Germany से भारत क्या सीख सकता है?

भारत की अर्थव्यवस्था तेजी से बढ़ रही है। भारत की FY2025-26 real GDP growth का आधिकारिक अनुमान 7.7% है।

लेकिन यदि भारत को लंबे समय तक Double-Digit GDP Growth — 10%+ वास्तविक आर्थिक वृद्धि की दिशा में आगे बढ़ना है, तो केवल consumption और services growth पर्याप्त नहीं हो सकती।

इसके लिए भारत को एक ऐसी growth architecture की आवश्यकता होगी जिसमें:

Manufacturing + Services + Exports + R&D + Skilled Workforce + MSMEs + Infrastructure + Productivity

एक-दूसरे को मजबूत करें।

यहीं Germany का अनुभव उपयोगी हो सकता है।

Germany ने अपनी economic strength को केवल बड़े corporations पर आधारित नहीं किया। उसकी industrial economy में advanced manufacturing, engineering, vocational skills, R&D, export orientation और specialized companies की महत्वपूर्ण भूमिका रही है।

2024 में Germany की industry GDP में 23.4% हिस्सेदारी थी और goods & services exports GDP के लगभग 42.1% के बराबर थे।

भारत के लिए प्रश्न यह नहीं होना चाहिए कि:

“क्या India Germany बन सकता है?”

बल्कि:

“Germany की कौन-सी सफल प्रणालियां Indian scale और Indian conditions के अनुसार अपनाई जा सकती हैं?”


1. Germany → Manufacturing को Economic Engine बनाना

Germany ने manufacturing को केवल low-cost production के रूप में नहीं देखा।

उसने focus किया:

  • machinery
  • chemicals

Industry और engineering को research और skilled workforce से जोड़ा गया।

Data

2024 में Germany की industry GDP का लगभग 23.4% थी।

इसके साथ Germany के goods and services exports GDP के लगभग 42.1% के बराबर थे।

Why it worked

Manufacturing का multiplier effect होता है।

एक manufacturing plant केवल factory jobs नहीं बनाता।

इसके आसपास बनते हैं:

Factory → Suppliers → MSMEs → Logistics → Engineering Services → Maintenance → Software → R&D → Exports

इससे एक पूरा industrial ecosystem विकसित होता है।


🇮🇳 Indian Problem

भारत में manufacturing capacity बढ़ी है, लेकिन कई sectors में:

  • global value chains में integration सीमित है
  • high-value components का import dependency है
  • MSMEs की productivity uneven है
  • R&D और manufacturing के बीच linkage कमजोर है
  • कई Indian companies scale-up के बाद भी global product leaders नहीं बन पातीं

World Bank ने भी भारत के merchandise exports को बढ़ाने के लिए global value chains में deeper integration और export diversification की आवश्यकता पर जोर दिया है।


What India Can Adopt

भारत को “Make in India” से आगे “Engineer in India + Make in India + Export from India” की दिशा में जाना चाहिए।

यह investment मुख्यतः:

सरकार का उद्देश्य हर factory को subsidise करना नहीं, बल्कि competitive ecosystem बनाना होना चाहिए।

100–200 National Industrial Technology Clusters विकसित किए जाएं।

हर cluster में:

Industry + IIT/University + Skill Centre + Testing Lab + MSME Network + Export Facilitation

को एक platform पर जोड़ा जाए।

भारत को केवल दुनिया का बड़ा manufacturing market नहीं बल्कि:

“World-class Engineering & Manufacturing Hub”

बनाने की दिशा में ले जाना।


2. Germany → Dual Vocational Training

What they did

Germany ने education और employment के बीच gap कम करने के लिए dual vocational education system विकसित किया।

युवाओं को classroom learning के साथ workplace-based training मिलती है।

2024 में Germany में लगभग 486,700 नए dual-training contracts हुए।

Why it worked

युवा केवल certificate लेकर job market में नहीं आता।

वह:

Learn + Work + Practice + Certification

करता है।

इससे industry को job-ready workforce मिलती है।


🇮🇳 Indian Problem

भारत में बड़ी युवा population है, लेकिन कई sectors में employers को skilled manpower और candidates को suitable jobs के बीच mismatch दिखाई देता है।

