद्धार हुआ है
  • इस कॉरिडोर के बनने के बाद  श्रद्धालु 50 फीट की सड़क से गंगा किनारे से बाबा विश्‍वनाथ के दर्शन कर सकेंगे
  • काशी विश्वनाथ धाम में महादेव के प्रिय पौधे रुद्राक्ष, बेल, पारिजात, वट और अशोक लगाए जाएंगे 
  • एक अध्यादेश के जरिए उत्तर प्रदेश सरकार ने मंदिर पर क्षेत्र को विशिष्‍ट क्षेत्र घोषित किया था. जिसके बाद आसपास के कई भवनों को अधिग्रहित किया गया था. काशी विश्वनाथ मंदिर का 1780 में जीर्णोद्धार महारानी अहिल्या बाई होल्कर ने किया था. इसके बाद महाराजा रणजीत सिंह ने 1853 में मंदिर के शिखर सहित अन्य स्थानों पर सोना लगवाया था.

भारत में रोजगार केवल नौकरी प्राप्त करने का विषय नहीं है। यह युवा शक्ति, कौशल, उद्योग, निवेश, उत्पादकता और आर्थिक विकास से जुड़ा हुआ राष्ट्रीय विषय है।

इसी उद्देश्य से भारत सरकार ने National Career Service (NCS) को एक national employment platform के रूप में विकसित किया है। आज NCS पर jobseekers, employers, vacancies, career counselling, job fairs और अन्य employment services को एक ecosystem में जोड़ने का प्रयास हो रहा है। NCS की वर्तमान website पर government jobs, differently-abled candidates के लिए opportunities, career information और job fairs जैसी सुविधाएँ उपलब्ध हैं।


क्या मौजूदा NCS infrastructure को कम लागत में modernise करके भारत का world-class Digital Employment Platform बनाया जा सकता है?

मेरा उत्तर है—हाँ।

और इसके लिए जरूरी नहीं कि सरकार तुरंत कोई बहुत महंगा नया portal बनाए।

पहला सिद्धांत: Rebuild नहीं, Optimise + Modernise + Reuse


1. वर्तमान स्थिति

National Career Service को Ministry of Labour & Employment द्वारा employment ecosystem को मजबूत करने के लिए विकसित किया गया है।

NCS के 2025 Year-End Review के अनुसार:

  • 1,06,57,165 नए jobseekers जुड़े
  • 16,62,838 नए employers जुड़े
  • 4,09,93,033 vacancies mobilise हुईं
  • 9,785 job fairs आयोजित हुए
  • 34,969 employers ने job fairs में भाग लिया
  • 1,58,354 provisional selections दर्ज हुए
  • 6,764 overseas vacancies भी registered agents के माध्यम से posted हुईं।

यह आंकड़े बताते हैं कि NCS को केवल एक website के रूप में देखना उचित नहीं होगा।

यह पहले से एक large-scale national employment network बन चुका है।

इसके अलावा NCS ने private-sector ecosystem के साथ Zomato, Zepto, Foundit, Quikr और Mentor Together जैसे organisations के साथ partnerships/MoUs भी किए हैं।

इसका अर्थ है कि सरकार ने Public + Private Employment Ecosystem की दिशा में कदम पहले ही शुरू कर दिए हैं।


2. सुधार की आवश्यकता कहाँ है?

किसी भी citizen-facing government portal की सफलता तीन स्तरों पर मापी जानी चाहिए:

1. Accessibility

क्या portal कमजोर internet और mobile devices पर भी आसानी से चलता है?

2. Usability

क्या सामान्य नागरिक बिना technical knowledge के job search और application कर सकता है?

3. Outcome

क्या portal registration से आगे बढ़कर वास्तविक interview और employment तक पहुँचाता है?

यदि इनमें सुधार की गुंजाइश है, तो इसका समाधान नया महंगा portal बनाना नहीं, बल्कि targeted technology modernisation हो सकता है।
