National Safe Taxi & Auto Mobility Mission – N-STAM 2047

“सुरक्षित यात्रा, सुरक्षित चालक, सुरक्षित शहर और सुरक्षित भारत”

भारत में टैक्सी, ऑटो-रिक्शा, ई-रिक्शा और app-based mobility केवल परिवहन की सुविधा नहीं हैं; वे शहरी अर्थव्यवस्था, रोजगार, पर्यटन, महिलाओं की mobility, last-mile connectivity और डिजिटल अर्थव्यवस्था का महत्वपूर्ण हिस्सा हैं। इसलिए इनके लिए सुरक्षा नीति को केवल traffic enforcement तक सीमित न रखकर Road Safety + Passenger Safety + Driver Welfare + Digital Trust + Law & Order + Emergency Response के एकीकृत ढाँचे में बदलने की आवश्यकता है।

2024 में भारत में 4,87,707 सड़क दुर्घटनाएँ और 1,77,175 मौतें दर्ज हुईं; 2023 में 4,80,583 दुर्घटनाओं में 1,72,890 लोगों की मृत्यु हुई थी।

विश्व बैंक के अनुसार भारत में सड़क दुर्घटनाओं की आर्थिक लागत ऐतिहासिक अध्ययनों में लगभग GDP के 5–7% प्रति वर्ष तक आंकी गई है। इसका अर्थ है कि सड़क सुरक्षा में निवेश केवल जीवन बचाने का कार्यक्रम नहीं, बल्कि economic productivity और human capital protection का कार्यक्रम भी है।

भारत में टैक्सी एवं ऑटो सुरक्षा का regulatory framework कई स्तरों पर फैला हुआ है:

Constructive Feedback:

Traffic Police should not push the public to go to court for deposit challan amount.
It is wastage of time of Public as well as the court.
Court has lots of work to do something constructive for the nation.

डूएटी पर होने के बावजूत अगर पुलिस वाला वर्दी पर न हो और चालान कटाने की कोशिश कर जनता को ब्लैक मेल करता है  तो क्या कोर्ट उस पुलिस वाले को १ साल  ससपेंड करेगी।

चालान  अमाउंट बढ़ने से करप्शन बढ़ेगा।  दूसरे देश  कैसे  हैंडल करते  है  ताकि चालान  प्रोसेस   में  भस्टाचार  ना  हो , जनता को अवैध  रूप से ब्लैकमेल  न किया जा सके। इसके लिए सड़को पर कैमरा लगा होना अनिवार्य होना चाहिए।  उसी से चालान   चाहिए।

जनता को पुलिस अवैध रूप  से हर बात का चालान  कोर्ट  में  जमा करने  नाम पर  और कोर्ट में समय  नस्ट  होने  के नाम  पर  भस्टाचार  बढ़ावा  कर सके इसके लिए online , Paytm , UPI , aadhar  बेस पेमेंट का option होना  चाहिए।   यहाँ तक की हर चालान  पर  10/- का TDS जमा करना अनिवार्य होना चाहिए जिससे नकली चालान  बुक से  चालान  काट जनता को ठगा  ना  सके। और भस्टाचार रोका  सके।

देखा गया है  कि  पुलिस  कर्मी जबरदस्ती गाड़ी की चाबी  निकाल   लेते है  और  जबरदस्ती चलन काटते है  अपने  चालन टारगेट  के लिए। क्या   इसके  लिए पुलिस  कर्मी  को भी 1 साल  के लिए ससपेंड किया जाना चाहिए ताकि भस्टाचार  ना  हो सके। क्या कोर्ट इस सन्दर्भ में कदम  उठाएगी।

देखा गया है  की  पुलिस द्वारा दिखा कर गाड़ी रोकने  के बावजूत  जबरदस्ती जनता  का ड्राइविंग लाइसेंस रख लिया जाता है  और चालान टारगेट पूरे  करने  लिए  जबरदस्ती ना किये गए गुना  लिए भी जनता  प्रताड़ित किया जाता है। क्या पुलिस कर्मी किसी का ड्राइविंग लाइसेंस छीन कर रखने के लिए ऑथॉरिज़ेड है।  पुलिस कर्मी का काम है  चालान  करना व जनता को स्पस्ट रूप में बताना की किस लिए चालान किया गया है। ना  कि  लगाए गए झूठे आरोप पर sign  करने  के लिए गाड़ी की चाबी खींचना या  लाइसेंस जप्ती में लेना।  यहाँ भस्टाचार रोकने  लिए digilocker  में रखा Vehicle Regestration, ड्राइविंग लाइसेंस,  इन्सुरेंस, पोलुशन सर्टिफिकेट मान्य होना चाहिए

