50. छात्र सुरक्षा – कानून एवं आंतरिक सुरक्षा



सुरक्षित विद्यार्थी → सुरक्षित परिवार → सुरक्षित समाज → सुरक्षित भारत

भारत विज़न 2047 – 100 राष्ट्रीय नीति सुधार (Policy Reforms)

नीति का मूल विचार:
छात्र सुरक्षा को केवल स्कूल की चारदीवारी, CCTV या पुलिस व्यवस्था तक सीमित न रखकर Physical Safety + Child Protection + Cyber Safety + Mental Well-being + Transport Safety + Disaster Resilience + Emergency Response + Legal Accountability का एकीकृत राष्ट्रीय तंत्र बनाया जाए।

भारत में 2024-25 में Pre-Primary से Higher Secondary तक लगभग 24.69 करोड़ विद्यार्थी, लगभग 14.71 लाख स्कूल और 1.01 करोड़ शिक्षक हैं। यानी छात्र सुरक्षा भारत के सबसे बड़े जन-सुरक्षा और मानव-पूंजी कार्यक्रमों में से एक है।


1. वर्तमान स्थिति

भारत में छात्र सुरक्षा से संबंधित अनेक कानून, योजनाएँ और संस्थागत व्यवस्थाएँ पहले से मौजूद हैं।

प्रमुख ढाँचे में शामिल हैं:

NCPCR वर्तमान में स्कूल सुरक्षा, bullying तथा cyberbullying सहित कई महत्वपूर्ण दिशानिर्देश उपलब्ध कराता है। जुलाई 2025 में NCPCR ने School Safety and Security Guidelines को भी सूचीबद्ध किया।

शिक्षा मंत्रालय की Samagra Shiksha व्यवस्था भी स्पष्ट करती है कि school safety केवल physical infrastructure का विषय नहीं है; इसमें bullying, physical violence, sexual, psychological और emotional violence जैसे जोखिम भी शामिल हैं।

लेकिन मुख्य समस्या क्या है?

भारत में नियमों की कमी से अधिक चुनौती “implementation gap” की है।

एक ही विद्यार्थी को अलग-अलग जोखिमों से सुरक्षा के लिए अलग-अलग व्यवस्था से गुजरना पड़ सकता है:

School → Bus/Van → Road → Classroom → Playground → Hostel → Internet → Coaching → Home

इसलिए आवश्यकता है:

“One Student – One Integrated Safety Framework”

3. प्रमुख चुनौतियाँ

3.1 Fragmented accountability

स्कूल सुरक्षा में Education Department, Police, Transport, Health, Women & Child Development, Disaster Management और Local Administration की भूमिका होती है।

लेकिन संकट के समय प्रश्न उठता है:

“जिम्मेदार कौन है?”

प्रस्तावित सुधार:

Every school must have one legally accountable School Safety Officer/Coordinator.


3.2 सुरक्षा का preventive model कमजोर

अक्सर घटना के बाद प्रतिक्रिया होती है।

नई नीति:

Incident Response → Risk Prevention → Risk Prediction → Resilience


3.3 Cyber safety तेजी से बदल रही है

AI-generated content, deepfakes, impersonation, cyberbullying और online grooming के कारण पारंपरिक child-safety mechanisms पर्याप्त नहीं रहेंगे।


3.4 School transport एक अलग safety ecosystem है

स्कूल परिसर सुरक्षित होने के बावजूद घर से स्कूल और स्कूल से घर की यात्रा unsafe हो सकती है।

इसलिए:

की आवश्यकता है।

School well-being को केवल discipline नहीं बल्कि learning environment का हिस्सा माना जाता है।

Disaster preparedness, evacuation drills और community-based preparedness को school culture का हिस्सा बनाया गया है।

School discipline, student welfare, digital citizenship और structured emergency preparedness पर जोर।

OECD approach

OECD के PISA research के अनुसार सुरक्षित, orderly और supportive learning environment attendance और learning time को बेहतर बनाता है; bullying, violence और victimisation learning में बाधा बन सकते हैं।

OECD के PISA 2022 data में औसतन लगभग 10% students ने school आने-जाने या classroom के बाहर unsafe महसूस करने की सूचना दी और लगभग 20% students ने bullying को कम-से-कम महीने में कुछ बार अनुभव करने की रिपोर्ट की।

Samagra Shiksha स्वयं infrastructure gaps को UDISE+ data से identify करने और विभिन्न government schemes तथा CSR से convergence की बात करती है।


19. GDP पर प्रभाव

छात्र सुरक्षा का GDP पर प्रभाव प्रत्यक्ष “एक प्रतिशत GDP वृद्धि” के रूप में विश्वसनीय रूप से अलग नहीं किया जा सकता। इसलिए किसी एक निश्चित GDP number का दावा करना उचित नहीं होगा।

The lack of safety of women and children in India is a concern for all. In the wake of recent
incidents of crime against women and children in different parts of the country, it has
become imperative that fast actions and sustainable steps be taken to minimize incidents
against our Women and Children.

  3. Fast track courts should be set up and rape, molestation cases should be solved quickly so that the victims don’t undergo the trauma for years. Justice should be immediate, not prolonged. The courts should be able to distinguish between a genuine case and a fake case filed for revenge. The verdict should be delivered within 1-3 months – Vijaylakshmi Narayanan
  4. Provide physical zones of comfort & ease of travel within the Transport system for women and very young children - special compartments, toilets, security, emergency buttons, etc. – Kayar Raghavan

  8. We required one or two police station only for women in each district where women can freely talk to police about her problem. Most of the time women feels shy to explain about their problem to the male staff. If the whole police station is only for the women then they feel safe as well they listen to women problem. This police station is operational 24* 7. Only rape centre proposed in each district not the solution but we required special women police cell who tackle each and every kind of situation. Now a days eve teasing cases are increasing day by day so we need a special force who handle such kind of cases. Also we required strict law for the women safety and we required such cases should be highlighted in public which will give example to others – Robin Tiwari

  11. Provide incentives to the police stations (Divided equally to the staff equally) who record the maximum numbers of FIRs related to women/child abuse, rape, molestations, eve teasing.   15. First and the foremost, the police should be educated to behave properly with women in distress. I have witnessed some cases where the police are too rude with women when they approach them for justice at their level and the women in distress are driven out and sometimes they are branded badly instead of the culprit, because they don't want to take any complaints and probe into the crime, but wash their hands off. It is easier to drive away a lady than a man unless the media exposes their actions. If the police take strict action against the offenders then the rate of crime against women and girl children will come down drastically. But that is not the case in many instances, bribe plays a key role in many criminal activities and once offender bribes the police he is let free and he becomes like a man eater which tastes the flesh of the humans and starts attacking more and more humans for food, as he also now knows that by bribing the police he can go scot free and he can continue with more and more such serious offences without getting into legal tangles – Veidehi Chillakumari 
  16. The biggest cause of girls not being wanted in society is the prevailing dowry system in arranging marriages. Things have gone completely out of hand in the villages especially since the girls family has to bear the cost of the marriage as well as the dowry provided. Therefore girls are looked upon as a financial liability which causes tension and distress in most families that have girls to marry off – Adhiraj Dutt