Engineering graduate और industrial job के बीच practical skill gap भी कई industries में चुनौती बन सकता है।


What India Can Adopt

एक नया:

“India Dual Skill Model”

बनाया जा सकता है।

उदाहरण:

Class 10/12 → Academic Education + Industry Training

या

ITI/Polytechnic/Engineering → 50% classroom + 50% industry exposure

Industry को curriculum design में सक्रिय भूमिका दी जाए।


Cost

सरकार:

में investment करे।

Industry:

में योगदान दे।

हर major industrial cluster के साथ:

भारत की workforce को:

Degree + Skill + Experience

के तीनों pillars पर विकसित करना।


3. Germany → R&D को GDP Growth Engine बनाना

What they did

Germany ने R&D को long-term industrial competitiveness का आधार बनाया।

2024 में Germany ने लगभग €137.1 billion R&D पर खर्च किया, जो GDP का 3.17% था। यह 1995 से उपलब्ध series में highest level था।

Germany में 2024 में business sector अकेले R&D expenditure का लगभग 2.14% of GDP equivalent योगदान कर रहा था।

Why it worked

Research केवल academic paper तक सीमित नहीं रही।

Model:

Research → Technology → Prototype → Product → Factory → Export

बनाया गया।


🇮🇳 Indian Problem

भारत की R&D intensity अभी काफी कम है।

भारत का GERD 2020–21 में GDP का लगभग 0.64% था।

इसके अलावा भारत में government sector का R&D contribution private sector से काफी अधिक रहा है; 2020–21 में private sector industry का योगदान लगभग 36.4% था।


What India Can Adopt

भारत को:

“R&D → Manufacturing → Export”

pipeline बनानी चाहिए।

केवल research funding बढ़ाना पर्याप्त नहीं होगा।

हर major technology mission में:

Research KPI + Patent KPI + Prototype KPI + Commercialisation KPI + Export KPI

होना चाहिए।


Proposed Target

2030

R&D expenditure को लगभग 2% of GDP की दिशा में ले जाने पर विचार।

2047

भारत को 2.5–3%+ R&D intensity की दिशा में ले जाने का दीर्घकालीन लक्ष्य रखा जा सकता है।

यह एक policy proposal है, कोई वर्तमान सरकारी लक्ष्य नहीं।


4. Germany → Mittelstand से Indian MSME 2.0

Germany की industrial economy में specialized small और medium-sized businesses की महत्वपूर्ण भूमिका रही है।

कई कंपनियां niche engineering products बनाकर global markets तक पहुंचती हैं।

  • technology-intensive नहीं हैं
  • global suppliers नहीं हैं
  • R&D नहीं करते

हर बड़े manufacturer के साथ:

100–500 Tier-2/Tier-3 Indian suppliers

को technology और quality standards से जोड़ा जा सकता है।

  • testing

लाखों MSMEs में से एक बड़े हिस्से को:

Local Supplier → National Supplier → Global Supplier

की journey पर ले जाना।

भारत में हजारों globally competitive specialized engineering companies विकसित करना।


5. Germany → Export-Oriented Growth

Germany ने domestic market के साथ global demand को भी growth strategy का महत्वपूर्ण हिस्सा बनाया।

2024 में exports of goods and services GDP के लगभग 42.1% के बराबर थे।

Indian Problem

भारत का domestic market बहुत बड़ा है, लेकिन global market को equally important growth engine बनाना आवश्यक है।


What India Can Adopt

हर sector के लिए:

बनाया जा सकता है।

World Bank ने 2030 तक $1 trillion merchandise exports के लक्ष्य की दिशा में global value chains में deeper integration और export diversification को महत्वपूर्ण बताया है।

भारत:

Global Production + Global Engineering + Global Services Hub

बने।


6. Germany → Education + Industry + Research का Integration

Germany का एक बड़ा lesson यह है कि economic growth को अलग-अलग ministries और institutions की isolated activities के रूप में नहीं देखा जाना चाहिए।