किसी भी सूरत में जनता का शोषड़ नहीं होना चाहिए।  भस्टाचार रहित भारत होना चाहिए।

No Original Document need to be carried in Vehicle as per Amendment of CMVR Rule 139

for Rule 139, the following rule shall be substituted, namely :-- "139. Production of license and certificate of registration".--(1) The driver of a motor vehicle in any public place shall, on demand by any police officer in uniform, produce his driving license for examination. (2) The owner or driver or conductor of a motor vehicle on demand by an officer of the Motor Vehicle Department in uniform or any officer authorized in this behalf by the State Government shall produce fitness certificate, permit and any other relevant document in original or a photocopy duly attested by any Gazetted Officer of the Government: Provided that if such documents are not in his possession, he shall produce a photocopy of the documents duly attested by any Gazetted Officer of the Government in person or send to the officer who demanded such documents by registered post within 15 days from the date of such demand.

देश में वाहन दुर्घटनाओं (Road Accidents) में कमी लाने और यात्रियों की सुविधाओं को बढ़ाने के लिए 1 सितंबर 2019 से मोटर वाहन का नया कानून लागू किया गया था. नया मोटर वहिकल ऐक्ट लागू होने के 23 महीनों मे करीब 8 करोड़ ट्रैफिक चालान (Traffic Challan) किए गए हैं.

लेकिन इन दो वर्षों में रोड सेफ्टी बोर्ड के गठन, सड़क सुरक्षा पर खर्च, राज्यों में रोड सेफ्टी अथॉरिटी बनाने और यात्रियों को सुविधाएं बढ़ाने के नाम पर निराशाजनक प्रगति देखने को मिली है.  सड़क सुरक्षा, सुविधा और अधिकारों पर पर्याप्त फोकस नहीं है. रोड सेफ्टी से जुड़े एनजीओ और लाखों ट्रक चालकों से जुड़ी ऑल इंडिया मोटर ट्रांसपोर्ट कांग्रेस ने सरकार को कठघरे में खड़ा किया है.


ट्रैफिक जाम को कम करने और सड़कों की व्यवस्था में सुधार करने के लिए कई कदम उठाए जा सकते हैं.

  1. मास्टर प्लानिंग:

    • शहरों के विकास में सड़कों की मास्टर प्लानिंग को बेहतर बनाएं, ताकि वाहनों का सही से प्रबंधन हो सके और ट्रैफिक की ज्यादा संख्या वाले क्षेत्रों को ध्यान में रखा जा सके।
  2. शहरी सार्वजनिक परिवहन:

    • अच्छे सार्वजनिक परिवहन सेवाओं को बढ़ावा दें ताकि लोग अपने निर्दिष्ट स्थान पर पहुँचने के लिए व्यक्तिगत वाहनों का अधिक इस्तेमाल करें।
  3. साइकिल और पैदल यातायात:

    • साइकिल लेन और पैदल यातायात क्षेत्रों को बढ़ावा दें ताकि लोग छोटी दूरी के लिए वाहन ना इस्तेमाल करें और स्वस्थ जीवनशैली अपनाएं।
  4. कारपूलिंग प्रोत्साहन:

    • लोगों को कारपूलिंग करने के लिए प्रोत्साहित करें, ताकि वाहनों की संख्या कम हो और ट्रैफिक कम हो।
  5. स्मार्ट ट्रैफिक मैनेजमेंट सिस्टम:

    • स्मार्ट ट्रैफिक मैनेजमेंट सिस्टम का उपयोग करें जो ट्रैफिक सिग्नल्स को स्वचालित रूप से नियंत्रित कर सकता है और वाहनों को सही समय पर मौवित कर सकता है।
  6. पार्किंग प्रबंधन:

    • सही पार्किंग स्थलों का प्रबंधन करें और उनके लिए उचित शुल्क तय करें, ताकि लोग सड़कों पर सही तरीके से पार्क करें।
  7. तकनीकी उन्नति:

    • ट्रैफिक नियंत्रण के लिए नई तकनीकों का उपयोग करें, जैसे कि ट्रैफिक सेंसर्स, ऑटोमेटेड सिग्नल्स इत्यादि।
  8. जनजागरूकता:

    • लोगों को ट्रैफिक नियमों का पालन करने के लिए जागरूक करने के लिए जनजागरूकता कार्यक्रमों को समर्थन दें।
